Why Article 90 Is Tested
Candidates skip Article 90 because it looks like a preface. It is not — it is the set of meta-rules that tell you how every other article behaves. An exam question about whether Chapter 5 can override Chapter 3, or whether an Informational Note is enforceable, is answered in Article 90 and nowhere else. On an open-book exam this is cheap credit.
90.1 Purpose

So when Article 517 (health care) or Article 680 (pools) says something different from Article 250, the special-occupancy rule wins. When Article 800 says nothing about a Chapter 3 requirement, that Chapter 3 requirement does not automatically apply, because Chapter 8 stands alone.
90.4 Enforcement
The Code is intended to be suitable for mandatory application by governmental bodies. The authority having jurisdiction (AHJ) is responsible for interpreting the rules, deciding on the approval of equipment and materials, and — by special permission — granting waivers of specific requirements and permitting alternative methods where equivalent safety is assured.
Special permission is defined in Article 100 as the written consent of the authority having jurisdiction.
