5.1 Positive vs Non-Positive Venting

Quick Answer: Read every gas appliance nameplate for its venting category before you pick a vent. Category I and II operate at non-positive (negative) vent static pressure. Category III and IV operate at positive vent static pressure and must use a listed special gas vent with joints that can hold that pressure. Category II and IV also make corrosive condensate. Massachusetts adopts NFPA 54, 2012 edition, as modified by 248 CMR 5.00. 248 CMR 5.12 is the Chapter 12 amendment set. The Board’s Venting of Flue Gases policy (enacted 10-25-2006, amended 05-29-2013) treats the flue as gas-fitting work: the permit holder is responsible for it and must be present at final inspection.

PSI Part I groups Venting as a 12-item cluster: Positive/Non Positive, Natural Draft, Chimneys, Sizing, and Proper Materials. This section is the first of those ideas. Sizing and materials get their own chapter. Do not mix this chapter with 248 CMR 10.16 soil-and-waste vents. A plumbing stack vent and a Type B gas vent are different systems, different codes, and different inspection questions.

Which book is in force in Massachusetts

248 CMR 4.02 defines NFPA 54 as the 2012 edition of the National Fuel Gas Code. 248 CMR 4.03 adopts that code as modified by 248 CMR 5.00. When texts conflict, 248 CMR 4.04 puts 248 CMR 4.00 first and NFPA 54 as modified by 248 CMR 5.00 later in the stack. On a closed-book item, a later national handbook does not beat the 2012 text the Board adopted, and the 2012 text does not beat a printed Massachusetts amendment.

248 CMR 5.12 is titled Modifications to Chapter 12, Venting of Appliances. It does not rewrite Categories I–IV. It does rewrite plastic vents, damper/power-exhaust interlocks, existing-chimney reuse, combustion-air pipe labels, through-the-wall signs, sidewall clearance to a gas meter, snow-line height, the model-code condensation-drain section, and connector joints. Learn the national category language first, then overlay those amendments.

The Mass.gov policies list still carries Venting of Flue Gases. The Board issued it after carbon monoxide incidents and the residential CO-detector statute. The interpretation cites Chapter 142 and 248 CMR. It also cites NFPA 54-2002 because that was the edition on the shelf when the policy was written. For who may install the flue, use the posted policy. For which edition of NFPA 54 you install to, use 248 CMR 4.02 (2012) plus 5.12.

The four appliance categories

NFPA 54 sorts listed gas appliances by two facts you can say out loud at the nameplate: vent static pressure and whether the vent is expected to condense.

Non-positive means the vent interior sits at or below room pressure while the appliance is firing. If a joint is imperfect, room air tends to leak in, not flue gas out. That is why a listed Type B gas vent or a properly lined chimney can serve Category I: the system is designed to pull, not to be a pressure vessel.

Positive means the vent interior is above room pressure. Flue gas will leak out at every loose joint. Carbon monoxide does not stay politely in the pipe. Category III and IV therefore need a listed special gas vent (or the vent the appliance manufacturer specifies and the Board will accept) with joints made the way that listing requires.

Condensing means the vent-gas temperature is low enough that water and acids drop out in the vent. Category II and IV produce that condensate. Type B aluminum liners, galvanized single-wall, and ordinary clay tiles are the wrong chemistry. Category I and III are written as non-condensing: the vent is supposed to stay hot enough to carry water vapor out the top.

Memorize the two-by-two. Pressure is one axis. Condensate is the other. “It has a blower, so it is Category IV” is how people fail this item.

Fan-assisted versus natural draft

Natural-draft / draft-hood Category I equipment depends on buoyancy. Hot flue gas is lighter than room air, so it rises. The draft hood (or draft diverter) is an opening that (1) mixes dilution air into the flue and (2) gives a downdraft a place to spill instead of blowing out the burner. For that hood to work, the vent downstream must be non-positive. If the vent is pressurized, the hood becomes a CO spill grille.

Fan-assisted Category I equipment has a fan that is part of the appliance — usually an inducer that pulls products through a restrictive heat exchanger. The fan is there so the heat exchanger can be efficient. It is not a license to treat the vent as a positive-pressure exhaust. After the flue collar, the vent must still operate at non-positive static pressure and must still be sized as Category I (Type B, lined chimney, or another system listed for Category I). Chapter 6 covers the FAN and NAT columns. This chapter only needs the pressure fact: fan-assisted ≠ positive vent.

Power-vented Category III or IV equipment uses a fan that can push flue gas through a sealed vent, often out a sidewall. That vent is positive. You cannot drop that appliance onto a Type B common vent or an unlined masonry flue and “let the fan handle it.”

Direct-vent / sealed-combustion equipment takes combustion air from outdoors and returns flue gas outdoors, often through concentric or two-pipe special vents. Most current condensing boilers and furnaces in this class are Category IV. The flue is still flue-gas venting under the Board policy, not a plumbing vent.

