2. Findings, Conclusions and Recommendations Are Three Different Things
This distinction is examinable and is the most common defect in agency reports.

A recommendation that no finding supports is unusable; a conclusion that restates a table adds nothing. Each recommendation should be traceable to a specific conclusion, and each conclusion to a specific finding.
3. Presenting Tables and Figures
- Number tables and figures consecutively and refer to each in the text.
- Titles state the variable, population and period: "Table 4. Twelve-month enterprise survival by prior business experience, 2025 grantee cohort, Municipality X (n = 214)".
- Report the base (n) in every table.
- The text must interpret, not restate: say what the pattern means, not simply repeat the numbers already visible.
- Use a figure only when it shows something a table cannot — a trend, a distribution shape, a relationship.
- Round consistently and state the rounding convention.

In participatory action research, community validation is not optional. Findings are presented back to the community in accessible language and visual form, the community corrects and adds to them, and only then are they finalised. This is pagsasauli ng datos — the return of data — and it converts research participants into knowledge owners.
5. Dissemination and Utilisation
Dissemination fails when a report is filed rather than used. Four audiences, four products:

Ethical conditions on dissemination. Individual identities are protected even in small populations, where contextual detail can identify a person; participants are informed of publication plans at consent stage; community-generated knowledge is attributed to the community; and negative or null findings are reported, not suppressed, because suppression distorts the evidence base other practitioners rely on.
Utilisation. The final professional test is whether the research changed a decision — a budget line, an eligibility rule, a session schedule, a referral pathway. Building that link in advance is why the significance test at the problem-formulation stage asked whether the answer could change anything.
6. Worked Practice Application
A participatory study on out-of-school youth is completed in a coastal barangay. The team drafts one 60-page academic report and plans to submit it to the municipal planning office.
