The January 2025 test plan lists physical evidence of water boundaries among the knowledge items that may appear with Field Operations questions. California candidates also see water boundaries again under analysis (tidal datums, navigable versus non-navigable). This section is the field half: what you can see, stake, photograph, and coordinate. Independent OpenExamPrep teaching here does not decide who owns the bed, whether a stream is navigable, or how accretion moved a line. Those are later legal-analysis tasks that need this evidence in usable form.

Two different field products

California water-boundary work constantly mixes two products that look similar on a muddy bank:

  1. A physical-indicator line — vegetation, debris, scarp, stain, soil change — showing where water has acted often enough to leave a mark.
  2. A datum-elevation line — the contour where a named tidal surface such as MHW or MHHW, or another stated elevation, intersects the ground.

Call them by those names in the notes. "Ordinary high water" in inland, non-tidal practice is recovered primarily from physical characteristics of the bank. "Mean high tide" or mean high water on tidal water is a NOAA-style average of high-water heights over the NTDE, realized as an elevation and then intersected with topography. Treating a pickleweed edge as MHW, or treating a computed MHW contour as the only inland ordinary high-water mark, is how field evidence gets laundered into a legal conclusion too early.

The upland owner, the State, and a federal regulator may care about different lines on the same bank. Your field book does not have to pick the winner on day one. It has to show which marks exist, where they were on a stated date, and what the water was doing when you saw them.

Tidal shores: indicators versus the computed high-water elevation

On California's mixed semi-diurnal coast and bays, look for and locate each class separately:

  • Wrack and debris (litter line) — seaweed, driftwood, plastics at the last still-stand or storm runup. After a swell event this line can sit well above mean high water.
  • Stain, barnacle, or algal marks on rocks, bulkheads, and piles — useful on armored shores where vegetation is gone. Note whether the stain is a high-water film or a spray zone.
  • Salt-tolerant vegetation edge — pickleweed, cordgrass, and similar species often track a wetness and salinity regime, which may not equal MHW or MHHW at that profile.
  • Beach scarp or berm — a cut or deposit from a particular set of waves. A fresh scarp is an event; a vegetated older scarp is a candidate ordinary-process mark.
  • Soil and wrack buried in the berm — a trench or auger can show repeated high-water deposition below today's surface.

Then, independently, recover the MHW (or MHHW) elevation from tidal bench marks, a subordinate gauge, or a documented transform, and shoot a dense ground profile. Plot the contour. If the vegetation edge, the wrack, and the MHW contour disagree — and they often will — that disagreement is the evidence. Do not average them into one "high water" and erase the spread.

San Francisco station 9414290 makes the elevation argument without any legal doctrine. Relative to MLLW, MHW is 5.23 ft, MHHW is 5.84 ft, highest astronomical tide is 7.23 ft, and the highest observed tide on the accepted sheet is 8.66 ft on 27 January 1983. A debris line left by that observed extreme sits more than three feet above MHW. A crew that GPS-locates only the fresh wrack and labels it "mean high tide" has mapped a flood event.

Collect tidal-shore evidence with the stage in the notes: staff reading or NOAA six-minute water level, predicted versus observed, onshore wind, and recent storms. A vegetation line mapped at a plus tide looks different from the same bank at a minus tide; the plants did not move, but your ability to see the toe did.

Inland and non-tidal waters: ordinary high-water indicators

On non-tidal rivers, sloughs, and lakes, the classic field search is for an ordinary high water mark (OHWM) indicated by physical characteristics. Federal regulatory language used in U.S. Army Corps ordinary-high-water practice describes that line as established by fluctuations of water and indicated by a clear natural line impressed on the bank, shelving, changes in the character of soil, destruction of terrestrial vegetation, the presence of litter and debris, or other appropriate means considering the surrounding area. California property-boundary ordinary high water is not automatically the same legal object as a Clean Water Act jurisdictional OHWM, but the physical marks you are sent to find are largely the same list. Record them as physical facts. Leave the jurisdictional label to the analysis that cites the correct body of law.

In arid Southern California and the Central Valley west side, ordinary high-water marks on ephemeral channels can be faint. USACE arid-west research (including work near Desert Hot Springs and other southwestern channels) emphasizes looking at a suite of indicators along a reach, not one photogenic rack. Walk upstream and downstream. If the debris, the vegetation, and the bench diverge, map all three and say so.

How to locate and preserve the evidence

The field product is a set of points and photos that a later boundary analysis can weigh. Work it like a monument search, not like a contour interpolation.

  • Flag each indicator class with a different ribbon or point code (WRACK, VEG, SCARP, STAIN, BENCH, MHW_ELEV).
  • Tie with GNSS or total station to the same control used for the topographic or hydrographic survey; include horizontal and vertical datum and epoch.
  • Photograph along-shore and across-shore with a rod or tape in the frame; write the photo number in the notes.
  • Record the date, time, weather, recent peak flow if known, and whether the bank is natural, riprapped, or filled.
  • Note occupation and improvements (fences, lawns, bulkheads) as occupation evidence, which may or may not coincide with water marks. Do not silently treat a fence as ordinary high water.
  • If the water is tidal, occupy or quote a water-level source so a reviewer can compare your photos to stage.
  • Do not pull a meander line from a 19th-century plat in the field and call the physical marks "out." Locate the marks. The meander line's legal effect is analysis.

What this chapter will not decide

Whether the water is navigable, whether the public trust attaches, whether the line follows the gradient boundary, and whether accretion, erosion, avulsion, or reliction moved ownership are not field measurements. What you can say after a good day in the marsh is: "On 2026-03-12, with observed water 0.4 ft below MHW at the subordinate staff, the landward wrack was 1.8 ft above the computed MHW contour, the pickleweed edge was 0.3 ft below it, and a vegetated scarp sat 0.6 ft above it, all in NAD 83 (2011) / NAVD88." That paragraph is physical evidence of a water boundary. The next chapter can apply California water-boundary law to it.
