6.2 Licensing Classes, Registration Competencies & Annual Practising Licences

Key Takeaways

  • Registration class, practising licence, trade scope, conditions, and endorsements must all be checked.

  • The New Zealand certifying pathway includes passing the certifying exam and holding the active relevant practising licence for 730 days.

  • Certifying status carries supervision responsibility but does not authorise work outside the drainlaying scope.

  • Licence status should be checked against the Board register for the date of work.

Licensing classes and registration

A candidate must distinguish registration from permission to work on a particular day. Registration recognises that a person has met the requirements for a class. An annual practising licence is the current authority to practise, subject to its scope and conditions. An endorsement can add a distinct authority, while an exemption can authorise a limited pathway under stated conditions.

Classes and pathways

The current Gazette notice defines the registered and certifying drainlayer classes and their competence standards. A registered drainlayer may perform work within that class and current licence. A certifying drainlayer has the higher class and may supervise restricted drainlaying, but remains bound by the licence, trade, conditions, competence, and technical law.

Trainees and exemption holders are not interchangeable labels. Each pathway has eligibility, supervision, and duration conditions. Confirm the person’s actual status rather than assuming anyone working “as an apprentice” has the same statutory authority.

Certifying registration

For the Board’s current New Zealand certifying pathway, the applicant must pass the relevant certifying examination and have held the relevant active practising licence for 24 months, calculated as 730 days from issue. The Board then assesses the application and any other prescribed requirements. Neither work experience alone nor exam success alone creates the registration.

The examination blueprint reflects the certifying role: design and verification, supervision, legislation, health and safety, system construction, on-site wastewater, trade waste, and trade calculations. Preparation should therefore go beyond memorising pipe-fitting facts.

Annual practising licence

Before assigning work, check the public register or current Board evidence for the practitioner’s trade, class, licence status, endorsements, and any conditions. A card from a previous licensing year is not enough. A certifying plumber may not automatically supervise drainlaying unless separately authorised in drainlaying.

Renewal requirements can change. For the current period, follow the Board’s stated CPD and renewal instructions. The old draft’s assertion of a standing 14-point annual scheme was not supported by the Board’s current CPD page; the page instead directs practitioners to the Board’s prescribed course for the relevant period.

Scope and competence

Holding a licence is not a substitute for competence in a specialised system. A certifier should obtain design or technical support where a pumped system, geotechnical condition, trade-waste process, structural interface, or alternative solution exceeds their current capability. The Gazette competence includes knowing how to interpret designs and compliance documents, not pretending to be the author of every specialist design.

If a licence has a condition, incorporate it into supervision and assignment. If the proposed work falls outside scope, stop and obtain the correctly authorised person. Commercial urgency does not extend a statutory class.

Scenario method

A person passed 9198 last week and has worked under an active registered-drainlayer licence for 18 months. They have not yet met the Board’s stated 730-day active-licence component and have not been granted certifying registration. They cannot present themselves as a certifying drainlayer merely because the exam is passed.

A second person holds certifying-drainlayer registration but lets the annual practising licence expire. Registration remains a status, but they do not have current practising authority until the applicable licensing requirements are satisfied and a current licence is issued.

Document the check: name, registration class, licence period, trade, endorsement, conditions, and source date. Recheck when a project crosses licensing periods.

Independent source-check exercise

For 6.2 Licensing Classes, Registration Competencies & Annual Practising Licences, practise answering from evidence rather than recall. Write the controlling source, its edition or effective date, its scope, and the exact paragraph, table, figure, or manufacturer instruction that supports the decision. Then state the site inputs that can change the result. In this section those inputs include Registration class, practising licence, trade scope, conditions, and endorsements must all be checked.; The New Zealand certifying pathway includes passing the certifying exam and holding the active relevant practising licence for 730 days.; Certifying status carries supervision responsibility but does not authorise work outside the drainlaying scope..

Build a four-column check: proposed condition, source requirement, evidence observed, and action. Test the answer with one changed assumption. A different pipe size, discharge-unit load, ground condition, licence status, authority, compliance path, or consent condition may produce a different result. If it does, explain why; if it does not, show which requirement remains controlling.

Finish with a field-verification plan. Name what must be inspected before concealment, what instrument or record demonstrates it, who has authority to accept a change, and what appears on the as-built or completion file. This exercise turns an open-book fact into certifying-level judgement. It also exposes accidental mixing of standards: if the source for a dimension differs from the source for the test or approval, either return to one complete compliance path or document the proposal as an Alternative Solution. Do not promote an example value into a national rule.
