Control units: UL 864 is a system listing, not a blank check
The fire-alarm control unit is listed to UL 864, Control Units and Accessories for Fire Alarm Systems. The listing covers the cabinet, the power supplies as evaluated, the initiating and notification circuits as described in the installation instructions, and the intended compatible devices. Those instructions are part of the listing. Installing a UL 864 panel contrary to its manual is not a "minor field tweak"; it takes the installation outside the listing.
If the job includes releasing (sprinkler preaction or deluge, special-hazard agent release), the control unit must be listed for releasing service. A combination burglar/fire panel that is not listed for releasing is the wrong box, even if it already has a UL mark for other functions.
Keep the listing label visible on the cabinet door or inner dead-front as the manufacturer placed it. Paint, wallpaper, and a homemade company decal over the mark hide the evidence an inspector uses.
Initiating devices: the right UL standard and the right model

Four-wire smokes still have power, standby-current, and listing limits. Two-wire smokes are the compatibility minefield: the detector and the initiating-device circuit are evaluated together. The panel's compatibility list names acceptable two-wire models, often with a maximum number per zone. A different UL 268 detector that is not on that list is an unlisted substitution for that circuit even though both parts have UL marks.
Addressable signaling-line circuits are usually protocol-locked. Brand X detectors do not become compatible with Brand Y's loop because both are UL 268. Use the listed device family for that panel, including the listed bases, isolators, and modules.
Notification appliances
Horns, strobes, horn-strobes, and speakers used as fire-alarm notification appliances need product listings — commonly UL 464 for audible appliances, with separate visible-signaling listings (technicians will see UL 1971 and UL 1638 on cut sheets depending on the product). Compatibility here is electrical and functional: candela rating, current draw on the notification-appliance circuit, synchronization of visible appliances, and whether the circuit is the regulated NAC the panel listing describes.
Mixing an unlisted inexpensive strobe onto a listed NAC is the same class of error as mixing an off-list two-wire smoke. A listed speaker used as a fire-alarm appliance still has to be a model the amplifier or voice-evacuation listing includes. Do not treat a paging speaker as a fire-alarm appliance because it "already makes noise."
Do not mix unlisted substitutions
Unlisted substitution means putting on a circuit a device the control unit's listing and compatibility documentation do not include. Typical failures:

If the listed combination is Detector A on Panel B, Detector C is not "close enough" because it is also UL 268. Order the listed model or a documented listed equivalent. Do not invent equivalence in the truck.
Manufacturer cut sheets, compatibility documents, and installation manuals are how you prove the combination. If the paper is missing, stop and get it. An inspector is not required to accept a verbal "they all work together."
FM Global as a second listing path
Some specifications require FM Approved equipment. That is a parallel product-approval path used in some insurer and engineer specs. It is not a waiver of UL where the specification still names UL, and it is not a waiver of AHJ inspection. If the spec says UL and FM, both marks matter. If the spec says FM Approved control units only, a UL-only panel is a specification miss even before the fire marshal arrives.
AHJ approval is still required
Listing and compatibility get you to the permit counter with a defensible bill of materials. They do not finish the job.
The AHJ can reject listed, compatible equipment that is:
- Not suitable for the occupancy or environment (wrong detector for the hazard, indoor-only device in a wet location)
- Installed contrary to listing instructions or the adopted code
- Missing required documentation (cut sheets, battery calculations, record of completion, as-builts)
- Subject to a more restrictive local requirement, or to NYC DOB/FDNY rules in city occupancies
The AHJ can require a permit before you energize, and a fire-marshal inspection under GBL §69-z even when DOS already licensed the firm. 19 NYCRR 195.4 still says fire-alarm work follows prevailing industry standards; on a listed system, those standards include staying inside the listing. Variance from Uniform Code provisions, where allowed, runs through 19 NYCRR Part 1205, not through a technician's opinion that the listing "should be good enough."
Field modification after the inspector leaves — extra holes, an added unlisted communicator stuffed in the can, a borrowed NAC expander that is not on the sheet — can void the listing you already showed on paper.
Walk-through
You receive a UL 864 addressable panel whose installation instructions include a compatibility document. Smoke heads on the job are the exact UL 268 models on that list, on listed bases.
