A Council can be created or abolished by Parliament under Article 169 on a resolution of the Assembly. Money Bills originate only in the Assembly, and the Council can delay an ordinary Bill for a maximum of four months in total across two visits — it cannot ultimately block it. The Vidhan Soudha in Bengaluru houses the legislature; the Suvarna Vidhana Soudha at Belagavi hosts a session each year.

The Permanent Executive

The Deputy Commissioner's Three Hats

The single most-tested administrative concept at district level is that one officer wears three hats:

The DC also chairs district-level committees, acts as District Election Officer for Assembly and parliamentary polls, and is the officer to whom KEA forwards the district-wise merit list for VAO appointments. Alongside the DC, the Chief Executive Officer of the Zilla Panchayat heads the development stream — two parallel structures that meet at village level, which is the distinction Section 9.5 develops.

Citizen Service: Sakala, RTI and Nadakacheri

Karnataka has an unusually strong service-guarantee framework, and it defines a VAO's legal obligations.

  • Karnataka Sakala Services Act, 2011 — notifies hundreds of public services with a statutory time limit each. If an official fails to deliver within the limit, the citizen may appeal, and the Act provides for a compensatory cost payable to the citizen and recoverable from the defaulting official. Most revenue services a VAO touches — RTC extracts, mutation, caste, income and residence certificates — are notified Sakala services with published timelines.
  • Right to Information Act, 2005 — every public authority designates a Public Information Officer; information must ordinarily be furnished within 30 days (48 hours where life or liberty is involved). A VAO is routinely the custodian of the records an RTI application seeks.
  • Nadakacheri / Atalji Janasnehi Kendra — taluk-level citizen service centres that issue caste, income, residence, land-holding and other certificates, based on the field verification a VAO supplies.
  • Grievance mechanisms — the Karnataka Lokayukta (under the Karnataka Lokayukta Act, 1984) for corruption and maladministration, departmental appeals to the Tahsildar, Assistant Commissioner and Deputy Commissioner, and the Karnataka Administrative Tribunal for service matters.

Exam Angle

Learn three things cold: the territorial ladder with the officer at each level, the DC's three roles, and which recruiting body handles which cadre. Then add the Sakala time-limit concept, because it is the one piece of Karnataka administrative law that appears in both the General Knowledge paper and any descriptive or interview stage — and because it is the rule that makes prompt field verification a legal duty rather than a courtesy.
