1.3 Test Day, References, and Study Strategy

The California-specific PLS exam is open-book under the Prometric Candidate Information Bulletin (CIB) at https://www.prometric.com/files/bpelsg/CAENG-Land-Surveyor-CIB.pdf. Open-book does not mean a backpack of loose printouts. Prometric will inspect what you carry. A candidate who studied Analysis well and then brings hand-stapled notes can lose those notes at the door. This section is independent OpenExamPrep teaching about CIB packing, identification, and a four-hour retrieval strategy so your sitting is spent on boundary and mapping items, not on an argument at check-in.

Bound references, one trip, one box

You may bring bound references into the testing room. They must arrive in one trip in one box. The CIB describes a Bankers Box (or equivalent) with a maximum size of 10 inches high by 15 inches wide by 24 inches deep. If it does not fit that envelope, do not bring it. If you need two trips from the car, you brought too much. Prometric desk space is about 48 inches by 24 inches; you may move the keyboard behind the monitor to enlarge the work surface, but that does not enlarge the legal box.

Bound has a specific CIB meaning. Acceptable binding is stitching, glue, or fasteners that penetrate all of the papers. Examples include ring binders, spiral bindings, plastic snap binders, brads, and screw posts. The fastener has to go through the stack so pages cannot be shuffled in as a loose deck.

Prohibited reference forms include:

• Hand-stapled packets (a corner staple is not the CIB binding standard).
• Unbound notes and loose photocopies.
• Blank tablets or pads you intend to use as extra scratch paper.
• Slide charts and wheel charts (curve wheels, circular slide rules, and similar analog computers with rotating or sliding pieces).

Sticky notes may be used as tabs only, and they must be attached before you enter. Do not plan to flag pages at the workstation. Tabs that become removable note paper will look like unbound notes. Write the tab labels at home.

The Board's suggested-reference list is a study suggestion list, not an exam-room packing list. You are not required to bring every title on that page, and bringing a title from that page does not guarantee it is useful in four hours. Prometric will not check your box against a suggested-reference webpage. Prometric will check whether the material is bound, whether it fits the box, and whether prohibited devices are present.

What to actually pack

Arrive with a bound formula, statute-tab, and example binder you have used in timed practice. A useful binder for this sitting typically includes:

• Hierarchy-of-evidence and sequential versus simultaneous conveyance notes, with one worked junior-senior example.
• Record of Survey and corner-record trigger lists you can find in under a minute.
• Control, datum, epoch, and grid-versus-ground conversion sheets you have already drilled.
• Least-squares and error-ellipse reminders you actually use, not a photocopied textbook chapter you have never opened.
• Construction-staking and monument-search checklists for Field Operations items.
• A short professional-conduct and conflict-of-interest page for Business and Consulting items.

Bind that packet with a ring binder or screw-post booklet so it is unambiguously bound. Add only those excerpts from the PLS Act, Board Rules, Subdivision Map Act, and Public Resources Code that you have already practiced finding under a time limit. A two-inch binder of unread manuals is a time trap. You have four hours; search time is exam time.

Measuring devices and calculators

You may bring two measuring devices, chosen from this CIB list:

• Ruler
• Protractor
• Architect scale
• Engineer scale

Two means two instruments total, not two of each. A practical pair is an engineer scale plus a protractor, or an engineer scale plus a ruler. Do not bring a third scale just in case. Do not bring a rolling map measurer, digital planimeter, or data collector; those are not on the two-device list.

You may bring up to two handheld calculators. No QWERTY keypad. That ban knocks out laptop-style and some programmable units that look like miniature computers. Leave the GNSS receiver and the robotic-total-station collector in the vehicle. They are field tools, not Prometric tools.

The CIB states you could be required to clear calculator memory upon exiting, but you will not be required to clear memory before the exam. The Board and Prometric will not pre-approve a calculator model. Emailing a serial number does not create a blessing. Choose two handheld, non-QWERTY calculators you have practiced with, bring both (battery failure is a real four-hour risk), and confirm at home that neither has a QWERTY layout.

