If bare play-area soil is at or above 400 ppm, or the rest of the yard is at or above 1,200 ppm, that is a soil-lead hazard (745.227(h)(4)). How to abate soil is Chapter 15. This chapter's duty is narrower and immediate: exterior paint work must not add chips to bare play-area soil. Sheeting that stops at the swing-set post so chips land in the sand is not containment. It is a new exposure pathway you created.

Removed soil, when soil abatement happens, shall not be used as topsoil at another residential property or child-occupied facility (745.227(e)(7)). Do not sweep today's chips into a pile, call them dirt, and donate them to the daycare down the block.
