Recognise the additional transport duty

Dangerous goods can harm people, property or the environment through fire, explosion, toxicity, corrosion, pressure or other hazards. A valid HR, HC or MC licence establishes the vehicle class entitlement, not permission to transport every dangerous load. The goods, receptacles, quantities and operation can trigger separate driver and vehicle licensing and technical requirements.

Tasmania’s dangerous-goods road and rail regulations apply with the Australian Dangerous Goods Code (ADG Code). WorkSafe Tasmania is the relevant licensing authority. The National Transport Commission publishes the Code. Use its current provisions and the local regulations rather than infer requirements from an ordinary freight label or another state’s simplified chart.

Driver licence thresholds

Service Tasmania states that a dangerous goods driver licence is required for the specified capacities, including a container above 500 litres or kilograms, certain Intermediate Bulk Container (IBC) capacities above 3,000 litres, and a Risk Category 3 Class 1 explosive load. The IBC arrangements depend on the conditions, including whether the IBCs are filled or emptied on the vehicle. Check the complete rule rather than apply 500 to every IBC regardless of the exception.

Capacity is not always the quantity currently carried. A large receptacle partly filled does not necessarily fall outside licensing because today’s contents are small. A set of smaller packages can also trigger placarding or other transport duties without matching the driver-licence receptacle trigger. Driver licensing, vehicle licensing, placarding and documentation are separate questions.

A dangerous goods driver licence is normally valid for five years. Applications require the appropriate driving entitlement, approved training and medical evidence, and suitability checks. Service Tasmania currently requires relevant training and medical evidence within the preceding six months and details of the driving record. Confirm the current application requirements before undertaking the duty; a theory pass for HC does not replace them.

The class number describes a hazard grouping. A UN number identifies a substance or article entry; a proper shipping name, subsidiary risk and packing group can also matter. An emergency information panel and Hazchem information serve additional response purposes. Do not treat these different identifiers as interchangeable or guess safe handling from a class number alone.

Packaging, segregation and loading

Use compliant packages and receptacles in suitable condition. Check closures, leaks, labels and any required approvals or test status. Restrain the load so normal braking and cornering do not damage packages or fittings. Ordinary load restraint requirements still apply, together with the dangerous-goods rules.

Incompatible goods can react if mixed. Segregation requirements depend on the substances and Code, not simply whether the packages fit side by side. Do not load unknown products together on the assumption that sealed packages never fail. Keep required emergency information and transport documents available in the prescribed arrangement so responders can identify the load without searching an unsafe cargo area.

Plan the route and stops, including any dangerous-goods restrictions. Check required safety equipment and know the emergency procedure. Zero alcohol applies to the relevant dangerous-goods vehicle category independently of ordinary car limits. Fitness, fatigue and vehicle-condition duties continue alongside the specialist requirements.

A capacity example

A driver is asked to move a partly filled tank whose capacity exceeds 500 litres. The small amount currently inside is not enough to conclude that no dangerous-goods driver licence is needed. Identify the substance, receptacle and capacity, then check the regulation and any applicable exception. Likewise, a 1,000-litre IBC not filled or emptied on the vehicle requires examination of the specific IBC rule rather than a blanket conclusion from the 500-litre general figure.

Leak, crash or fire

Stop safely if a leak or other serious hazard develops. Keep people away, avoid ignition sources where safe and call 000 when there is an emergency. Tell responders the location, vehicle, known goods and any visible placard information from a safe position. Do not approach a vapour cloud or leaking package merely to obtain a better photograph of the label.

Do not touch, mix or wash an unknown substance into drains. Do not enter an unsafe area for a rescue or cleanup without the required training and equipment. The correct response depends on the goods, wind, site and hazard; there is no universal safe distance or extinguishing agent for every load. Protect people and follow the emergency instructions and responders' directions.
