Residential paints (latex, alkyd) and ordinary canvas-backed vinyl wallpaper do not become encapsulant systems just because someone likes the color. HUD: they count only if they pass the patch test and meet the performance requirements of the methodology and any ASTM or more-stringent state standard. Intact, well-adhered films on sound, dry, non-friction, non-chewable walls and ceilings are the classic liquid-encapsulant candidates. Localized small defects may suit a reinforced coating. Interior floors may suit adhesively bonded rigid coverings (vinyl tile) — not a liquid coating you will walk through.

Worked example — bathroom plaster. Peeling LBP over a chronic roof leak into a plaster ceiling. Encapsulant is wrong until the leak is dead and the plaster is sound. Then decide among enclosure (new drywall), replacement of failed plaster, or a patch-tested encapsulant on the repaired plane. Coating over active moisture is how HUD's "system failure can be extensive" sentence comes true.

Patch tests before you buy 20 gallons

A patch test is a field rehearsal: prepare a small area the way the whole job will be prepared, apply or install the candidate encapsulant, let it cure, then inspect and adhesion-test it. HUD:

  • At least one patch on each type of building component that will receive the product.
  • Non-reinforced and reinforced coatings: 6-by-6-inch patch; prepared surface at least 2 inches larger in each direction.
  • Fiber-reinforced wall coverings: 3-by-3-inch patch.
  • Rigid coatings you cannot cut with a knife: a soundness test rather than a knife-cut patch.
  • After cure: look for wrinkling, blistering, cracking, bubbling, or other reaction with the existing paint; then run the adhesion test the methodology and manufacturer call for (crosshatch / X-cut and tape, pull-off, or probe).
  • Record results (HUD Form 13.1 style). Failed patch = do not encapsulate that component with that system.

Surface prep for the patch is the job prep: remove dirt, grease, chalk, mildew, cleaning residue, and loose paint; degloss if required; repair leaks and cracks first. Prep still obeys 745.227(e)(6) — no torching, no uncontained machine sanding. Ventilate if the product uses volatile solvents.

This is not paint removal (Chapter 13). You are not stripping the wall to bare substrate unless the manufacturer requires a limited clean-to-sound-edge. You are making a bondable existing film.

Encapsulation ≠ interim paint stabilization. Interim controls (745.223) are temporary reductions: specialized cleaning, repairs, maintenance, painting, temporary containment, ongoing monitoring, resident education. Paint stabilization — wet-scrape failed film, repair, repaint with ordinary paint so the coating is intact for now — is the classic interim example from Chapter 5. Encapsulant-as-abatement is a specified barrier product, patch-tested, warranted as a long-term barrier, written as permanent elimination, with a monitoring schedule in both reports. If the file is "we painted it," you did not encapsulate.

Clearance still applies. Liquid encapsulants can be low-dust when prep is light; failed-film scraping is not light. Independent inspector or risk assessor, visual first, then dust below 5 / 40 / 100 µg/ft² on or after January 12, 2026. Occupants do not return to the work area until that happens.

Worked example — missing schedule. RA recommends "encapsulate all intact living-room walls" with no maintenance/monitoring language. That report is incomplete under (d)(11)(xviii). The supervisor who then applies a warranted encapsulant still owes suggested monitoring in the abatement report under (e)(10)(vi). Do not copy a paint-stabilization O&M paragraph and call it encapsulant monitoring.
