Why message priority exists

Aeronautical VHF is a shared resource. Tower, ground, approach, FSS/radio stations, and many aircraft all use the same limited set of frequencies. If every station transmitted whenever it wanted, distress and safety traffic would be blocked by routine chatter. RIC-21 section 4.1 therefore establishes a fixed order of priority for messages in the aeronautical service. Every ROC-A holder must know this list in order, not merely the idea that “emergencies come first.”

Priority is about which message type wins the channel, not about who is more important as a person or company. A private aircraft in distress outranks an airliner requesting a weather update. A direction-finding assist outranks a flight-regularity request about gate times. When you hear higher-priority traffic, you stop lower-priority transmissions, listen, and help if required.

Level 1 — Distress

Distress is the highest priority: a station is threatened by grave and/or imminent danger and requires immediate assistance (the classic MAYDAY situation). Nothing outranks distress. All other stations must give absolute priority to distress traffic, impose silence if required, and avoid interfering with the distress frequency or working frequency in use.

Level 2 — Urgency

Urgency (PAN PAN) concerns the safety of an aircraft or other vehicle, or of someone on board or within sight, but which does not require immediate assistance. That contrast with distress is exam-critical: distress needs immediate help under grave and/or imminent danger; urgency does not. Urgency is still second only to distress on the priority list. Exam trap: students often demote urgency below flight safety or weather, or wrongly claim urgency also requires immediate assistance. Urgency is level 2, not level 4 or 5.

Level 3 — Radio direction-finding (RDF)

Communications used to home, steer, or locate a station by radio direction-finding come next. RDF assists navigation and search-and-rescue support; it can be critical even when the aircraft is not yet in declared distress. Exam trap: meteorological messages feel “important,” but RDF (level 3) outranks weather (level 5).

Level 4 — Flight safety messages

Flight safety messages deal with immediate operational safety of flight—for example, instructions or information needed so the aircraft can continue safely under normal (non-distress, non-urgency) conditions. Think clearances, traffic information, and similar ATC/FSS safety-related exchanges that keep aircraft separated and on a safe path. They are high priority, but they are not urgency or distress.

Level 5 — Meteorological messages

Weather observations, forecasts, SIGMETs, and similar meteorological traffic follow flight safety. Weather is essential to aviation, but RIC-21 still places it below distress, urgency, RDF, and flight safety. Do not assume “weather is always top priority.”

Level 6 — Flight regularity messages

Flight regularity covers messages about operating schedules and regularity of flights—delays, connections, operational company traffic that keeps the service running but is not about immediate flight safety. Regularity is not safety. A “we’ll be 20 minutes late” company message must yield to a weather briefing request that is itself already below flight safety and urgency.

Levels 7–10 — UN, government, service, and everything else

  • Level 7: Messages relating to application of the United Nations Charter (rare on day-to-day Canadian VHF, still on the official list).
  • Level 8: Government messages for which priority has been expressly requested—not every government radio call automatically jumps the queue.
  • Level 9: Service communications about the telecommunication system itself or about messages already exchanged (circuit checks, “did you get my last,” service notes).
  • Level 10: All other aeronautical communications—company chatter that does not fit higher categories, non-essential requests, and residual traffic.

Why the order matters in practice

On a busy CTAF or tower frequency, several aircraft may want to speak at once. Priority tells you who yields:

  1. If you hear a MAYDAY (distress), you cease non-distress transmissions and follow distress procedures.
  2. If you hear PAN PAN (urgency) while you were about to request a radio check (level 10) or pass company regularity traffic (level 6), you wait.
  3. If you need RDF assistance while someone else is reading a lengthy weather product (level 5), your RDF traffic (level 3) has priority—interrupt only as needed and keep transmissions tight.
  4. Flight safety messages (level 4) outrank weather (level 5) and regularity (level 6). A traffic advisory or safety-related instruction is not “just another transmission” equal to a routine met request.

Priority also interacts with control of communications (RIC-21 §4.3): in distress or urgency, the station that initiates the priority call controls the exchange. That control rule exists because priority traffic must not be delayed by normal ground-station sequencing.

High-yield exam traps

Trap 1 — Urgency vs flight safety. Urgency is level 2. Flight safety is level 4. An aircraft with a medical passenger problem short of distress, or other PAN PAN conditions, is urgency—not “just flight safety.” Conversely, ordinary ATC safety exchanges are flight safety, not urgency, unless the urgency signal is used.

Trap 2 — RDF vs meteorological. Radio direction-finding is level 3. Meteorological is level 5. Students reverse these because weather is mentioned constantly in flight training. RIC-21 is explicit: RDF is higher.

Trap 3 — Weather vs flight regularity. Meteorological (5) outranks flight regularity (6). A weather message is not “company ops,” and company ops is not weather.

Trap 4 — Collapsing the list. Some candidates memorize only “distress, urgency, then everything else.” The exam can ask which of two non-emergency types is higher (for example, flight safety vs meteorological, or service communications vs government priority messages).

Trap 5 — Assuming company importance equals radio priority. A senior pilot, a scheduled airline, or a government aircraft does not automatically own the frequency. Only the message type and any express government priority request (level 8) change the rank.

How to study this for ROC-A

Use a short mnemonic that preserves order without inventing wrong categories. One workable chain: Distress → Urgency → RDF → Safety → Met → Regularity → UN → Gov → Service → Other. Say it aloud until the numbers stick. Then drill pairwise comparisons: “Which is higher, flight regularity or meteorological?” (Meteorological.) “Which is higher, urgency or flight safety?” (Urgency.) “Which is higher, RDF or met?” (RDF.)

When you operate, treat priority as a channel discipline skill: listen first, classify what you are about to say, and keep lower-priority transmissions short so higher-priority traffic can break in. Superfluous talk on aeronautical frequencies is separately prohibited (RIC-21 §4.4); priority rules and anti-chatter rules work together to keep the spectrum usable for safety.

Linking priority to later chapters

Distress procedures (MAYDAY), urgency procedures (PAN PAN), and silence imposition all assume you already know that distress and urgency sit at the top of this list. Frequency selection, relays, and SEELONCE instructions make sense only if every operator agrees that levels 1 and 2 preempt everything else.
