1.3 Application, Scheduling, Retakes, and Licensure

Quick Answer: Apply at continentaltesting.net, pay the exam fee, and email an original transcript (750 hours, or 600 hours for pre-file) to esthetics@continentaltesting.net. After CTS approval, PSI emails an ATT; you have 60 days to test or the fee is forfeited. Reschedule or cancel with PSI at least 2 business days ahead. After testing, wait for the Official Results Letter (usually about four weeks) before applying to IDFPR. The license fee is $30. 1175.710(d) and current CTS instructions still print 12 months to apply after a pass; P.A. 104-153 amended 225 ILCS 410/4-5(e) to 3 years effective January 1, 2026 — apply promptly rather than gambling on the lag.

Illinois splits the file in two. CTS owns the exam. IDFPR owns the license. Candidates who reverse that order—paying IDFPR before CTS has issued the Official Results Letter—create a rejected or stalled application. The profession 131 instructions say it in capital letters: DO NOT apply for licensure with IDFPR PRIOR to receiving your Official Results Letter from CTS.

File the exam application at CTS

1. Apply online at www.continentaltesting.net for Illinois 131 – Licensed Esthetician and pay the required testing fee (currently the $170 computerized fee discussed in Section 1.1; CTS states there are no refunds).
2. Email original supporting documents to esthetics@continentaltesting.net. CTS wants an original transcript verifying 750 hours from an approved esthetics school, or an original transcript verifying at least 600 hours for pre-filed applicants.
3. Send ADA supporting documents only to ada@continentaltesting.net. CTS will not accept ordinary transcripts at the ADA box.

"Original transcript" means the school's official document with the elements Part 1175 requires of transcripts (school identity, seal, license number, authorized signature, student identity, dates, hours by subject, grades, transfer hours if any, final examination grades, graduation date when you are a graduate). A screenshot of a student portal is not a transcript.

Check status online (CTS updates every business day). Status is not available by phone or email. Bookmark the CTS application-status login rather than calling the board to ask whether PSI has seen your file.

Put support@psionline.com in your address book. The ATT will come from that address, and missed-spam ATTs are a common way to burn the 60-day window.

PSI ATT and the 60-day window

After CTS reviews and approves the application, PSI sends an eligibility/scheduling email. You have sixty (60) days from the date of that email to schedule and take the exam. If you do not complete the examination inside that window, the fee is forfeited. Being absent on exam day, or letting the ATT expire, means you re-apply and pay again. There is no courtesy extension in the profession 131 instructions.

Schedule through PSI (PSI's Illinois beauty testing portal and phone line are in the PSI candidate bulletin). Regular appointments must be scheduled at least two business days before the desired date. If you must change or cancel a scheduled date, notify PSI directly at least two (2) business days ahead. Same-week panic cancellations are how candidates lose both the seat and the $170.

The CTS application itself remains valid for three (3) years. If you do not pass within those three years, you reapply as a new applicant and resubmit all new documentation. That is the application-to-pass clock (225 ILCS 410/4-5(c); CTS 131 instructions). It is not the post-pass deadline to turn a passing score into a license (4-5(e)), and it is not the lagging 12-month sentence still printed in 1175.710(d).

Identification at the test center

If you do not have one of the IDs CTS lists, you will not sit. Accepted documents are:

• A valid US driver's license or state ID issued by one of the 50 states or US territories
• A valid US passport or military active-duty ID
• A valid consular ID

Expired licenses, school IDs, employment badges, and foreign passports that are not a US passport are not on that list. The name on the ID must match the CTS application (use a marriage license, divorce decree, affidavit, or court order when you apply if the transcript name differs). Picture ID is also required to re-enter the room after a restroom break under NIC administration rules.

NIC/PSI rooms ban phones, watches of any kind, notes, bags, and hats. Cheating or disruptive behavior ends the appointment and is reported. You are testing a 90-minute NIC theory form, not a practical kit—do not bring implements.

After the exam: unofficial report, then the Official Results Letter

PSI can print an unofficial score at the center. Treat it as a preview. Official examination results are usually released within four weeks following the exam date, according to the profession 131 instructions. CTS then mails or sends the Official Results Letter with instructions on how to apply to IDFPR, the fee amount, and required documentation. Keep your address and email current with CTS so that letter does not vanish.

