The State Board of Behavioral Health Licensure (BBHL) regulates the qualifications and responsibilities of the LPC-Supervisor (LPC-S) under the Oklahoma Administrative Code (OAC), Title 86, Chapter 10. The role of the LPC-Supervisor carries not only clinical oversight duties but also joint legal liability for the clients served by their supervisees. This section details the qualifications required to achieve the LPC-S designation, the workload limits, and the responsibilities of the supervising professional.

Qualifications for LPC-Supervisor Designation (OAC 86:10-11-4(a))

To obtain approval as an LPC-Supervisor in Oklahoma, a licensed counselor must satisfy three primary criteria:

1. Post-Licensure Active Practice: Must complete at least two (2) years of active, full-time post-licensure experience as a Licensed Professional Counselor. Active practice includes direct clinical counseling, clinical supervision, counseling-related teaching, or administration. The license must have remained active and in good standing with no disciplinary history.

2. Supervision Coursework Requirement: Complete a graduate-level counselor supervision course of at least forty-five (45) contact hours. Specifically, fifteen (15) hours must be face-to-face class/workshop work with supervisors-in-training, focusing on models and feedback. The remaining thirty (30) hours consist of directed study in supervision literature.

3. Jurisprudence Examination or ACS Credential: The applicant must pass the Oklahoma Legal and Ethical Responsibilities Examination (OLERE) within the five (5) years immediately preceding the supervisor application. Alternatively, the applicant may hold an active Approved Clinical Supervisor (ACS) credential issued by the Center for Credentialing and Education (CCE).

The Application and Board Approval Process

To obtain the designation, a qualifying LPC must submit a formal LPC-Supervisor Application to the BBHL. This application must include verification of the 45-hour supervision course, proof of a passing OLERE score within the 5-year window (or a copy of the active ACS credential), and the required fees.

A counselor may not represent themselves as an approved supervisor or begin supervising LPC Candidates until they receive the official, written approval letter from the Board. Any supervision hours accrued by a candidate under a supervisor whose status has not been officially approved by the Board will be rejected.

The Supervisee Workload Cap (OAC 86:10-11-4(b))

To ensure that supervision remains a high-quality educational and oversight process, Oklahoma enforces a strict cap on the number of candidates a supervisor can oversee. Under OAC 86:10-11-4(b), no LPC-Supervisor shall exceed a cap of twelve (12) candidates under active supervision at any one time.

This limit is designed to prevent supervisor burnout and ensure adequate clinical oversight. The Board recognizes that supervising a candidate requires significant time for reviewing notes and observing sessions. When a supervisor takes on too many candidates, the quality of oversight diminishes.

Petitioning to Exceed the Cap

In exceptional circumstances, a supervisor may need to oversee more than 12 candidates. OAC 86:10-11-4(b) permits a supervisor to submit a formal written petition to the Board requesting permission to exceed the 12-candidate limit. The petition must be submitted on Board-approved forms and must include a detailed justification (such as working in an underserved rural area or agency clinical demands), a structured plan showing how the supervisor will dedicate sufficient time to each candidate, and documentation of the supervisor's active caseload.

The Board reviews these petitions on a case-by-case basis. Approval is never guaranteed and is granted only when the supervisor demonstrates that client safety will not be compromised. If a supervisor exceeds the cap without prior written approval, they face disciplinary action, and the candidates' accrued hours during that period may be completely voided.

Clinical and Ethical Responsibilities of the LPC-Supervisor

LPC-Supervisors play a dual role: they are educators guiding a candidate's clinical development and gatekeepers protecting the counseling profession. Under OAC 86:10-11-2, both the supervisor and the supervisee are jointly responsible for compliance. The supervisor's primary duties include:

• Administrative Oversight: The supervisor must review and sign the candidate's weekly logs, verifying the accuracy of direct contact and indirect experience hours. They must also ensure that the candidate's clinical documentation meets professional and legal standards.
• Clinical Evaluation: The supervisor must conduct regular evaluations of the candidate's counseling skills. This must include direct observation, review of audio or video recordings, or co-therapy. The supervisor must provide constructive feedback and complete formal evaluation forms as required by the Board.
• Ethical Boundaries and Dual Relationships: Supervisors must maintain strict professional boundaries. They are prohibited from entering into dual relationships that could impair judgment or exploit the candidate. This includes business partnerships, close personal friendships, romantic or sexual relationships, or providing counseling to the candidate.
• Termination of Supervision Paperwork: Under OAC 86:10-11-2(c), when a supervision relationship is terminated, the LPC-Supervisor must submit the official termination of supervision form to the Board within three (3) business days. This form details the total number of hours completed and must be signed by both parties. Failure to submit this form within the 3-business-day timeline is a rule violation.
