About the Romania Suspension Retest Exam

Independent practice for Romania's test de verificare a cunoașterii regulilor de circulație, commonly called redobândire or 13 din 15. It is mandatory for specified suspension cases under Article 106^1 and supports eligible requests for a one-third reduction under Article 104. From 1 July 2026 it is taken at any SPCRPCIV. This is an English-language MCQ study adaptation, not an official translation or official language or format simulation. A pass does not automatically restore a suspended right to drive, replace practical driving skills or recover a cancelled licence.

Exam sponsor: DGPCI computer application through any SPCRPCIV; traffic police decide eligibility for the actual suspension reduction. The requirements and fees below concern the certification or admission exam, separate from our free practice resources.

Romania Suspension Retest: Suggested Study Strategy

1Distinguish fine points from penalty points and base suspension periods from later statutory increases.
2Read the whole fact pattern: a property-damage consequence can change both the sanction and the mandatory-test requirement.
3Keep breath sampling thresholds separate from the criminal blood-alcohol threshold, and never infer an entitlement to drive from a test pass.

Frequently Asked Questions

Must every suspended driver pass this test?

No. Article 106^1 specifies mandatory cases: alcohol-related suspension, certain priority, overtaking, red-light or wrong-way violations causing property damage, and specified 180-day suspensions. A test is also a condition for an eligible Article 104 reduction request. Not attending or passing by expiry in a mandatory case adds 30 days.

What does passing do for a reduction request?

It satisfies only one condition. Article 104 also requires a licence obtained at least one year before the offence, the prescribed fine-payment evidence and no statutory exclusion. The competent traffic police decide the request; a pass alone does not authorize driving during suspension.

Which fine-payment rule applies in October 2026?

A holder domiciled in Romania must prove payment of the relevant road-traffic fines owed to the local budget of the domicile authority under Article 104(1)(c). A holder without domicile in Romania must prove payment of the fine that caused the suspension. These payments are separate from free test-room access.

Where is the test held and in which languages?

From 1 July 2026 it may be taken at any SPCRPCIV. Official 2026 notices confirm Romanian, Hungarian, English, French and German. Documents, access times and local arrangements should be checked with the chosen service; a Bucharest walk-in timetable is not a national timetable.

Does this test require practical driving, an oral examination or assignments?

The verification assessment described by the current notices is computer-based. No practical driving test, oral examination, essay, case-study submission or graded take-home assignment is specified for this verification test itself. Recovering a cancelled licence is a separate process.

Does this bank simulate the official test?

No. It is independent English-language MCQ study practice with four options and one best answer. The official test uses three options with one correct answer and includes its own administration, timing and language arrangements.