Do not invent a 48-hour official letter, a same-day IDFPR license, or a phone-call score from the board. The four-week CTS window is the official logistics figure to plan around. If you passed, the unofficial printout is still not authorization to work. Working on an unlicensed basis while "waiting on the card" is unprofessional conduct under Part 1175, not a gray area.

Apply to IDFPR only after the Official Results Letter

All applicants apply to IDFPR after passing in order to obtain the license. The Official Results Letter is the green light. Follow the letter's instructions (IDFPR's CORE system launched October 30, 2024 for many professional applications; use the path the letter names rather than guessing an old paper form).

68 Ill. Adm. Code 1175.100(a)(1) sets the license fee at $30, submitted with the application. That is not the CTS exam fee and not the $45 endorsement fee for people already licensed in another jurisdiction. Third-party sites that still say $45 for a first Illinois exam applicant are mixing endorsement with examination.

After you pass, a second clock starts — and here the Act, the Code, and the CTS PDF do not currently say the same thing. 1175.710(d) (last amended 2018) still says that if you have not submitted a licensure application within 12 months after taking and passing, you must retake and pass before being granted a license. The current CTS 131 instructions PDF still reprints the pre-P.A. 104-153 text of 4-5(e) as a one-year deadline from notification of successful completion, including an out-of-state licensure exception.

P.A. 104-153 amended 225 ILCS 410/4-5(e) effective January 1, 2026. Current 4-5(e) gives an applicant 3 years from the date of notification of successful completion of the examination to apply to the Department for a license, and requires a new pass if the applicant fails to apply within those 3 years. The amendment dropped the old out-of-state exception from the statute text. Do not treat 4-5(e) as a 12-month rule. Do not collapse that 3-year apply-after-pass clock into the 3-year application-to-pass file under 4-5(c). And do not invent which clock IDFPR will enforce if the stale 12-month rule and the new statute collide — apply promptly, keep the Official Results Letter, and follow the letter plus the live IDFPR application.

Original applications on or after January 1, 2026 must also include the abnormal skin growth education in Section 1.2. Have that certificate in the IDFPR packet; CTS does not issue the license.

Retakes: CTS logistics and a current Act-rule conflict

1175.710(c)(4) still says an applicant shall make a written request for an examination retake at least 45 days in advance, with the fee and any required transcripts. That paper-and-45-day sentence is not how CTS currently runs scheduling. Current profession 131 instructions are:

• Reapply online at CTS as a retake and pay the fee again.
• Do not reapply until you have the official result letter. Applications filed before the letter will not be processed.
• All retake applicants must wait thirty (30) days before reapplying to CTS. A request received during the 30-day wait is treated as correspondence only.
• You do not resubmit transcripts for an ordinary retake. PSI sends another scheduling email, typically within ten business days, once the retake is processed.

Use CTS for the 30-day wait, online retake, and “wait for the official letter” rule. Use 1175.710(b) for the passing grade of 75. After the third failure, however, the current Act and the still-published rule/CTS materials do not agree:

• Current 225 ILCS 410/3A-5, as amended by P.A. 104-153 effective January 1, 2026, requires evidence of not less than 50 hours of additional esthetics study in a licensed cosmetology or esthetics school before a later examination. The Department may waive that remedial training in whole or in part upon proof of competence or if it otherwise finds a waiver appropriate; standards are to be established by rule.
• 1175.710(c)(2) still requires an official transcript showing a 125-hour refresher, and 1175.836 still specifies that 125-hour curriculum: at least 25 basic hours, the balance across every category, and online theory capped at 10% of the total. The current CTS profession 131 instructions also still print 125 hours.
• 1175.710(c)(3) still says the fourth examination counts as a first examination for later attempt counting.

Failing three times is not a lifetime bar, but do not state unqualifiedly that current Illinois law mandates exactly 125 hours. The newer Act sets a 50-hour minimum plus a possible waiver, while operational rule and vendor materials lag at 125. Before enrolling in a remedial course or filing a fourth attempt, obtain the live requirement from CTS/IDFPR and keep that direction with the application record. Remedial study does not waive the NIC exam; it restores eligibility to sit again.

Track attempts yourself. CTS will not let you skip the official letter. Do not sit on a passing score: 1175.710(d) and the CTS PDF still warn that a stale pass requires a retake, while current 4-5(e) gives 3 years from notification of successful completion. The sequence is always: school transcript → CTS → PSI 60-day window → unofficial printout → Official Results Letter → IDFPR $30 application → license. Skip a box and the file stops.