Arrival, identification, and writing tools

Arrive at least 30 minutes before the scheduled appointment to verify identification and sign in. If you arrive late, you will not be admitted and you forfeit fees. Bring one current form of identification issued by a state or federal government agency (including military IDs and qualifying foreign-government IDs) that contains your photograph, visible signature, and printed (typed) name, and that has not expired. Student cards, employee badges, and government IDs that lack a photo and visible signature are not accepted, including temporary and renewal documents. Failure to provide appropriate identification is a missed appointment.

Scratch paper and pencils are provided. The CIB says Prometric issues two scratch paper booklets and pencils, that you may not bring your own scratch paper, that you may write only on the provided booklet, and that the test center administrator collects used and unused booklets when you finish. Removing scratch paper is misconduct.

You will work on a computer. Scratch booklets are for intermediate arithmetic, sketches of senior rights, and map-check notes. Label each scratch page with the item number so you can return to a skipped calculation. Because there is no guessing penalty, park a tentative choice on-screen before you dive into a long reduction. Once the exam starts, leaving the testing area does not stop the four-hour clock.

Worked packing example

A candidate packs: (1) a 1.5-inch three-ring binder of statute tabs, formula sheets, and worked boundary examples, tabbed before leaving home; (2) a spiral-bound copy of the Professional Land Surveyors' Act and Board Rules she actually uses; (3) an engineer scale and a protractor; (4) two non-QWERTY handheld calculators; (5) a current passport plus a backup driver's license in the same name. Scratch booklets and pencils are issued at the test center. The candidate leaves at home: a hand-stapled dump of internet notes, a blank legal pad, a circular curve wheel, a smartwatch, and a data collector. That box is CIB-legal. The stapled dump and the wheel chart would not have been.

Walk the box from the car to a table in one trip a week early. If you have to set it down twice, remove unread books.

Four-hour study and retrieval strategy

Open-book rewards retrieval you practiced, not volume. During the four hours:

• If a statute trigger (Record of Survey versus corner record, monument preservation, right of entry) is tabbed at the front of your binder, turn there instead of rereading an entire chapter.
• If an item is Analysis — hierarchy of evidence, sequential versus simultaneous conveyances, water-boundary logic — answer from drilled judgment first. Hunting a case-law photocopy you never practiced finding can cost more than the item is worth.
• If an item is Field — monument search, staking, safety — use the checklist page you rehearsed, then select and move on.
• Keep the second calculator as backup. Switching models mid-item because you forgot a keystroke is slower than finishing on the device you started.

Do not spend Prometric prep as if it were Laws and Rules. Laws and Rules is a two-hour Connect exam with a published 70 percent, taken before Board review, covering BPC 8700–8805 and 16 CCR 400–476. You should know those statutes for Prometric Business, Mapping, and Consulting items, but the Prometric sitting also demands Field and Analysis performance the Connect quiz does not measure. A candidate who only rereads the Act and never practices boundary resolution is studying the wrong gate.

Putting the 100-hour split on a calendar

Reuse the Section 1.1 weights with extra time on Analysis and Field. For a candidate who paid on February 24 for the April 8 sitting:

• Weeks 1–3: Analysis (32 hours) — evidence hierarchy, conveyances, error analysis, water boundaries.
• Weeks 2–4 overlapping: Field (24 hours) — monument search, staking, right of entry, notes.
• Remaining weeks: Research 14, Mapping 14, Consulting 9, Business 7, with mixed timed sets that follow those shares.
• Final week: pack the box, timed open-book drills, and one full four-hour sitting using only CIB-legal materials.

If a prior diagnostic was Deficient in Mapping and Proficient in Field, invert Mapping and Field hours for the next cycle without dropping Analysis below its 26 percent share of remaining time. Official closed-year pass rates near 39 to 40 percent are a warning that under-preparing the two heaviest domains is how candidates join the failing majority, not a puzzle about a secret 70 percent Prometric cut.

Print the CIB and bring a copy. Read the identification, box, calculator, and scratch-paper rules the night before. The tutorial at the workstation is extra time; the four-hour clock starts when the exam starts. Answer every item.
