The enforcement of plumbing plans occurs through mandatory physical inspections and hydrostatic or pneumatic pressure testing. In the 2024 IPC, Section 111 governs inspections and testing, Section 312 sets the test methods, Sections 112 and 113 establish the means of appeal and the board of appeals, Section 114 covers violations, and Section 115 covers stop work orders. Plans examiners must understand field verification protocols to anticipate how design details on paper will be tested and approved during construction.


The Required Inspection Sequence (IPC Section 111.2)

Under IPC 111.2.2, the permit holder or their agent must notify the code official when work is ready for inspection and must provide access. Under IPC 111.1, work must remain visible and accessible until approved, and neither the code official nor the jurisdiction pays to remove or replace material to expose it. IPC 111.2.3 prohibits work from proceeding beyond each inspection point until it is approved.

IPC 111.2 names three required inspections, and 111.2.1 lets the code official require other inspections as needed:

1. Underground Inspection

Made after trenches or ditches are excavated and bedded and piping is installed, before any backfill is put in place. The inspector verifies:

  • Approved underground pipe materials from IPC Tables 702.2 and 702.3 (for example, service-weight or hubless cast iron, PVC or ABS DWV)
  • Continuous load-bearing support under the pipe, with bell holes at joints (IPC 306.2); rock removed at least 3 inches below the pipe and replaced with tamped sand (306.2.2)
  • Uniform pipe slope per IPC Table 704.1: 1/4 inch per foot for 2-1/2 inches and smaller, 1/8 inch per foot for 3 to 6 inches
  • Foundation-wall penetrations through a relieving arch or a sleeve two pipe sizes larger than the pipe (IPC 305.3)
  • Tracer wire for plastic sewer piping (IPC 306.2.4)
  • The required water test in place and holding

2. Rough-In Inspection

Made after the roof, framing, fireblocking, firestopping, draftstopping and bracing are in place and all sanitary, storm and water distribution piping is roughed in, before wall or ceiling membranes are installed. The inspector verifies:

  • Steel shield plates of No. 16 gage (0.0575 inch) where concealed piping, other than cast iron or galvanized steel, passes through framing less than 1-1/4 inches from the nearest edge (IPC 305.6 and 305.6.1)
  • Hanger spacing per IPC Table 308.5 and sway bracing per IPC 308.6
  • Approved fittings for each change of direction (IPC Table 706.3)
  • Trap-to-vent distances within IPC Table 909.1
  • Dry vents rising at least 6 inches above the flood level rim of the highest trap served (IPC 905.4)
  • Pressure tests applied to the DWV and water supply systems

3. Final Inspection

Made after the building is complete, all plumbing fixtures are in place and properly connected, and the structure is ready for occupancy. The inspector verifies:

  • Fixtures set level, secured and sealed to walls and floors (IPC 405.3, 405.4 and 405.6)
  • Trap seals of not less than 2 inches and not more than 4 inches (IPC 1002.4), with trap seal protection where traps are subject to evaporation
  • Water heater relief valve discharge piping terminated as required by IPC 504.6
  • Backflow prevention assemblies tested at installation (IPC 312.11.2)
  • The final drainage and vent test (IPC 312.5)

Other Inspections and Water Service Checks

The water service is not one of the three named inspections, but it is commonly inspected under IPC 111.2.1. Typical checks are burial at least 12 inches below grade and at least 6 inches below the frost line (IPC 305.4), separation from the building sewer (IPC 603.2), and the shutoff valves required by IPC 606.

Warning

Air testing plastic piping is prohibited by the code itself. IPC 312.1 allows piping to be tested with water or, for piping systems other than plastic, with air. IPC 312.3 states that plastic DWV piping shall not be tested using air, and IPC 312.6 limits the 50 psi air test on water piping to non-plastic systems. A plan note or specification calling for air testing PVC, ABS, CPVC or PEX should be corrected to a water test (or the 312.4 vacuum test for DWV).


Department Operations, Enforcement & Legal Protocols

When noncompliant or hazardous conditions occur, the code provides strict administrative mechanisms to halt work and resolve violations.

Stop Work Orders (IPC Section 115)

A Stop Work Order is an immediate administrative directive issued by the code official when work is:

  • Being performed contrary to the provisions of the code
  • Being executed in a dangerous or unsafe manner

The order must be in writing, must state the specific reason for issuance, and must be served upon the property owner, the owner's agent, or the person performing the work. A copy must also be posted conspicuously on the job site. Upon issuance, all specified work must cease immediately. The only work permitted to continue is the work the person is directed to perform to remove a violation or unsafe condition. A person who continues other work after being served with a stop work order is subject to the penalties prescribed by law. Separately, IPC 108.4 lets the jurisdiction charge an additional fee when work begins before a permit is issued.

Board of Appeals: Structure, Scope, and Jurisdictional Limits (IPC Sections 112 & 113)

IPC 112.1 creates a board of appeals, appointed by the governing authority, to hear appeals of the code official's orders, decisions or determinations. Under IPC 112.3 its members are qualified by experience and training and are not employees of the jurisdiction. The board renders its decisions in writing. It operates under strict limits (IPC 112.2):

The Golden Rule of ICC Appeals

The Board of Appeals has NO authority to waive requirements of the code. An applicant cannot petition the Board for a variance based on financial hardship, design inconvenience, or supply chain costs. If a plan requires an indirect waste air gap for a food sink (costing $15,000 to re-route), the Board cannot waive the air gap requirement. The Board can only determine whether the code official incorrectly interpreted the code, whether the provision does not fully apply, or whether an equivalent or better form of construction is proposed.