Why Category III and IV need listed special vents

Three independent reasons, all testable:

  1. Pressure. Type B and ordinary single-wall connectors are not built as positive-pressure containment. A fan that pressurizes the vent will push CO through seams that would have been harmless on a Category I draft-hood heater.
  2. Condensate (II and IV). Acidic liquid destroys aluminum Type B liners and attacks masonry. The special vent is listed for that condensate and for a drain path the manufacturer specifies.
  3. Listing chain. NFPA 54 sends Category II, III, and IV to the vent specified or furnished by the manufacturer of the listed appliance, including special gas vents. 248 CMR 5.09 requires the licensee to follow those manufacturer requirements unless they conflict with, or are weaker than, 248 CMR. 248 CMR 5.03 and 5.09 also send “listed” through Board product acceptance under 248 CMR 3.00. A special vent that is nationally listed still needs to be a product Massachusetts will accept for that use.

248 CMR 5.12(2) replaces the model-code plastic-piping sentence. In Massachusetts, the only plastic piping that may be used for venting appliances is CPVC, polypropylene, and other pipes the Board has product-accepted for that purpose. Ordinary white Schedule 40 PVC is the classic wrong answer for a flue. The Board’s older Vent Pipe Advisory warned that some plastics cannot take flue temperature. The 4/30/2021 regulation is stricter than “whatever the boiler booklet shows.” If the booklet shows a plastic the Board has not accepted as an appliance vent, Massachusetts wins.

Do not confuse that flue rule with 248 CMR 5.12(4) / NFPA 54 12.7.6.1. That added subsection labels Schedule 40 PVC and other non-metallic pipe used for ventilation, make-up, or combustion-air intake — every ten feet if exposed, every three feet if concealed, at direction changes, and on each side of a penetration, in black letters at least the pipe diameter (capped at two inches). That is intake air, not a Category IV flue.

Massachusetts interlocks that sit on the category choice

248 CMR 5.12(1) replaces NFPA 54 12.4.4.2 when gas equipment is vented through a ventilating or exhaust system that has a damper or a power means of exhaust. Gas may reach the main burners only when the damper is open enough to vent the appliance or the power exhaust is running. Every gas line serving that equipment gets a solenoid valve that (a) may not be bypassed, and (b) uses a manual-reset device controlled by either a hard-wired listed carbon monoxide detector that closes the valve on an unsafe CO level or a detector fault, or a draft-proving switch that allows the valve open only when the damper is 100% open or the power exhaust is fully operational. The same amendment says replacement appliances on those hoods or exhaust systems must meet 12.4.4.2 even though NFPA 54 has a retroactivity section.

248 CMR 5.12(8) deletes NFPA 54-2012 section 12.10, Condensation Drain. Do not recite a model-code drain paragraph as if Massachusetts left it in force. Condensing Category II/IV equipment still needs the condensate handling its listing and remaining Chapter 12 rules require; the Board simply removed that model-code section.

248 CMR 5.09 / NFPA 54 9.1.23 (Massachusetts replacement): you may not install or replace a vented gas appliance unless a battery or hard-wired CO detector is on the same floor as the appliance, or on the next adjacent floor if the appliance is in a crawl space, unless the appliance is in a detached, uninhabitable garage. Residential dwellings also need a detector on each habitable level. That does not waive M.G.L. c. 148, § 26F½.

Who may put the flue in — Board education policy

Venting of Flue Gases is on the Mass.gov policies list. 248 CMR 3.05(1)(b)8 limits gas-fitting permits to licensed plumbers or gas fitters. The Board reads Chapter 142 “gas fitting” to include keeping the system in a safe condition, and it reads the flue as part of that system. Only a licensed plumber or gas fitter, or an appropriately trained person under that licensee’s control and supervision, may install the venting of flue gases. The supervising licensee must hold the 248 CMR 3.00 gas-fitting permit and is responsible for the whole job, including the flue. The licensee must be present for final inspection. The inspector will not approve a job whose flue fails Chapter 12 or 248 CMR 5.12.

The policy splits supervision language at 400,000 Btu/h:

248 CMR 4.03(5) sends equipment over 400,000 Btu/h per combustion chamber (and not under NFPA 85 or 86 as amended) to 248 CMR 7.00. Category language still tells you whether that large vent is non-positive or positive.

Field scenario

A Watertown replacement: an 80,000 Btu/h fan-assisted Category I warm-air furnace and a new Category IV condensing water heater in the same mechanical room. The old Type B common vent is still in the chase. The furnace may stay on a Category I Type B or lined-chimney system sized as Category I. The water heater cannot join that Type B. It needs its own listed special vent (in Massachusetts, plastic only if it is CPVC, polypropylene, or another Board-accepted vent pipe), with sealed joints, the manufacturer’s condensate path, and sidewall rules in 12.9 as amended — including the three-foot separation from a gas meter in 12.9.8 and the “GAS VENT DIRECTLY BELOW. KEEP CLEAR OF ALL OBSTRUCTIONS” plate in 12.9.7 when the terminal is less than seven feet above finished grade. Two appliances, two pressure stories, two vents.
