8.3 Customer Reserve Formula and Daily Computations
Key Takeaways
Customer reserves protect cash separately from securities possession/control.
Qualifying $500 million average-credit firms have required daily computations.
Reserve withdrawals need a permitted computation and account conditions.
Customer Reserve Formula and Required Deposits
The Rule 15c3-3 reserve computation protects customer cash separately from the possession/control requirement for securities. The formula offsets defined customer credit items against allowable debit items; it does not simply subtract all customer debts from every firm liability.
Credits include items such as customer free credit balances and specified funds from customer-related financing. Debits include eligible customer debit balances and other permitted formula items, with exclusions and reductions. A customer receivable that fails eligibility cannot be inserted solely to lower the reserve. The FINOP applies the complete Exhibit A and its notes.
In a simplified example with $12 million qualifying credits and $9 million allowable debits after all assumed adjustments, the required reserve is $3 million. If $2.4 million is already eligible in the reserve account, the shortfall is $600,000. This illustrates the netting concept; the actual computation requires the full formula and separate customer/PAB treatment where applicable.
The Special Reserve Bank Account for the Exclusive Benefit of Customers holds eligible cash or qualified securities. Written bank arrangements must protect the account against prohibited liens or use for the broker-dealer’s own debts. An ordinary operating account with a descriptive nickname is insufficient.
Daily and Weekly Computations
Qualifying carrying firms at or above the $500 million average-total-credits threshold, using the arithmetic mean of the combined customer-plus-PAB Total Credits reported in the twelve most recent month-end FOCUS reports, must perform required computations daily. The SEC extended initial compliance to June 30, 2026. As of October 2026 this is an operative requirement, not a future proposal.
Other carrying firms generally use weekly computations, with the rule’s conditions for any permitted monthly treatment. The standard weekly deposit deadline is one hour after banking opens on the second following business day; daily computations are as of the previous business day and use the rule’s second-following-business-day deposit provision relative to the computation date. Apply the actual category and banking calendar rather than assume every deposit is due Tuesday.
Withdrawals require a permitted computation and the rule’s account conditions. The existence of a bank surplus is not permission to withdraw customer reserves for payroll. Reconcile required amount, eligible assets, deposits, withdrawals and bank acknowledgments.

Reserve Reconciliation and Error Investigation
A reserve process needs more than a final spreadsheet total. Reconcile customer cash and margin subledgers, customer-related financing, permitted receivables, eligible reserve assets and bank confirmations. Identify differences between the accounting cutoff and later cash movements. Preserve evidence of the calculation’s approval and actual deposit.
For the simplified $3 million requirement, if only $2.4 million is eligible in the bank account, the gap is $600,000. Wiring $600,000 to an ordinary operating account does not satisfy it. Check the account identity, eligible assets, value date and bank acknowledgment. A payment instruction marked “sent” is not a confirmed reserve deposit.
A bad debit item can materially understate the requirement. Assume the calculation used $9 million debits but $500,000 is later found ineligible under the formula. Allowable debits fall to $8.5 million, so the simplified requirement rises from $3 million to $3.5 million. Recompute required funding and escalate the deficiency instead of retaining the invalid item to keep the reserve stable.
The combined average-credit threshold determines the daily requirement, while customer and PAB reserve computations and accounts remain appropriately distinct. Do not merge a PAB obligation into a customer total merely because both use one bank. The broker-dealer/PAB and customer classifications need the appropriate treatment.
A reserve account can show cash above a calculated requirement because of a prior larger requirement or conservative funding. Withdrawal still requires a permitted current computation and satisfaction of the rule. A treasury employee cannot release the excess using only the operating cash forecast.
The securities side remains separate. A $3.5 million cash reserve does not prove the firm has possession/control of all customer shares. Conversely, abundant shares in the vault do not prove the cash reserve is adequate. A strong reconciliation process supplies both controls with accurate source data.
Common red flags include unexplained formula reclassifications, stale debit eligibility, deposits booked before receipt, unapproved withdrawals and changes made solely to avoid a shortfall. Assign an independent review, retain version history and notify the FINOP promptly. Never replace a missing reconciliation with an assumption that a large institution must have sufficient assets.
Retain the bank confirmation alongside the approved computation and funding record.
