Every Massachusetts resident who drives on a public road, highway or any other way open to the public needs a valid Massachusetts license. The rules below explain who qualifies, which license type and class you need, and how the RMV keeps one driver to one license.

Visitors must carry their home license, plus any required translation. Violating the out-of-country license rule in M.G.L. chapter 90, section 10 is a criminal violation, and a first offense carries a $500 fine.

Eligibility, Age and Records

  • A Massachusetts license or ID (other than a Liquor ID) goes only to Massachusetts residents. It is not issued for the convenience of tourists, business travelers or nonresidents who own property here.
  • No one under 16 may drive in Massachusetts, even with a permit or license from a place that allows younger drivers.
  • You can get a learner's permit at 16 but no Class D or M license until 16½, after holding the permit in good standing for six consecutive months and finishing approved driver education.
  • You must be 18 to apply for a commercial driver's license (Classes A, B and C).
  • When you apply or renew, you list every state where you held a license in the past ten years. The RMV checks your identity against the Problem Driver Pointer System (PDPS). A match stops the application until out-of-state problems are resolved.
  • You may hold only one driver's license or ID card. Through the State-to-State program, issuing a Massachusetts license cancels a license or ID from another participating state.

A Class A, B or C license includes the lower classes, with the proper endorsements. A Class D license is what this exam leads to.

License Length, Renewal and the Under-21 Card

  • A license lasts up to five years and usually expires on your birthday.
  • A REAL ID can be shorter when federal lawful presence is shorter (minimum period 12 months), with a prorated fee. A Standard license is always issued for five years.
  • You can renew up to one year before expiration.
  • Anyone under 21 gets a vertical card marked "Under 21". It stays valid until it expires, and a horizontal card is available after your 21st birthday.

Restriction Codes

Restrictions are limits printed as code letters on your license. Common Class D codes:

  • B corrective lenses, which you must wear when driving
  • G daylight only
  • I Junior Operator (JOL) limits, added for every driver under 18
  • Q Class D automatic transmission
  • T ignition interlock
  • A use only with a certified driving instructor

Appeals and Other Options

  • Appeal: If the RMV denies a permit, license or ID, you can file an appeal within ten days of the written denial with the Division of Insurance's Board of Appeal on Motor Vehicle Liability Policies and Bonds. The filing fee is $50.
  • Voter registration: Eligible U.S. citizens are registered, or have their registration updated, during an RMV transaction. You can register at 16 but must be 18 to vote.
  • Veteran's indicator: Honorably discharged veterans can have "Veteran" printed on their license at no extra cost by showing a DD-214, DD-215 or Honorable Discharge form.
  • Organ and tissue donation: Signing up puts you in the Massachusetts Donor Registry, which counts as legal consent, and a heart symbol appears on your card. You can also give an optional $2 to the donor registration fund when renewing online.
