Why distress procedures matter on the ROC-A

6.1 Emergency conditions: distress vs urgency

What “grave and/or imminent” means in practice

You do not need both “grave” and “imminent” as separate checkboxes in everyday thinking—the official wording is grave and/or imminent. The operational test is: is life or the aircraft in a danger that demands help right now? Examples that typically fit distress (for understanding, not as a closed list in RIC-21):

  • Fire, structural failure, or control problems that force an imminent forced landing or ditching
  • Fuel exhaustion with no safe airport reachable
  • Medical or environmental emergency on board that will kill or crash the flight without immediate help
  • Awareness that another aircraft, ship, or vehicle is in that same level of danger

Urgency is still serious—it concerns safety—but RIC-21 is explicit that it does not require immediate assistance. Confusing the two is a classic exam trap: a non-life-critical medical situation or a “lost, need radar check” scenario is often urgency, not distress. When in genuine grave danger, use MAYDAY, not a soft euphemism.

Distress is not only “about me”

The distress signal (detailed in the next section) can be sent by a station that is:

  1. Itself threatened by grave and imminent danger and needing immediate assistance; or
  2. Aware that an aircraft, ship, or other vehicle is so threatened

So a pilot who sees another aircraft going into the water can initiate distress traffic on that other station’s behalf under the conditions RIC-21 later describes for stations other than the station in distress.

6.2 Distress communications: procedures without rigidity that kills

RIC-21 §6.2 states that distress communications should be conducted according to the procedures in section 6—but those procedures shall not prevent a station in distress from using any means at its disposal to:

  • Attract attention
  • Make known its position
  • Obtain assistance

That sentence is deliberately protective. If you cannot complete a textbook eight-element message, you still transmit whatever you can. If the microphone fails mid-phrase, you still try another frequency, another radio, or an ELT when appropriate. Procedure exists to make rescue efficient; it is not a rule that forbids imperfect cries for help.

Authority to send the distress call

Only the person in command of the station authorizes the distress call (RIC-21 §6.7). In an aircraft, that is normally the pilot-in-command (or the person in charge of the radio station). Ground operators follow the same principle for their station. Do not invent a MAYDAY as a joke, a training bluff, or a way to clear traffic—false distress is separately prohibited under the Radiocommunication Act (RIC-21 §4.5) and is a criminal-level safety offence.

6.3 Frequencies to be used

RIC-21 §6.3 sets a clear sequence:

  1. First transmission of the distress call and message: on the air-ground frequency in use at the time
  2. If the aircraft cannot establish communications on that frequency: repeat the distress call and message on the aeronautical emergency frequency (121.5 MHz)
  3. Or on any other frequency available, trying to reach any aeronautical ground station or other aircraft station

Why “frequency in use” comes first

If you are already talking to a tower, FSS/radio, or centre on a working channel, people who can help are already listening there. Jumping immediately to 121.5 without trying the live channel can delay the people who have your flight strip, radar tag, or local traffic picture. The emergency frequency is the fallback and broadcast net, not always the first key press if you already have solid contact.

Role of 121.5 MHz

121.5 MHz is the international aeronautical VHF emergency frequency. It is monitored for distress and urgency, and many ELTs still radiate a homing tone there. When the working frequency fails, is blocked, or nobody answers, 121.5 is the standard next try. “Any other frequency available” covers whatever else can raise help—another VHF channel, a company frequency, or another service band if equipped—because the legal and moral goal is contact, not purity of channel selection.

6.5 Priority of distress (absolute)

RIC-21 §6.5: the distress call has absolute priority over all other transmissions. Every station that hears it shall:

  1. Immediately cease any transmission capable of interfering with distress traffic
  2. Continue to listen on the frequency used for the distress call

This matches priority rank 1 in RIC-21 §4.1. Absolute priority means:

  • No “one more radio check”
  • No company ops finishing a sentence
  • No weather request that “will only take a second”
  • No argument about who was next in the circuit

You stop, listen, and only transmit if you can assist, relay, acknowledge under the proper rules, or are part of the distress traffic. Stations aware of distress traffic who are not taking part are forbidden to transmit on those frequencies until cancellation (covered in later sections).

Control of distress traffic (preview of §6.6)

Control of distress traffic is the responsibility of the aircraft in distress or of the station that relays the distress message. Those stations may delegate control to another station—commonly an aeronautical station with a strong interface to ATC and search and rescue (SAR). That is why towers and radio stations often end up running the frequency after the initial MAYDAY: the aircraft may hand off control so pilots can fly the emergency while ATC coordinates rescue.
