This candidacy period transitions graduates from academic study to clinical practice under an approved LPC-Supervisor. Candidates are regulated by the State Board of Behavioral Health Licensure (BBHL). LPC Candidates do not hold independent licenses; they must practice within approved settings, adhere to naming and billing restrictions, and complete experience hours within a defined timeframe. The Supervision Plan: The First Step (OAC 86:10-11-2)

Before accruing hours, candidates must submit a formal Supervision Plan to the BBHL for approval. The plan is a contract between the candidate and the approved LPC-Supervisor detailing the clinical setting, oversight methods, and planned activities.

No hours (direct client contact, indirect clinical work, or supervision) count prior to the Board's official approval date of this plan. Hours accrued before approval are void and rejected. Practicing counseling without an approved plan constitutes the unlicensed practice of professional counseling, a misdemeanor under Oklahoma law that may result in permanent denial of the candidate's application.

Supervised Experience Hour Requirements

To qualify for licensure, a candidate must complete 3,000 clock hours of post-master's supervised experience under strict distribution and timeframe rules:

• The 60-Month Limit: The 3,000 hours must be completed within sixty (60) months (5 years) from the plan's approval date. If a candidate fails to meet this deadline, candidacy expires and they must reapply under current rules, forfeiting earned hours.
• Direct Client Contact: Candidates must complete a minimum of 350 hours of direct client contact per 1,000 hours of experience, totaling at least 1,050 hours. Direct contact includes face-to-face (in-person or approved technology-assisted) counseling sessions.
• Indirect Hours: The remaining 1,950 hours are dedicated to indirect clinical activities such as documentation, billing, case conferences, treatment planning, and attending supervision. Additionally, a candidate must remain under active supervision for the duration of these hours.

Supervision Ratios and Group Limits

Supervision requires active mentoring and oversight. The Board regulates supervision frequency and format:

• Weekly Supervision Ratio: Candidates must receive at least forty-five (45) minutes of face-to-face or technology-assisted supervision for every twenty (20) hours of clinical experience accrued. Supervision must occur weekly. If a candidate accumulates more than forty hours of experience in a single week, they must receive additional supervision to meet this ratio.
• Total Supervision Hours: The candidate must complete at least 100 hours of direct supervision from their approved supervisor over the 3,000-hour period.
• Group Supervision Limits: Group supervision is defined as a supervisor meeting with two (2) to six (6) candidates. Group hours cannot exceed half (1/2) of the total supervision hours. Thus, at least 50 hours must be individual supervision, and a maximum of 50 hours may be group supervision. Group sessions with seven or more candidates do not count.

Administrative Restrictions and Billing Rules

Candidates are not independent practitioners and must adhere to guidelines protecting the public:

1. Professional Title: Candidates must use the title "LPC Candidate" or "LPC-C" on all business cards, email signatures, websites, and consent forms. They must never use "Licensed Professional Counselor" or "LPC" until fully licensed.
2. Disclosure of Supervision: Consent forms and intake documents must list the supervisor's name, credentials, and contact details.
3. Billing and Payment: Candidates cannot accept direct payments or fees from clients. All transactions must run through the employer. Candidates must receive a salary or wage from their employing agency, which handles billing. Private practice ownership is prohibited.

Supervision Changes and Termination Procedures

If a candidate changes employers or supervisors, they must stop accruing hours and follow these steps:

• Submit a Termination Form: The outgoing supervisor must submit the termination form within three (3) business days (OAC 86:10-11-2(c)), verifying the candidate's hours.
• Submit a New Plan: The candidate must submit a new Supervision Plan. Hours do not count under the new supervisor until the Board issues written approval.

Extension of Candidacy

If a candidate cannot complete the 3,000 hours within 60 months due to illness, military deployment, or extreme hardship, they may petition the Board for an extension. The petition must be filed before candidacy expires and include documentation. Extensions are granted at Board discretion, typically for up to twelve (12) months. If denied, candidacy expires, requiring reapplication.
