Permission to learn is different from permission to drive alone
A heavy vehicle learner may already hold a full car licence or a lower heavy vehicle class. That prior entitlement does not remove the conditions applying while learning in the higher class. The official handbook makes this distinction explicit: the learning conditions apply whether or not a separate heavy vehicle learner licence is required.
The national class hierarchy determines when a learner authority is needed. Learning in the next class can usually occur on the existing licence. Tasmania also permits a car licence holder to learn MR on their existing licence. Moving more than one class above the existing class requires the appropriate learner authority; a car-to-HR or car-to-HC applicant must check that authority before driving the larger vehicle.

Always obey a lower posted limit. The learner cap is a ceiling, not a target. A 60 km/h road remains 60; a steep wet descent may require a much lower safe speed. The vehicle’s own speed cap and any access conditions also continue to apply.
To obtain a learner authority, Service Tasmania checks identity and eligibility. The handbook describes the relevant rigid or combination knowledge test, eyesight check, application and learner fee. A learner condition may appear as an X condition on the licence. Read the issued document for its expiry and conditions. The knowledge-test result has a separate 12-month booking rule; do not confuse that rule with the expiry of the licence itself.
Provisional drivers
P1 and P2 applicants can obtain a heavy vehicle class if they meet its minimum age and non-learner experience requirements. They do not become full licence holders merely because the vehicle class changes. Plates, alcohol requirements, mobile-phone restrictions and any other applicable provisional conditions remain important.
Tasmania’s current general road rule limits P1 non-motorcycle driving to 100 km/h. However, when that person is learning the higher heavy vehicle class, the heavy vehicle learner maximum is 90 km/h. In a question mentioning several limits, identify the activity and choose the lowest applicable ceiling. P2 status also does not remove a vehicle-specific 100 km/h limit for a vehicle above 12 t GVM or a bus above 5 t.
Gearbox conditions
An automatic changes ratios without the driver’s manual gear selection and clutch operation in the conventional sense. A synchromesh manual uses synchronisers to help match the speeds of gearbox components. A non-synchromesh gearbox requires deliberate speed matching, commonly through double-declutching. These are operating skills, not simply different labels for the same transmission.
An assessment in an automatic can result in an A2 restriction. An assessment in a synchromesh vehicle can result in a B condition. Read the condition recorded on the licence; do not assume that every automatic assessment produces B. Transport Services explains that a driver already holding an unrestricted MR or higher licence may retain that unrestricted status on an upgrade despite using an automatic or synchromesh vehicle for assessment. Confirm whether that exemption applies to the actual licence history.
A class entitlement and gearbox entitlement must both cover the proposed vehicle. For example, an HR driver with a restriction cannot assume that a non-synchromesh HR truck is lawful simply because both vehicles are HR. An employer’s request or an empty load does not alter the condition. Arrange the recognised assessment or removal process rather than experimenting on a public road.
Before a learning trip
Check the learner authority if required, the supervisor’s class and tenure, L plates, vehicle suitability and route. Adjust the seat and mirrors with the vehicle stationary. Agree how the supervisor will give instructions and where a safe stop can be made if the learner becomes overloaded. Keep doors closed and every occupant restrained during movement.
If the supervisor becomes unavailable halfway through the day, the learner cannot finish the higher-class trip alone. Park safely and arrange a qualified replacement or a driver with the full entitlement. Treat paperwork, supervision and vehicle controls as one departure check, rather than solving them after entering traffic.
