2.2 Pharmacist Licensure, Examination, Reciprocity & Continuing Education
Key Takeaways
- Initial Mississippi pharmacist licensure requires the Board application process, education and practical-experience requirements, and successful completion of the examinations accepted by the Board.
- Current NABP candidate results are Pass/Fail; candidates should not expect a numeric MPJE score report.
- A pharmacist completes 15 contact hours of approved continuing education for each annual renewal period.
- The annual CE total includes at least two hours of live contact and at least two hours related to opioid abuse or addiction, and the pharmacist must be registered with the Mississippi PMP.
- A license lapsed more than two years invokes the specific reinstatement pathways in Article I; requirements differ depending on whether the person maintained active practice and licensure in another state.
Pharmacist Licensure, Renewal, CE, and Reinstatement
A person may not practice pharmacy in Mississippi without a current Mississippi pharmacist license. Initial licensure and later maintenance are separate questions: an applicant must establish education, practical experience, examination, character, and application requirements, while an existing pharmacist must renew and remain in good standing.
Initial licensure
The Board determines eligibility under the Pharmacy Practice Act and Article I of its regulations. The usual examination pathway includes graduation from an accredited professional pharmacy program, required practical experience, the NAPLEX, the Mississippi MPJE, application materials, fees, and the Board's background or character review. Consult live Board instructions because document and portal procedures can change.
Do not attach an unsupported minimum age to the pharmacy regulation. Also distinguish an exam result from old regulatory language: NABP's current candidate report for the MPJE is Pass or Fail, not a numeric score report. The licensure question is whether the applicant passed the accepted examinations and met Board requirements.
Licensure by reciprocity or license transfer is not automatic. The applicant must satisfy Mississippi's statutory and Board requirements, including the Mississippi law examination when required, and the Board evaluates the other jurisdiction and the applicant's standing. Holding a license elsewhere does not authorize Mississippi practice before the Mississippi license is issued.
Annual renewal and continuing education
Mississippi pharmacist licensure is renewed on an annual cycle. For each renewal period, a pharmacist completes 15 contact hours of approved continuing pharmacy education. Within that total, current Board rules require:
- at least two hours obtained through live contact;
- at least two hours related to opioid abuse or addiction; and
- registration with the Mississippi Prescription Monitoring Program.
These are components of the 15-hour annual total, not extra hours. “Thirty hours every two years” may produce the same arithmetic but misstates Mississippi's renewal structure and can produce a wrong answer about when compliance is due.
A pharmacist attests to compliance during renewal and must be able to document the credits. If the Board requests proof, Article IV requires supporting documentation within five working days. Do not invent a universal three-year CE retention period when the current rule instead focuses on proof and the five-working-day production requirement. The pharmacist remains responsible for confirming that provider and activity qualify and that subject-specific and live requirements are met.
Failure to complete or document CE can affect renewal or lead to discipline. Practicing after expiration is a separate risk; a late application does not itself authorize practice while the license is inactive.
Reinstatement after more than two years
Article I creates different routes when a pharmacist license has been expired more than two years. A person who has not been actively practicing pharmacy must petition the Board, appear if required, obtain an intern/extern registration, complete 20 clock hours of supervised practical experience for each year the license was lapsed, complete the current 15 CE hours, pay required fees, and pass the law or Board examination required by the Board.
A person who maintained an active pharmacist license and practice in another state also petitions and supplies evidence of good-standing practice. That route can require an appearance, current 15 CE hours, fees, and the law examination, but it should not be described as automatically requiring the per-year Mississippi intern hours used for the non-practicing route.
Exam method
Classify a scenario as initial examination, reciprocity, timely annual renewal, late renewal, or reinstatement after more than two years. Then match the rule. Watch for distractors that combine correct requirements from different pathways. An out-of-state license may matter to reinstatement, but it never excuses Mississippi authorization; CE arithmetic does not convert an annual rule to a biennial one; and passing an exam does not by itself create a license.
Renewal audit example
A pharmacist reports 15 total hours: 13 asynchronous hours, one live hour, and one opioid-addiction hour. The arithmetic total is 15, but the renewal is still deficient because both embedded minimums require at least two hours. Adding one course that is both live and opioid-related may satisfy both categories if the Board-approved activity is credited that way and the documentation supports it. Before attesting, reconcile provider, activity date, credit amount, live status, subject classification, and PMP registration. If the Board requests evidence, assemble and provide it within five working days rather than waiting for the next renewal.
