Statutory Authority & The State Board

In the Commonwealth of Pennsylvania, the practice of cosmetology, salon operation, and beauty education are regulated by the State Board of Cosmetology. The Board functions under the executive branch of the Commonwealth within the Department of State, specifically under the jurisdiction of the Bureau of Professional and Occupational Affairs (BPOA).

The governing statute is the Cosmetology Law, enacted as the Act of May 3, 1933, P.L. 242, No. 86 (codified at 63 P.S. §§ 507—527). The Board's regulations are published at 49 Pa. Code Chapter 7. The primary legislative mandate of the Board is not to advance commercial trade interests, but rather to protect the health, safety, and general welfare of the public by establishing and enforcing standards of competence, hygiene, facility safety, and ethical conduct.

Know your three state-portion sources. The Pearson VUE candidate handbook states that the state-specific portion of the examination is referenced to (1) the Board's regulations at 49 Pa. Code Chapter 7, (2) Act 86 of 1933 (the Cosmetology Law), and (3) Act 48 of 1993 (the Schedule of Civil Penalties). Every state-portion item traces back to one of those three documents.

Board Composition & Governance

Under Section 2 of the Cosmetology Law, the State Board of Cosmetology comprises 13 members:

1. The Commissioner of Professional and Occupational Affairs.
2. The Director of the Bureau of Consumer Protection in the Office of Attorney General, or a designee.
3. Eight (8) professional members appointed by the Governor with the advice and consent of the Senate. Each must have at least five years of practical or managerial experience in the majority of the practices of cosmetology and must be actively engaged in the profession. No more than one may currently be employed as a vocational education cosmetology teacher in the public schools, and no more than two may currently be affiliated with a private school of cosmetology.
4. Three (3) public members appointed by the Governor with the advice and consent of the Senate, representing the public at large.

The Board meets in Harrisburg to promulgate regulations, review licensing petitions, approve school curricula, evaluate reciprocity applications, and adjudicate disciplinary matters forwarded by Commonwealth prosecutors.

Licensure Categories & Training Hours

Pennsylvania offers distinct license classifications. The hour, age, and education thresholds below come directly from 49 Pa. Code §§ 7.32b, 7.32d, 7.32e, 7.32f, and 7.32h:

The Education Requirement and Its Two Statutory Exemptions

For the cosmetologist, esthetician, nail technician, and natural hair braider examinations, the applicant must satisfy the general education requirement in one of two ways: complete the tenth (10th) grade or its equivalent, or receive training from or under the auspices of the Office of Vocational Rehabilitation (OVR) in the Department of Labor and Industry.

CRITICAL EXAM RULE — Educational Waivers. Under 49 Pa. Code § 7.32d(b) (and the parallel subsections of §§ 7.32e, 7.32f, and 7.32h), the education requirement does not apply to an applicant who is either:

• a veteran, or
• thirty-five (35) years of age or older.

This waiver does not extend to the teacher examinations, which require a 12th-grade education with no exemption.

Timing Rules Inside the 1,250 Hours

Section 7.32d(a)(3) does not merely count hours — it also constrains how quickly they may be accumulated:

• Day-time student: 1,250 hours completed within a period of not less than 8 consecutive months.
• Night-time student: 1,250 hours completed within a period of not less than 15 consecutive months.
• Apprenticeship: 2,000 hours in a Board-approved cosmetology apprentice program. The candidate must contact the Board for a sealed letter certifying completion and attach the original to the application.

Hour Credit for Existing Limited Licenses

An applicant who already holds an active limited license and earned those hours at a licensed cosmetology school receives credit toward the 1,250-hour cosmetology program under § 7.32d(c):

Under § 7.32d(d), an applicant claiming this credit must finish the full 1,250 cosmetology hours — including the credited hours — within 4 consecutive years.

Examination Logistics

Pennsylvania has contracted with Pearson VUE to manage the application process and to create, score, and report the results of the Theory/Procedural Skills Examination.

Examination Format & Scoring

• Delivery Mechanism: Computer-based testing at authorized Pearson VUE test centers.
• Item Count: 135 total items — 110 scored (100 general + 10 state-specific) and 25 pretest (20 general + 5 state-specific). Pretest items are unidentified and do not affect the score.
• Time Allotment: 2 hours and 15 minutes.
• Examination Fee: $93, for a first attempt or a retake. A new fee is required for each retake.
• Passing Standard: Raw scores are converted to a scaled score ranging from 0 to 100, with a passing scaled score of 75. The scaled score is neither the number nor the percentage of items answered correctly. Numeric scores are reported only to failing candidates.
• Languages: The Cosmetologist examination is offered in English, Korean, Spanish, Vietnamese, and Chinese (Simplified).
• Practical Exam Status: The candidate handbook states plainly that candidates are not required to take and pass a hands-on practical examination; they must take and pass the computer-based theory/procedural skills examination.
• Results: Pearson VUE provides official results on the day of testing.

Retake rule. The handbook states the candidate has an unlimited number of attempts to pass the Cosmetology theory examination within the allotted eligibility period, and that the applicant may take the examination at any time within one year of the application date.

The Early Testing Policy

The Pearson VUE Pennsylvania Cosmetology Candidate Handbook publishes an Early Testing policy that lets a candidate sit for the examination before finishing the full curriculum:

Important operational conditions:

1. A candidate testing early must submit transcripts showing the minimum hours needed to test.
2. Final transcripts must be submitted once the program is completed. After passing the early examination, the license is issued only after proof of completed hours is submitted.
3. Note the distinction the exam likes to test: 49 Pa. Code § 7.32d requires 1,250 hours (or 2,000 apprenticeship hours) for licensure. The 900-hour figure is an early-testing threshold published in the candidate handbook — it is not a reduced licensure requirement.

Temporary Licenses (49 Pa. Code § 7.32g)

To let an otherwise qualified applicant work while awaiting a passing score, the Board issues a temporary license:

• Issuance criteria (§ 7.32g(a)): Issued to an applicant who is eligible for admission to the cosmetologist examination or to any limited license examination and who pays the examination fee set by the professional testing organization and the license fee prescribed in § 7.2.
• Purpose (§ 7.32g(a)): To allow an otherwise qualified applicant to practice pending the applicant's scoring a passing grade on the examination.
• Validity period (§ 7.32g(b)): A temporary license is valid for 9 months.
• Supervision (§ 7.32g(c)): The holder of a temporary cosmetologist license shall practice under the supervision of a licensed cosmetology teacher or cosmetologist. The holder of a temporary limited license shall practice under the supervision of a licensed cosmetology teacher, cosmetologist, limited practice teacher in the corresponding field, or a holder of a corresponding limited license.
• The handbook confirms that a temporary permit may still be issued to a candidate who has applied for the early examination.
