The January 2025 California Board for Professional Engineers, Land Surveyors, and Geologists (BPELSG) Professional Land Surveyor test plan puts Research, Project Planning and Preparation at 16% of the exam. Independent OpenExamPrep teaching in this chapter covers Domain II activities 2 through 4: analyze project data (recorded maps, deeds, title data, control data, and land-planning requirements), identify conflicts in documents, maps, and drawings, and conduct project research. Later chapters own datums, field methods, and full boundary analysis. This section is the research desk: where California records live, what each class can prove, and why a Geographic Information System (GIS) parcel polygon is a planning aid rather than a boundary.

Public, quasi-public, and private sources

The test plan's knowledge item W is sources of research data in three buckets: public, quasi-public, and private. A California boundary or right-of-way job almost always needs all three. Skipping a bucket is how you inherit someone else's error and then monument it.

Public sources are records a statute or agency duty keeps open for inspection.

  • County recorder (often combined with the clerk): grant deeds, quitclaim deeds, easements, leases, covenants, notices of merger, certificates of compliance, final maps, parcel maps, tract maps, and Records of Survey (ROS) after county-surveyor examination. Search the grantor-grantee index, document number, and map books. Government Code section 27320 requires the recorder, when an authorized instrument is deposited, to endorse it in the order received—the timestamp that later supports constructive notice under the recording statutes (Civil Code beginning at section 1213). Recorders index paper. They do not certify that a description locates on the ground.
  • County surveyor (or the city engineer performing that function): ROS examination files, corner records under Business and Professions Code (BPC) section 8773, monument-preservation records under BPC 8771, unrecorded public-officer surveys filed under BPC 8765(a), and often historic field books and local control. BPC 8762(a) allows a surveyor to file an ROS; 8762(b) requires a filing with the county surveyor in the county of the field survey when a boundary or property-line survey discloses listed conditions, including evidence that might produce materially alternate positions of mapped lines or points, and the location, relocation, establishment, reestablishment, or retracement of points or lines not shown on a prior subdivision map, official map, or ROS and not ascertainable from inspecting that map. BPC 8766 then sends the examined map to the county recorder. BPC 8762(c) runs a 90-day filing clock, with a delay letter under 8762(d) if reasons beyond the licensee's control block timely filing. BPC 8765(b) exempts surveys made by the United States Bureau of Land Management (BLM) from the ROS duty—those products live in the federal cadastral record.
  • BLM / General Land Office (GLO): township plats, field notes, mineral surveys, Master Title Plats, and patents. California public-land work is referenced to one of three principal meridians: Humboldt, Mount Diablo, or San Bernardino. The BLM GLO Records website is the usual first look; California cadastral staff can distinguish plat generations. Field notes, not the drafted plat, are the narrative of what the original surveyor measured and monumented. Distances in that historic record are horizontal ground measures in the U.S. survey foot and chains (one chain = 66 feet).
  • California Department of Transportation (Caltrans): each of the 12 districts holds right-of-way maps, including appraisal maps and record maps, plus survey-control and often relinquishment files. The Board's test plan expects you to analyze that agency data, not to guess a highway strip from a county GIS centerline. A recorded director's deed is not a substitute for the district's compiled R/W map, and the compiled map is not a substitute for the vesting deed.
  • Other public holders: National Geodetic Survey datasheets, State Lands Commission records for tidelands, submerged lands, and school lands, National Archives railroad-valuation collections, and United States Army Corps of Engineers or FEMA products when those agencies affect the site.

Quasi-public sources sit between a county vault and a private drawer: irrigation and reclamation districts, community service districts, Local Agency Formation Commission (LAFCO) boundary changes, publicly regulated utilities, and historic railroad engineering files held by a successor company or archive. Ditch rights and canal strips often live here and never appear as a neat easement on the last deed.

Private sources include the client's unrecorded agreements, a prior licensed surveyor's notes and drawings, a title plant, and railroad or utility as-builts. Private files can be the only remaining evidence of a destroyed monument. They do not replace the recorded chain.

