The New York Department of State (DOS) Security or Fire Alarm Installer written exam will not hand you a codebook. It will describe a circuit, a ceiling cavity, or a 120-volt landing and expect you to name the rule family. Independent OpenExamPrep study material that helps candidates prepare for this exam treats National Fire Protection Association (NFPA) 70, the National Electrical Code (NEC), as the electrical-installation rulebook New York adopts through the Uniform Fire Prevention and Building Code. This chapter teaches widely used Article 760 field concepts and typical cable markings. It does not reprint NEC language, and it does not claim DOS or NFPA review.

Why this topic is on the written exam

Module 1 of the 81-hour qualifying course includes installations, standards, codes, and techniques. The July–December 2026 DOS bulletin says questions relating to standards and codes are based on the New York State Uniform Fire Prevention and Building Code and NFPA standards. The bulletin does not print NFPA edition years. The 2025 Uniform Code of New York State, effective December 31, 2025, references NFPA 70—23. Keep those two facts separate. The electrical code named in current Uniform Code text is the 2023 NEC. DOS does not write that year on the walk-in schedule. An older classroom binder, a vendor catalog, or a city fire-department packet is not a bulletin edition statement.

Article 760 covers fire alarm systems: wiring and equipment for fire detection, fire alarm notification, and related supervisory circuits that the fire alarm system powers or controls. A corridor horn-strobe circuit, a smoke-detector initiating circuit, and a signaling-line circuit that talks to addressable devices are 760 circuits. A lighting homerun is not. A burglar-alarm motion loop is not automatically a 760 circuit just because a meter reads 24 volts.

License boundary versus code boundary

19 NYCRR 195.1 and 195.2 decide who needs the Security or Fire Alarm Installer license. They are not a substitute for the NEC, and the NEC is not a substitute for the license.

Direct line-voltage connections to an outlet, a junction box, or an electrical distribution panel sit outside the alarm-system definition. That work does not require the alarm installer license. It is electrician or master electrician (ME) work. Landing a dedicated 120-volt feeder on a circuit breaker, splicing in a junction box, or plugging a transformer pigtail into a receptacle is line-voltage electrical construction.

The low-voltage fire alarm devices, cables, and control panels do require the installer license, or a lawful ME waiver described in Chapter 2. Pulling plenum fire alarm cable, mounting a smoke detector, terminating a notification appliance, and programming the fire alarm control unit remain licensed alarm work even when a licensed electrician made the 120-volt landing.

Exam trap: "The panel already has power, so any low-voltage technician may finish the building." The 195.2 exemption is limited to the line-voltage connection to the outlet, junction box, or panel. It does not swallow the fire alarm plant on the load side of the control unit.

Chapter 3 wiring methods

NEC Chapter 3 is the general wiring-methods chapter: raceways, cables, boxes, and fittings for premises wiring. Fire alarm work still uses Chapter 3 products. Rigid metal conduit, electrical metallic tubing, and listed boxes appear on fire alarm drawings every week.

Non-power-limited fire alarm (NPLFA) circuits often look like power wiring because they may operate at voltages far above a 24-volt control circuit. Installers commonly place them in Chapter 3 raceways. Power-limited fire alarm (PLFA) circuits may use Chapter 3 methods or listed fire alarm cables. The exam distinction is control, not fashion: once the circuit is a fire alarm circuit, Article 760 names the acceptable methods. Low voltage alone does not authorize a method 760 does not allow. Ordinary nonmetallic sheathed cable sold for lighting, leftover category data cable, and lamp cord are not fire alarm methods because they happen to be on the truck.

The primary power to a fire alarm control unit is usually a dedicated branch circuit installed as premises wiring. Article 760 then governs the fire alarm circuits that leave the listed equipment. That handoff is why one job can legally involve an electrician at the distribution panel and a DOS licensee at the detector. Each person is working a different article and a different credential.

Article 725 Class 2 and Class 3 are not a fire alarm shortcut

Article 725 covers Class 2 and Class 3 remote-control, signaling, and power-limited circuits. Many security and access-control power-limited loops live there. This exam covers both security and fire, so the temptation to treat every 24-volt pair as Class 2 is strong and wrong.

A Class 2 burglar circuit and a PLFA notification circuit can share a similar voltage. They do not share a code path. Fire alarm circuits generally must use Article 760 methods. Ordinary Class 2 cable marked CL2, CL2R, or CL2P is not an automatic fire alarm cable. Some substitutions exist inside 760's cable rules and are taught in section 5.3. Those substitutions are still 760 paths. They are not permission to install a fire alarm system as a 725 job.

If a stem says leftover burglar CL2 was pulled for a horn circuit "because both are power-limited," the error is using an ordinary Class 2 substitute as if it replaced Article 760. Security detection still needs the DOS license when 195.1 and 195.2 bring it into the business. The wiring article for that security loop is still 725 unless the equipment is actually a fire alarm circuit.

Communications and CATV articles

Article 800 (communications circuits, still named that way in the field), Article 805 (communications circuits in the reorganized Chapter 8), and Article 820 (community antenna television, CATV) govern telephone, data, and coaxial distribution plant. They have their own listings, plenum and riser markings, and abandoned-cable rules.

A cable marked CM, CMR, or CMP, or a CATV coaxial run marked for Article 820, is communications or CATV plant. Sharing a corridor with fire alarm cable does not convert a speaker-strobe circuit into a CATV circuit. Do not land fire alarm notification on leftover category cable or CATV coax and call it communications. Unless a 760 substitution path expressly allows a listed communications type as a fire alarm cable substitute, fire alarm circuits stay on fire alarm methods.

The authority having jurisdiction (AHJ) enforces the Uniform Code as adopted, plus local amendments. New York City may be more restrictive. Article 760 classifies and cables fire alarm circuits. It does not replace occupancy, detector-spacing, or inspection rules taught later in fire technology.

Realistic exam scenarios

Edition year. A choice says "the DOS bulletin requires NFPA 70-2020." The 2025 Uniform Code references NFPA 70—23. The bulletin names the Uniform Code and NFPA standards and does not print the year.

Breaker landing. An unlicensed helper is told to land 120-volt conductors in the distribution panel "because it feeds the fire alarm." That landing is electrical work outside the 195.2 alarm-license trigger. The same person pulling detector cable is doing licensed alarm work and must work under a DOS licensee.

Class 2 leftover. A security technician finishes a motion circuit and uses the same CL2 reel for a fire alarm notification riser. Voltage similarity does not move the riser out of Article 760.

CATV J-hook. A contractor hangs fire alarm cable on CATV supports and argues Article 820 applies. Occupying the same hallway as CATV plant does not change the fire alarm article.

When you open a stem, ask three questions in order: Is this a line-voltage landing at an outlet, box, or panel? If yes, think electrician/ME and 195.2. If no, is it a fire alarm circuit?
