Ethics, CPD, and quality assurance
Professional practice is the consistent use of lawful authority, technical competence, honest evidence, and public-safety judgement. Ethical conduct is not an abstract extra: it determines whether the certifier stops unsafe excavation, refuses an unsupported signature, discloses a design conflict, and corrects a failed test.
Honest representation

Competence limits
The certifying class requires broad competence, but specialised conditions may need other expertise. Examples include unstable slopes, high groundwater, industrial effluent chemistry, large pumped systems, alternative solutions, structural penetrations, and contaminated land. Recognising the need for a geotechnical engineer, wastewater designer, structural engineer, treatment specialist, or network-utility approval is a mark of competence.
Retain responsibility for the drainlaying decisions within scope. Specialist input does not permit blind installation; review interfaces, assumptions, construction tolerances, and commissioning duties.
CPD
CPD requirements are set by the Board and can change between licensing periods. The current Board page directs practitioners to complete the prescribed 2025 CPD course for relicensing; it does not substantiate a permanent annual requirement of 14 credits divided into invented modules. Check the current Board instructions when renewing and keep completion evidence.
Useful development also includes studying updated compliance documents, manufacturer training, excavation practice, supervision, design calculations, and lessons from defects. But voluntary learning should not be relabelled as the exact statutory renewal requirement.
Quality assurance
A practical quality plan has hold points. Before work: verify authority, approved documents, outfall, service information, products, and hazards. During work: inspect excavation controls, line and grade, bedding, joints, access, separations, and changes. Before cover: perform specified tests and collect levels and photographs. At completion: reconcile as-builts, approvals, commissioning, owner information, and maintenance duties.
Use calibrated or checked instruments appropriate to the decision. A digital level, laser, manometer, and measuring vessel can each be wrong. Record identity, calibration or field check, units, and tolerances.
Conflicts and pressure
A builder asks the certifier to sign before testing because concrete is scheduled. The proper response is to preserve the hold point, explain the missing evidence, and reschedule or obtain an accepted safe test—not sign with an undisclosed assumption. An employer asks the certifier to supervise more sites than can be monitored; the certifier must reduce the load or change the system.
Learning from defects
Treat a failed test or inspection as information. Make safe, identify root cause, correct the work, retest, update method and supervision, and share the lesson. Avoid blame-only responses that leave the process unchanged.
The examination often presents a technically tempting shortcut. A certifier’s answer should integrate law, safety, competence, evidence, and communication. The strongest decision is usually the one another competent practitioner can reconstruct from the record.
