7.3 Railway and Pedestrian Crossings

Key Takeaways

  • Never enter a railway crossing when lights, bells, barriers or an approaching train require stopping, or when the whole vehicle cannot clear.

  • At pedestrian and children’s crossings, apply the relevant give-way and clear-crossing rules, including current bicycle provisions.

  • Do not overtake a vehicle stopped at a crossing or enter a blocked crossing on the assumption that a signal guarantees space.

Plan the stop before reaching the crossing

A heavy vehicle may need more approach space and more time to clear a crossing than a car. Scan ahead for railway signs, pedestrian signals, children, queues and stopped vehicles. Reduce speed early enough to stop at the required line without leaving the trailer in a dangerous position. A familiar crossing can have a queue or control failure that was absent yesterday.

Railway crossings may have flashing lights, bells, boom barriers, STOP or GIVE WAY signs. The driver’s duties depend on the controls and the presence of a train. Do not invent a blanket Tasmania rule that every bus or dangerous-goods vehicle must make the same compulsory stop at every rail crossing regardless of controls. Apply the actual signs and any specific operational requirement.

Railway crossing decisions

Stop when the crossing controls require it, including flashing red lights, bells or a lowered, lowering or rising barrier as specified. Do not drive around a barrier or enter after a train passes while warnings continue. There may be a second train or another hazard. Wait until the controls permit movement and the crossing is clear.

At a STOP sign, stop at the required line or position and look and listen for trains. At GIVE WAY, give way and stop if required. Trains cannot steer around the vehicle, and their stopping distance is substantial. Do not assume the train driver can prevent a collision once your combination is on the track.

Before entering, confirm enough space beyond the tracks for the entire vehicle. A queue that accommodates the cab but not the rear trailer is inadequate. Choose a suitable gear and cross without stopping or unnecessary gear changes on the tracks. Consider a low vehicle or trailer’s ground clearance and the crossing profile; a legal overall height says nothing about underbody clearance over a raised crossing.

If a vehicle is stranded

If a vehicle becomes stranded on a crossing, protect people immediately and call emergency assistance. Use any crossing emergency contact information only when it can be accessed safely. Give the precise crossing location and explain that a vehicle is on the tracks. Do not put people at risk trying to save cargo or attempting an untrained recovery while a train approaches.

An operator moving an unusually long, low or slow load should plan railway crossings as part of route approval and coordinate any required protection before travel. The driver’s MC or HC class does not remove the need for that planning.

Pedestrian and children’s crossings

At a pedestrian crossing, give way to any pedestrian or bicycle rider on or entering it. Tasmania’s October 2026 road-rule amendments expressly cover bicycle riders at these crossings; do not apply an old blanket claim that every rider must dismount at every crossing. Approach slowly enough to recognise the user’s movement and stop safely.

A children’s crossing has its own signs, flags and operation. When operating, stop and give way as required to children and other crossing users, and obey an authorised crossing supervisor. Children can be obscured by parked vehicles and may behave unpredictably. Do not rely on the engine sound or horn to make them wait.

At signals, obey the vehicle signal controlling the approach. When turning on a permissive green, give way to the relevant pedestrians and bicycle riders crossing the road into which you turn. The cab can clear them while the trailer still sweeps through their path, so check the whole turn. Do not begin a turn alongside a rider who will be trapped by the trailer.

Stopped vehicles and blocked crossings

Do not overtake a vehicle stopped at a pedestrian or children’s crossing to let someone cross. It may hide a person immediately in front of it. Slow and stop as required, even if you cannot yet see the user. Overtaking around the obstruction would remove the crossing user’s protection.

Do not enter a blocked crossing if you cannot drive through. Rule 128A has a specific limited situation for certain crossings immediately before an unsignalised intersection; do not turn that into general permission to queue across every crossing. The safe default is to preserve the crossing space and wait until the vehicle can clear.

A realistic rail queue example

A 19 m combination reaches a rail crossing with a stationary queue just 10 m beyond it. Even with no warning light active, there is no room for the complete combination to clear. Wait before the crossing until adequate space is available. A green road signal beyond the tracks is not proof that the queue will move in time.

Key decisions

Obey the particular crossing control, protect users hidden by other vehicles and confirm a clear exit for the entire heavy vehicle before entering.

Test Your Knowledge

A combination approaches a railway crossing with no active warning, but a queue beyond leaves insufficient room for the rear trailer to clear. What should the driver do?

A

Enter because no train warning is active

B

Stop on the tracks and wait for the queue

C

Wait before the crossing until the entire combination can clear

D

Enter if the cab fits beyond the tracks
