Why Part IV matters on the exam

Standards of Practice is worth 3 items, more than any other regulatory area. The questions are usually short recall items with distractors that sound plausible: wrong deadlines, invented "pocket card" rules, or rules taken from the contractor regulations. The regulation itself is short, so learn its three sections exactly.

18VAC50-30-150: Adding or deleting trade designations

A Virginia tradesman license can carry more than one trade designation, for example plumbing (PLB) and gas fitting (GFC), each at the journeyman or master level.

  • Adding (subsection A): submit a Board form with acceptable evidence of experience, and an examination where applicable, for the designation sought. You must meet the general requirements of 18VAC50-30-30 and the qualifications of 18VAC50-30-39 for that designation.
  • Renewal date (subsection B): a license may have several designations, but its renewal date is based on the date the license was originally issued, not the date the newest designation was added.
  • Deleting (subsection C): to delete a designation, submit a signed statement listing it. If the license has only one trade or level designation, deleting it terminates the license.

The fee schedule in 18VAC50-30-90 lists $105 for an additional tradesman designation.

Example: A journeyman plumber licensed in March 2025 adds a journeyman gas fitter designation in June 2026. The license still expires at the end of March 2028, three years after the original issue month.

18VAC50-30-160: Change of address

Any change of address must be reported in writing to the Board within 30 days of the change. The Board is not responsible for a regulant's failure to receive notices or correspondence because of a failure to report a change of address. A post office box alone is not acceptable.

Points that are often tested:

  • The deadline is 30 days, not 10, 14 or 60 days, and not "at renewal."
  • The notice must be in writing; a phone call does not satisfy the rule.
  • The address rule connects to renewal: 18VAC50-30-120 H says that not receiving a renewal notice does not relieve you of the duty to renew.
  • At application, 18VAC50-30-30 requires an address of record; a P.O. box works only with a physical address also on file.

18VAC50-30-170: No transfer

No license or certification issued by the Board may be assigned or otherwise transferred.

The license belongs to the individual who earned it. It cannot be sold, lent or reassigned to an employer, partner or helper. The conduct rules make the same point from another direction: 18VAC50-30-190 (8) prohibits allowing one's license or certification to be used by an unlicensed or uncertified individual, and aiding or abetting an unlicensed contractor.

Tradesman license versus contractor license

A tradesman license shows individual competence. Contracting is regulated separately under Article 1 of Chapter 11 and 18VAC50-22.

The same definition states that the Board requires a master tradesman license as a condition of licensure for electrical, plumbing and HVAC contractors. The DPOR tradesman application adds a practical warning: an applicant performing work over $1,000 must contact the Board to obtain a contractor license. This explains why 18VAC50-30-190 (6) addresses tradesmen who perform jobs under $1,000: below that threshold, a licensed tradesman may contract directly without a contractor license, and still owes the duty to finish the job and handle the customer's money properly.

Permits connect the two licenses. Under VCC 108.4 and § 54.1-1111, a permit applicant must prove that they are licensed or certified under Chapter 11 to do the work, or file a written statement that they are not subject to licensure.

Supervision

The statute, not Part IV, governs supervision. § 54.1-1129 A says that an individual working under the supervision of a tradesman licensed in that specialty does not need a tradesman license. The tradesman regulations do not set an apprentice-to-journeyman ratio. Apprenticeship ratios come from registered apprenticeship standards, not from 18VAC50-30.
