What the CSE-PPT Professional Level Is

The Career Service Examination - Pen and Paper Test (CSE-PPT), Professional Level is the eligibility examination administered by the Civil Service Commission (CSC) of the Philippines. Passing it confers Career Service (Professional) Eligibility, the credential that qualifies you for appointment to second-level (technical and professional) government positions - jobs that typically require a bachelor's degree. It is not a subject-matter licensure exam; instead it measures the general aptitude and civic knowledge the CSC expects of career civil servants.

The exam is a ballpen-based, multiple-choice paper test. You shade answers on a machine-scored answer sheet using a black ballpoint pen - there is no computer, and the CSC does not offer an online or remote version. It is proctored at testing centers nationwide, usually public schools, and administered twice a year, typically around March and August.

Format at a Glance

The Professional level contains 170 multiple-choice items completed in 3 hours and 10 minutes (190 minutes total). Every item has four options, and exactly one is credited as correct. The exam is bilingual: verbal-ability items appear in both English and Filipino, so you must be comfortable reading, reasoning, and answering in each language.

The Four Scored Areas

The 170 items come from four content areas. The CSC publishes a Scope of Examination rather than exact item counts, but the published coverage and reviewer analysis point to the following approximate weighting:

• Verbal Ability (English and Filipino) - about 40%. Vocabulary and word meaning, grammar and correct usage, sentence completion, error recognition, paragraph organization, and reading comprehension.
• Analytical Ability - about 24%. Word analogy, logic (assumptions and conclusions), abstract and symbolic reasoning, and data interpretation. This area is unique to the Professional level.
• Numerical Ability - about 22%. Basic operations, number and letter sequences, and word problems on percentages, ratios, rate, work, and averages.
• General Information - about 14%. The 1987 Philippine Constitution, RA 6713 (Code of Conduct), peace and human rights, and environment management and protection.

Because verbal ability is by far the largest slice, gains there move your rating the most.

How the 80.00 Passing Rating Works

To pass you must earn a general rating of at least 80.00. This is a critical trap: the 80.00 is a weighted, transmuted rating, not simply 80 percent of items correct. The CSC converts your raw number of correct answers into a standardized rating using a transmutation table, and the four areas combine into a single score. There is no separate passing cut per area - the general rating is all that counts. Practically, aim to answer well above 80% of items correctly to build a margin, because you cannot know the exact conversion in advance. Note too that 80.00 is a rating, not a raw count of 80 correct items out of 170.

Professional vs. Subprofessional

The CSC offers two levels. The Professional level (170 items, 3 hrs 10 min) includes analytical ability and is used for second-level, degree-requiring posts. The Subprofessional level (165 items, 2 hrs 40 min) replaces analytical ability with clerical ability and is used for first-level clerical posts. Both require a rating of at least 80.00 and both are bilingual. Make sure you register for the Professional level if that is the eligibility you need.

Eligibility, Application, and Exam-Day Rules

Two eligibilities matter. First, eligibility to sit the exam: you must be a Filipino citizen, at least 18 years old, of good moral character, with no criminal record, never dishonorably discharged from military service, never dismissed for cause from government, and never previously found guilty of examination irregularities. No prior work experience is required to take it. Second, the credential conferred by passing - Career Service (Professional) Eligibility - does not expire. It qualifies you for first- and second-level positions except those involving the practice of a regulated profession (which need a PRC license) or posts covered by special laws.

You apply in person at a CSC Regional or Field Office using CS Form No. 100, pay the PHP 500.00 fee, and later receive a Notice of School Assignment (NOSA) telling you where to report. Bring a valid government ID and your NOSA/permit on exam day. Know the prohibited items: calculators are not allowed - every numerical item is solved by hand or mentally. Cell phones, smartwatches, other electronic devices, notes, review materials, and bags at your seat are also barred. The no-calculator rule should shape your prep now: build fast mental and paper arithmetic from day one.

Answer Sheet and Results

The CSE-PPT is machine-scored, so answer-sheet discipline matters as much as knowledge. Shade one oval per item completely, keep stray marks off the sheet, and confirm that the number you are shading matches the item you are answering - a single skipped bubble can misalign an entire column and cost you many points. After the exam, results are released through the CSC's Online Civil Service Examination Result Generation System (OCSERGS), usually several weeks later, and passers claim a Certificate of Eligibility. Because the exam runs only about twice a year, a missed passing rating means waiting for the next March or August administration - one more reason to prepare thoroughly for a single serious attempt rather than treating the day as a low-stakes trial run.
