Domain II Activity 8 is plan field safety operations. Knowledge Z is safety and hazard evaluations (e.g., CalOSHA, Manual on Uniform Traffic Control Devices). Independent OpenExamPrep teaching in this section is the plan you write before the crew occupies a shoulder, a centerline, a construction haul road, or a hot inland parcel. Chapter 11 owns executing those protocols in the field. This is not a CES traffic-engineering sitting.

Cal/OSHA construction rules that belong in a survey safety plan

When the crew works on a construction project, the Construction Safety Orders in Title 8 of the California Code of Regulations apply. 8 CCR 1509(a) requires every employer to establish, implement, and maintain an Injury and Illness Prevention Program in accordance with 8 CCR 3203. 1509(b) requires a written Code of Safe Practices. 1509(e) requires supervisory employees to conduct toolbox or tailgate safety meetings, or equivalent, with their crews at least every 10 working days. Put that interval on the project calendar. A single kickoff talk in March does not cover an October staking week.

8 CCR 1590(a)(5) is the surveyor-specific sentence: employees on foot, such as grade-checkers, surveyors and others exposed to the hazard of vehicular traffic, shall wear high-visibility safety apparel in accordance with sections 1598 and 1599. Do not write a plan that vests only the flagger and leaves the instrument operator in a dark shirt.

8 CCR 1598 is traffic control for public streets and highways. 1598(a) requires a system of traffic controls in conformance with the "California Manual on Uniform Traffic Control Devices for Streets and Highways, January 13, 2012," which that subsection incorporates by reference as the "Manual," when a hazard exists to employees because of traffic or haulage conditions at work sites that encroach upon public streets or highways. A note to 1598(a) allows additional means such as continuous patrol, detours, or barricades. 1598(b) sends sign, light, and device specifications to that Manual pursuant to California Vehicle Code section 21400. 1598(c) requires employees on foot exposed to vehicular traffic to wear warning garments manufactured to ANSI/ISEA 107-2004. 1598(d) requires those garments to be retroreflective during hours of darkness, with retroreflective material visible at a minimum of 1,000 feet. 1598(e) requires the employer to select the proper type (class) of high-visibility apparel by consulting the Manual, the manufacturer, ANSI/ISEA 107-2004 Appendix B, or ATSSA. Name the edition you are citing. 8 CCR 1598(a) and 1599(a) incorporate by reference the California MUTCD dated January 13, 2012, while Caltrans now publishes the California MUTCD 2026 Edition (FHWA's MUTCD 2023 Edition, as amended for use in California), effective January 18, 2026, which replaced CA MUTCD 2014 Revision 9 (effective April 1, 2025). Plan to the Manual Caltrans currently publishes and to whatever edition the project or agency specifies, and take figure numbers from the book you actually open: Part 6 was renumbered in the 2026 edition.

8 CCR 1599 covers flaggers. Flaggers wear the same ANSI/ISEA 107-2004 garments (1599(d)), with the same nighttime retroreflective rule and 1,000-foot visibility (1599(e)). 1599(g) requires flaggers to be trained in the fundamentals of flagging moving traffic before being assigned, with signaling directions that conform to the Manual, including equipment, work-zone layout, stop/proceed/slow methods, and one-way control. A survey intern with a paddle and no Manual-based training is not a planned flagger.

If anyone will stand in or next to an excavation, open 8 CCR 1541. 1541(d) requires warning vests or other high-visibility garments for employees exposed to public vehicular traffic. 1541(e) forbids employees underneath loads handled by lifting or digging equipment. Do not invent a cave-in depth cutoff you have not opened; send the plan to Article 6 of the Construction Safety Orders and to a competent person on the contractor's crew.

8 CCR 3395, the Maria Isabel Vasquez Jimenez heat-illness standard, applies to all outdoor places of employment. Construction is listed in 3395(a)(2)(B), so high-heat procedures in 3395(e) apply. 3395(c) requires potable water that is fresh, pure, suitably cool, and free of charge, located as close as practicable to the work; where water is not plumbed, provide one quart per employee per hour for the shift (or start with less only if replenishment procedures actually keep that rate). 3395(d)(1) requires shade to be present when the temperature exceeds 80 degrees Fahrenheit, enough for employees on recovery or rest periods to sit fully in the shade without touching each other. 3395(e) requires high-heat procedures when the temperature equals or exceeds 95 degrees Fahrenheit, including effective communication, observation, a designated emergency caller, water reminders, and a pre-shift meeting. 3395(i) requires a written Heat Illness Prevention Plan at the worksite. A centerline traverse in the Central Valley in July without shade, water, and a 95°F pre-shift talk is not a Domain II safety plan.

