Occupational Safety and Health Administration (OSHA) Hazard Communication Standard — 29 CFR 1910.1200, often called “right to know” — is the chemical-use standard 68 Ill. Adm. Code 1175.835 writes into the 25-hour Business Practices block of the 750-hour program, next to the Act, management, and the Workers’ Compensation Act. 1175.710 already tests product chemistry and chemical service procedures. This section is how you handle the bottle: Safety Data Sheets (SDS), manufacturer labels, mixing, storage, spills, and the Illinois rule that using a chemical contrary to the manufacturer’s indication is unprofessional conduct.

Hazard Communication in an esthetics room

HazCom has four moving parts:

  1. Hazardous chemicals are identified (disinfectants, peel acids, solvents, some waxes and adhesives).
  2. Manufacturer labels stay intact — product identity, signal word (Danger or Warning), pictograms, hazard statements, precautionary statements, and supplier.
  3. An SDS is available for each hazardous product, in the 16-section OSHA format, and workers know where it lives before a splash.
  4. Training covers the chemicals actually used, the PPE the SDS requires, and spill and eyewash response.

Secondary bottles still need identity and hazard information

Secondary containers (a spray bottle of disinfectant, a peel mixed at the station) still need identity and hazard information. A mystery bottle fails HazCom even if the concentrate in the back room is labeled. Food containers reused for wax or acid are a storage failure and a client-safety failure.

The 16 SDS sections you must be able to name

OSHA aligned SDS with the Globally Harmonized System. Exam items often ask which section holds first aid, PPE, or composition.

You do not memorize every chemical’s toxicology. You memorize where first aid, PPE, composition, storage, and spill instructions live, and you open the SDS before you mix.

Illinois storage, strength, and contaminated product

1175.115 requires disinfecting agents to be kept at adequate strength, free of residue, and available for immediate use whenever the salon is open. Over-diluting “to save product” makes the hospital-grade claim false in practice. Letting implements sit in a sludge of hair and cream is residue, not disinfection.

Any product that becomes contaminated shall be discarded after use on that particular client. A double-dipped mask jar is not “sanitized” by putting the lid back. Multi-use cream that met a bloody cotton round is waste.

Store chemicals:

  • Away from food and employee break-area plates
  • Out of client reach (waiting-area shelves and unattended treatment rooms)
  • Upright, labeled, in original or properly relabeled secondary bottles
  • Acids separated from bleach and ammonia
  • At the manufacturer’s temperature and in a ventilated space — 1175.115 already requires ventilation free of excessive vapors and fumes

Mixing acids, eyewash, and the bleach–ammonia trap

Acid into water; never bleach with ammonia

Alpha hydroxy acid (AHA) peels and other concentrated acids are mixed, if mixed at all, by adding acid into water, never water into concentrated acid. Water into acid can boil and splash because the dilution is strongly exothermic. The exam wording is “never add water to concentrated acid.” Use the dilution the manufacturer labeled. A “stronger peel for this one client” is how chemical burns and scope violations happen.

Eyewash is not optional décor. SDS Section 4 and Section 8 tell you when eyes must be flushed — often for minutes, not a single splash of tap water while you look for a towel. If you pour concentrated disinfectant or handle peel acids, you know the eyewash location before the first pour. Delay is the injury.

Never mix bleach (sodium hypochlorite) and ammonia. The reaction releases chloramine vapors that can burn lungs and kill. Mixing bleach with acids can release chlorine gas. “I’ll boost the disinfectant” by combining two cleaners is a deadly exam trap. Incompatibles belong in SDS Section 10; accidental-release steps belong in Section 6. If a stem says a licensee mixed bleach and ammonia to clean a facial room, the correct action is evacuate, ventilate if safe, and treat it as a toxic-gas event — not finish mopping.

1175.120, manufacturer indication, and the living-layer line

1175.120 treats as dishonorable, unethical, or unprofessional conduct the use of products or chemicals not approved by the FDA, or use contrary to the manufacturer’s indication. The rule’s own example is hair dye intended for scalp hair used on eyebrows. Analogize that to esthetics: a peel labeled only for superficial, leave-on, or physician-supervised use is not yours to push into a medium-depth, frost-producing, living-epidermis service because a social-media demo did it.

IDFPR’s Statement on Prohibited Practices (04/06/2026) and 225 ILCS 410/3A-1 confine esthetics to the surface of the skin (stratum corneum). Chemical peels except superficial chemical peels are listed as the practice of medicine. A product can have a complete 16-section SDS, perfect OSHA labeling, and still be out of Illinois esthetician scope if it is intended to reach living epidermis or dermis. The SDS proves the chemical is identified and that first-aid exists. It does not enlarge your license.

Using a peel beyond labeled superficial use is therefore two violations at once: 1175.120 (contrary to manufacturer indication) and scope (living-layer technique). “I had the SDS in the binder” is not a defense.

Putting chemical handling on the same chain as blood

OSHA HazCom, Illinois sanitary strength and discard rules, and NIC Standard Precautions are one workplace system:

  • Read the label and SDS before the service
  • Wear the PPE Section 8 names (gloves, eye protection for splash)
  • Mix acids acid-into-water; never brew bleach-and-ammonia
  • Keep disinfectant at effective strength
  • Discard contaminated multi-use product
  • Know the eyewash
  • Stay inside superficial, manufacturer-indicated, stratum-corneum use
  • If blood appears, leave the chemical protocol and run the blood-exposure sequence