Worked research-order example

A client in Stanislaus County hands you an assessor printout for APN 012-034-056, labeled "Lot 8, Block 2 of Fairview Tract," plus a GIS screenshot with a highlighted polygon. Before you occupy the site, build the packet in this order:

  1. Pull the recorded tract map from the recorder's map books. Read the dedication, monument notes, curve data, and basis of bearings.
  2. Run grantor-grantee and document-number searches for Lot 8 and for the parent parcel before the map recorded.
  3. Ask the county surveyor for ROS and corner records that hit Block 2 or the tract exterior.
  4. If the tract closes against a section line, download the GLO plat and field notes for that township on the Mount Diablo Meridian.
  5. If a state route is the west line, request the Caltrans District 10 R/W record map and related deeds.
  6. Only then overlay GIS—and only as a finding aid for likely monument search areas.

That order prevents the common failure of staking the GIS polygon first, then discovering a 1952 ROS that held different block corners.

Ranchos, townsites, and grant overlays

Test-plan item J is the relationship of land grants among private, state, and federal sources, including ranchos and townsites. Much of coastal and valley California left Mexican sovereignty under the Treaty of Guadalupe Hidalgo (1848) with private claims that were never Public Land Survey System (PLSS) sections. Congress's Act of March 3, 1851 (9 Stat. 631) created the California Board of Land Commissioners. Confirmed claims were surveyed as rancho exteriors and patented by the United States. The patent is the first American title to that rancho. It is not a sectionized township plat.

When you research a rancho parcel you need the claim file as historical context, the U.S. patent and patent survey, later partition maps, and the county's subsequent deeds. PLSS closing lines appear where public land met a confirmed rancho. Do not force aliquot-part arithmetic across a patented rancho interior.

Townsites may be Mexican pueblos with later confirmed pueblo lands, federal townsite patents, or railroad-era plats. State grants include school lands and swamp/overflowed selections. Federal patents include homestead, cash entry, mining, and railroad land grants. Identify which overlay you are in before you choose a search path. A Mount Diablo section number on a GIS label does not make rancho land into an aliquot part.

GIS metadata and digital accuracy

Test-plan item X is the source, type, and accuracy of digital data, including metadata and GIS. County parcel GIS is usually compiled from assessor maps for taxation. Assessor maps are not ROS maps. A parcel polygon that appears to sit on the street in the web app can still miss the deed line by several feet.

Before you use any digital layer, read the metadata. The Federal Geographic Data Committee (FGDC) Content Standard for Digital Geospatial Metadata (endorsed June 8, 1994) and later ISO 19115-style records are the common templates. Look for:

  • Lineage: digitized from assessor mylars, COGO from an ROS, or heads-up tracing on an orthophoto?
  • Positional accuracy: a reported RMSE or National Standard for Spatial Data Accuracy (NSSDA) statement, or an honest "not surveyed" disclaimer.
  • Datum, projection, and epoch: a NAD 83 (2011) layer is not interchangeable with a 1927 ROS bearing basis without a transformation discussion. Datums are a companion Domain II topic; research still requires you to copy the metadata as written.
  • Currency: last update date versus the last recorded map.
  • Attribute accuracy: APN-to-deed mismatch after splits is common.

Treat GIS as planning and reconnaissance: find likely search areas, compare adjoiners, and flag gaps. Do not adopt a GIS vertex as a property corner. If metadata is missing, treat the layer as index-quality until a recorded map or field survey says otherwise.

Control data and land-planning data

Control data gathered at the research stage includes NGS and California Spatial Reference Center datasheets, county control sheets, Caltrans geodetic files, and basis-of-bearings statements on recorded maps. Copy the datum, realization, and epoch exactly. Land-planning data—general-plan designation, zoning setbacks, tentative map conditions, and Subdivision Map Act status—does not move a boundary, but it tells you whether the client's proposed split is a survey problem or a planning-department problem.

A complete California research file is a packet: recorded title and maps, county-surveyor survey records, federal or state grant and patent materials when the land left public ownership, agency R/W and control, and a GIS overlay you have already discounted as non-boundary.