8 CCR 1512 is the Construction Safety Orders emergency-medical section. 3395 already cross-references 1512. Plan how the crew summons help and how you will give clear directions to the work site—3395(f)(4) uses that phrase—especially on a ranch road with no address.

MUTCD typical applications for survey crews

Open California MUTCD 2026 Edition, Part 6, Chapter 6P, Typical Applications. Figure 6P-16, Typical Application 16, is Surveying Along the Center Line of a Road with Low Traffic Volumes. Watch the renumbering: in the 2026 edition Chapter 6H is TTC Zone Warning Signs, not typical applications, so a 2014-era "Figure 6H-16" citation now points at the wrong chapter. Notes on that figure, as published in the Caltrans Chapter 6P PDF dated January 18, 2026:

  1. Lanes on either side of the center work space should have a minimum width of 10 feet from the near edge of the channelizing devices to the pavement edge or the outside edge of the paved shoulder.
  2. Cones should be placed 6 to 12 inches on either side of the center line.
  3. A flagger should be used to warn workers who cannot watch road users.
  4. Standard: for surveying on the center line of a high-volume road, one lane shall be closed using the information illustrated in Figure 6P-10 (TA-10, Lane Closure on a Two-Lane Road Using Flaggers).
  5. A high-level warning device may protect a surveying device such as a target on a tripod.
  6. Cones may be omitted for a cross-section survey.
  7. ROAD WORK AHEAD signs may be used in place of SURVEY CREW AHEAD signs.
  8. Flags may call attention to advance warning signs.
  9. If the work is along the shoulder, the flagger may be omitted.
  10. For a survey along the edge or shoulder, cones may be placed along the edge line.
  11. A BE PREPARED TO STOP (W3-4) sign may be added to the sign series.
  12. Automated Flagger Assistance Devices (Section 6L.02) may be used where there is only one lane of approaching traffic in the direction to be controlled.
  13. When used, the W3-4 sign should be located after the Flagger symbol (W20-7) sign.

Section 6H.23 (CA MUTCD 2026) says the SURVEY CREW (W21-6) sign should be used to warn of surveying crews working in or adjacent to the roadway. Other Chapter 6P typical applications that commonly match survey occupations: TA-1 work beyond the shoulder, TA-3 work on the shoulders, TA-4 short-duration or mobile operation on a shoulder, TA-6 shoulder work with minor encroachment, and TA-10 (Figure 6P-10) lane closure on a two-lane road using flaggers. Pick the figure that matches duration, location, and volume. Do not photocopy TA-16 onto a freeway median and call it planned.

Records of Survey and corner records as planning triggers only

Knowledge items D and E in Domain II are when records of survey are required and when corner records are required. At the research desk they are schedule, budget, and right-of-entry triggers. Chapter 17 owns sheet elements, certificates, and filing mechanics.

Business and Professions Code (BPC) 8762(a) allows a licensee to file a Record of Survey after a field survey. 8762(b) requires a Record of Survey after a field survey of land boundaries or property lines if any of five conditions is disclosed: material evidence or physical change not on a prior subdivision map, official map, Record of Survey, or BLM record; a material discrepancy limited to position of points or lines, or dimensions; evidence that might result in materially alternate positions; location or retracement of points or lines not shown and not ascertainable from those maps; or points or lines set on a recorded deed parcel that are not shown on those maps. 8762(c) files that map within 90 days after setting boundary monuments or after completing the field survey, whichever occurs first. 8762(d) requires a delay letter to the county surveyor before that deadline if you cannot comply.

If reconnaissance or Chapter 5 research already shows a likely 8762(b) trigger—an unrecorded occupation line, a dimensional fight with the tract map, a deed parcel never shown on an ROS—plan the 90-day clock, county-surveyor examination, and recorder filing before you promise a private exhibit-only delivery. BPC 8765 lists when an ROS is not required, including a clean retracement of a recorded map with a corner record for corners set, reset, or of a different character (8765(d)). BPC 8773(a) requires a corner record for specified Public Land Survey System corners (except lost corners) found, set, reset, or used as control. 8773(b) requires a Record of Survey after establishing a lost PLSS corner. 8773.4(b) lists when a corner record need not be filed, including an existing corner record that still describes the corner as found, or when a filed ROS or parcel or subdivision map already carries the 8773 notations.

Put ROS/CR on the safety and logistics plan for a second reason: monument search on a shoulder is both a 8771 preservation problem and a TA-16 traffic problem.
