ICC P3 Exam Overview: Format, References & Content Weights

The ICC Plumbing Plans Examiner (exam ID P3) is a national certification from the International Code Council. In ICC's description, the plumbing plans examiner reviews drawings, specifications and other documents from the design professional for compliance with the adopted codes, and answers code questions from designers and the public. The exam tests whether you can find and apply code text quickly, not whether you have memorized it.

Code years: ICC lists the P3 exam for both the 2024 and 2021 code years. Choose the year your jurisdiction or employer requires, and study the matching books. This guide follows the 2024 editions, which renumbered many IPC sections. For example, the urinal substitution rule moved to IPC 424.2, water closet rules to 425, and the vent methods to 910 through 916.

Approved References (2024 Code Year)

  1. 2024 International Plumbing Code (IPC). It includes Resource A, plumbing provisions excerpted from ICC A117.1-2017.
  2. 2024 International Fuel Gas Code (IFGC).
  3. ICC A117.1-2017, Accessible and Usable Buildings and Facilities.

The 2021 code year uses the 2021 IPC and 2021 IFGC with ICC A117.1-2017. ICC provides digital access to one or more listed references during the exam at no extra cost.

What You May Bring

According to the catalog, you may bring copyrighted, bound books, including the approved references. Training materials such as presentations, study guides and practice questions are not permitted. All questions are based only on the approved references, and only those references can support a question appeal. Check the current ICC candidate bulletin for rules on tabs and highlighting before you mark up your books.

Question counts are the weights applied to 60 questions and rounded; ICC does not publish exact counts per domain.

Takeaways from the weights:

  • Water Supply (19%) is the largest domain. It includes nonpotable water (IPC Chapter 13) and water treatment, which are easy to skip.
  • Fixtures (15%) puts 8 percent on accessible fixtures, so ICC A117.1 clearances, grab bars and heights matter.
  • The 7 percent Water Heaters subtopic covers IFGC fuel gas pipe sizing, combustion air and venting, so bring the IFGC and practice the Table 402.4 sizing tables.
  • Vents (15%) places 10 percent on sizing and installation, including the trap-to-vent distances, wet vents, circuit vents and vent stack tables.

Working an Open-Book Exam in 150 Minutes

With about 2.5 minutes per question, you cannot read a chapter to answer one question. Successful candidates:

  1. Know where things are. Learn the IPC chapter layout: Chapter 3 general regulations, 4 fixtures, 5 water heaters, 6 water supply, 7 drainage, 8 indirect waste, 9 vents, 10 traps and interceptors, 11 storm, 12 medical gas, 13 nonpotable water and 14 subsurface graywater. Appendix E covers water pipe sizing.
  2. Use the index. Look up keywords such as "cleanout," "vacuum breaker" or "scupper" instead of paging through chapters.
  3. Memorize the tables you use most. Table 403.1 (fixture counts), Table 709.1 (DFUs), Tables 710.1(1) and 710.1(2) (drain sizing), Table 909.1 (trap-to-vent distances), Table 1106.2 (storm piping) and IFGC Table 402.4(1) appear repeatedly.
  4. Make two passes. Answer the questions you know first, flag the calculation-heavy ones, and return to them with the time left.
  5. Watch the edition. Questions follow the code year you registered for. A section number from a 2018 or 2021 study aid may point to a different rule in the 2024 code.

How to Use This Guide

Each section ends with a plans examiner checklist and practice questions that cite the 2024 section numbers. Work through the chapters in outline order, and tab the matching code sections in your own books as you go.
