1.2 Eligibility, Documents & A-2 Medical Requirements
Key Takeaways
CEN 03/2026 uses the standard age band 20–33 as of 1 July 2026, subject to its category and service conditions.
The recognized degree or equivalent must be completed by the applicable application closing date.
The general A-2 table requires distant vision 6/9, 6/9 and near vision Sn 0.6, 0.6 without glasses; ex-servicemen have a separate referenced standard.
The applicable original vision certificate is required at CBAT; the final medical examination is a separate stage.
Read eligibility separately from the syllabus
Preparing successfully for the written CBT and being eligible for appointment are separate requirements. CEN 03/2026 notifies the Section Controller post at pay Level 6, with initial basic pay ₹35,400. The post has the A-2 medical standard. Eligibility, educational completion, age, required certificates and medical suitability must be checked against the applicable notice. Neither an online mock score nor a study guide determines eligibility.
A useful preparation file has separate tabs for the application record, educational documents, date of birth, category documents when applicable, examination communications and later-stage certificates. Keep the entered information consistent with the underlying certificates. If a document has an inconsistency, follow the issuing authority's and RRB's instructions; do not assume that a strong test result will excuse a discrepancy.
Education and the crucial date
The prescribed qualification is a recognized university degree or equivalent. The qualification must be completed by the application closing date; candidates awaiting final results are ineligible under the stated rule. CEN 03/2026 gives 14 August 2026 as its original application closing date. This is a historical cycle date, not an invitation to submit a new application now. Check subsequent applicable notices before acting on any recruitment deadline.
Completion and issue dates are not always identical. Paragraph 9 explains the evidence needed where a certificate is issued after the closing date: dated results or a certificate from the institution may establish when the qualifying result was declared. Preserve the evidence instead of assuming that a later printed certificate automatically proves either eligibility or ineligibility.
For example, a fictional candidate whose degree result was still pending on the applicable closing date cannot rely on a result declared later. Another candidate whose result was declared before closing but whose certificate was issued later should read the notification's documentary requirements. These scenarios test the distinction between qualification completion and proof of completion; they do not authorize an individual eligibility decision.
Age and category-specific conditions
The standard age band in this CEN is 20 to 33 years as of 1 July 2026. Category and service-based relaxations are conditional. Apply the relevant date-of-birth limits and relaxation table rather than subtracting an age from today's date. Someone can be the right age today but outside the specified recruitment cutoff, or vice versa.
Do not add multiple age relaxations mechanically. The notice states how overlapping grounds are treated. Category status, fee concession, reservation and age relaxation are different questions; one benefit does not automatically establish another. Read the exact eligibility conditions and certificate format for the benefit claimed. Serving employees should also check the no-objection-certificate requirements at the relevant stage.
A practical checklist is:
- Identify the exact CEN and any applicable corrigendum.
- Record the age reference date and qualification closing date separately.
- Compare personal details with the original application and certificates.
- Identify the documentary basis for each concession or reservation claimed.
- Read the e-call letter before each stage, since the required documents differ.
General A-2 vision requirements
The general standard printed in paragraph 6 is:
| Component | CEN 03/2026 general requirement |
|---|---|
| General fitness | Physically fit in all respects |
| Distant vision | 6/9, 6/9 without glasses; no fogging test |
| Near vision | Sn 0.6, 0.6 without glasses |
| Additional vision tests | Colour, binocular, night and myopic vision |
Do not substitute a glasses allowance from a different medical category, another railway recruitment or an older summary. In particular, “6/9 with glasses up to two diopters” is not the general Section Controller standard printed in this CEN. The notification says the listed medical requirements are indicative rather than exhaustive and refers candidates to Chapter 5 of the Indian Railway Medical Manual, Volume I.
The same paragraph states that LASIK or another surgical procedure to correct refractive error makes a candidate ineligible for this post, and requires the prescribed declaration at document verification. Do not treat successful visual acuity after surgery as overriding that separate rule. Medical eligibility must be assessed through the authorized process rather than self-certification from an eyesight reading alone.
Ex-servicemen and the vision certificate
The notification expressly provides different medical standards for ex-servicemen, referring to IRMM paragraph 534 and the Annexure VI-A vision certificate. Therefore, the general table should not be described as applying identically to every applicant. Annexure VI and VI-A are different forms; use the one applicable to the candidate.
Shortlisted candidates must produce the prescribed vision certificate in original at CBAT. The notice says candidates without it will not be permitted to appear. This requirement comes before the final recruitment medical examination. Attending an eye appointment, possessing a general prescription and bringing the prescribed certificate are different things. Check the format, signatory requirements and current instructions in the actual call letter and notification.
Paragraph 6 also describes a medical appeal process subject to the permitted timeframe, prescribed charges and competent-authority acceptance. It does not promise repeated appeals or an alternative appointment after medical unfitness. Keep any official medical communication and follow its stated process.
Keep preparation and recruitment evidence current
Use the official RRB website for applications, stage notices and corrections. An archived notice can explain a past rule but cannot prove that a later cycle uses the same date or standard. This guide identifies its source-check date so readers can distinguish the underlying published rule from any later change.
For written study, start with a diagnostic set across all three domains and record why each error occurred. For recruitment administration, maintain a separate checklist of deadlines and documents from current official communications. Combining these into one vague “ready for the exam” label hides important differences: mathematical readiness cannot replace a missing certificate, and complete paperwork cannot replace aptitude preparation.
Source check: 2026-10-16. The publisher's CEN 03/2026 paragraphs 6, 8, 9, 15 and 16.2, and Annexures VI/VI-A/VI-B, are the basis of this section. Consult the official RRB notices; the readable publisher-document mirror is hosted by a third party.
