Worked example — "we enclosed it with wallpaper." A supervisor hangs vinyl wallpaper over living-room LBP and writes "permanent enclosure" in the abatement report. Fail the definition. Wallpaper is not rigid, durable construction material mechanically fastened to the substrate. If the product is a true adhesively bonded encapsulant covering, warranted and patch-tested, it might be encapsulation — still not enclosure — and it still needs the monitoring schedule. Ordinary wallpaper is neither.

Worked example — glued paneling, no fasteners. Decorative panels stuck to a painted wall with construction adhesive only. HUD's enclosure how-to says: when installing enclosures directly to a painted surface, use adhesive and then anchor with mechanical fasteners. Adhesive-only is an encapsulant attempt, and a poor one if the panels can peel at a child's height.

Dust-tight systems, sealed edges, and a 20-year design life

HUD's longevity discussion is the documented-methodology content EPA's rule does not write into 745.223: properly built enclosure is expected to last at least 20 years under normal conditions, which is why HUD treats it as abatement rather than interim control. EPA's own definition does not recode "20 years" as a federal clock you must print on every invoice. Do not invent an EPA 20-year inspection sticker. Do teach the HUD design-life idea when you specify materials: use fasteners and caulk warranted for long-term service (HUD calls out caulk warranted for at least 20 years on back-caulked trim), and do not use interior tileboard in a shower as if it were masonry.

HUD enclosure how-to, compressed for a supervisor:

  1. Stamp, label, or stencil remaining LBP that will be enclosed: "Danger: Lead-Based Paint," about every 2 feet horizontally and vertically. Do not strip deteriorated paint off the surface just to enclose it — the point is to cover it, after repairing unsound substrate and structural members that will carry the new skin.
  2. Attach a durable drawing (utility room or closet) showing where LBP is enclosed.
  3. Plan owner monitoring (HUD discusses annual visual checks).
  4. Repair unsound substrates first. Rotten plaster, failed furring, and wet siding will take the enclosure down with them.
  5. Select the material: drywall or fiberboard, wood paneling, laminated products, rigid tile or brick veneer, vinyl or aluminum siding, plywood.
  6. Extension rings on every electrical switch and outlet that will penetrate the new plane. Vents and access panels need a finished, sealed opening you can open later without demolishing the barrier.
  7. If enclosing floors, vacuum dirt so lumps do not telegraph through underlayment.
  8. Seal and back-caulk all seams and joints. Back-caulk means caulk on the underside of the new piece before it goes on, so dust cannot migrate through the crack.
  9. Fasten with mechanical fasteners (and adhesive when attaching to a painted face).
  10. Cleanup and independent clearance.

Restricted practices still apply to any prep that disturbs LBP: no torching a painted molding to make drywall lie flat.

Interior walls, ceilings, floors, stairs — and utility access

Drywall over walls is the common interior enclosure. Screw to studs where you can find them; where you must fasten through the painted plane, combine adhesive with screws. Tape and finish joints so the surface is a continuous barrier, not a checkerboard of unsealed sheets. Ceilings get the same treatment; a sagging plaster ceiling is an unsound substrate — repair or re-frame before you hang new board.

Floors. HUD: underlayment plus new flooring as a suitable LBP enclosure when mechanically fastened as a system. A stick-down vinyl tile with no fasteners is the encapsulant path, not this section. Stairs can be enclosed with new treads and risers that are fastened and sealed at every nosing; a painted friction tread is often a replacement candidate (12.1) rather than a cover you will walk through in five years.

Door frames. New jambs or coil-stock wraps, back-caulked, can enclose remaining frame faces after a pre-hung door goes in. That hybrid — replacement of the slab plus enclosure of the old jamb — is legal when the remaining LBP is actually behind a rigid, fastened, sealed wrap.

Utility access is how enclosures fail on occupied jobs. A receptacle left buried behind drywall without an extension ring is a code problem and a dust leak. A plumbing access panel that is a loose piece of paneling taped in place is not mechanically fastened. Plan finish rings, listed boxes, and gaskets. Tell the owner, in the monitoring note, that future cable or HVAC cut-ins through an enclosed wall are disturbances of remaining LBP and must be done as abatement or as RRP, not as a weekend hole.

Exterior: new siding over painted cladding

HUD: deteriorated exterior siding identified as a lead hazard is usually enclosed without removing the original material. New siding over painted wood or brick is the picture. House-wrap and rainscreen details are building science; lead control still needs sealed edges at windows, corners, and the dripline so chips cannot migrate out during fastening. Protect soil, walks, and the interior. Replacement of siding (12.1) is more often a restoration choice than the default abatement.

Worked example — clapboard enclosure. 1912 two-story, LBP clapboard in poor condition on the south wall. Crew screws fiber-cement siding through the clapboard into studs, installs J-channel at windows, back-caulks, and seals penetrations. Labels the enclosed plane at the electrical panel drawing. Enclosure. Stapling house-wrap and calling it done without cladding is not.

Labeling, monitoring, and what failure looks like

Because LBP remains, someone has to find it again after you leave. HUD wants the surface labeled under the new skin and a diagram in a closet. EPA requires the paper trail:

Failures to train the owner to see: tears and punctures in paneling; popped screws and open drywall joints; water stains and soft substrate behind new siding; unsealed utility cut-ins; missing extension rings; a child-height corner that is delaminating. Repair failures promptly as lead-disturbing work, not as a paint touch-up. Complete paint removal from a failed enclosure plane is Chapter 13 if you change methods.

Enclosure is not a reason to skip occupant protection, containment, cleanup, or clearance. Fastening through LBP still makes dust at every screw. The supervisor is on site for prep and post-abatement cleanup. Independent inspector or risk assessor compares wipes to 5 / 40 / 100 µg/ft² on or after January 12, 2026.
