1.2 Licensure Process, Qualifications, and Application Requirements

Academic Requirements and Course Content (OAC 86:10-9-1)

The path to becoming a Licensed Professional Counselor (LPC) in Oklahoma involves a rigorous combination of academic coursework, clinical practicum experience, post-graduate supervised clinical hours, and standardized examinations. This process is structured to guarantee that every licensed counselor has achieved a high level of clinical competence and ethical preparation before practicing independently.

Under Oklahoma Administrative Code (OAC) 86:10-9-1, applicants must possess a master's or doctoral degree in counseling or a closely related mental health field from a regionally accredited institution. The program must consist of at least sixty (60) semester credit hours (or ninety quarter hours) of planned, sequential study. The academic transcript must reflect coursework in these core areas:

• Human Growth and Development: Developmental stages, life span development, and behavioral factors.
• Abnormal Human Behavior: Focus on etiology, diagnosis, treatment, and prevention of mental disorders (psychopathology).
• Appraisal/Assessment Techniques: Selection, administration, scoring, and interpretation of clinical assessment tools (often requiring two courses).
• Counseling Theories and Methods: Major counseling modalities and therapeutic techniques (typically requiring two courses).
• Professional Orientation and Ethics: Professional roles, ethical codes (such as ACA and BBHL codes), and legal issues.
• Research and Program Evaluation: Research design, statistical methods, and program assessment.
• Social and Cultural Foundations: Multicultural counseling, social justice, and systemic influences.
• Helping Relationships: Group counseling dynamics, facilitation, and communication skills.
• Career and Lifestyle Development: Career choice theories, vocational counseling, and occupational resources.

The graduate program must include a supervised practicum or internship. Under OAC 86:10-9-2, the practicum must consist of at least three hundred (300) clock hours of counseling experience under a qualified supervisor, involving direct client contact and clinical duties.

Candidate Application Process and Requirements

Upon completing the graduate degree, the individual must apply to the BBHL for 'LPC Candidate' status. The candidate application requires the submission of:

• A completed LPC Licensure Application form;
• An official academic transcript sent directly from the university;
• The Academic Worksheet, which maps the applicant's courses to the Board's required content areas;
• An application fee of One Hundred Forty-Five Dollars ($145.00);
• Two letters of recommendation from professional references; and
• A fingerprint-based criminal history background check conducted by the Oklahoma State Bureau of Investigation (OSBI) and the Federal Bureau of Investigation (FBI).

An applicant cannot represent themselves as an 'LPC Candidate' or begin accruing post-graduate clinical hours until the Board has formally approved their application and issued an active candidate designation.

Post-Graduate Supervised Experience Standards

Once candidate status is approved, the candidate must complete 3,000 clock hours of supervised post-graduate experience. This experience must be completed under the supervision of a Board-approved LPC supervisor. The requirements for these 3,000 hours are highly specific:

• Direct Client Contact: Minimum of 1,050 hours must be direct client contact. Direct contact involves the active delivery of therapeutic interventions, assessment, or diagnosis in the presence of clients. The remaining 1,950 hours may consist of indirect clinical duties, such as documentation, billing, case conceptualization, training, and consultation.
• At least 35% of the candidate’s total accrued hours at any given time must be direct client contact (specifically, at least 350 hours of direct contact for each 1,000 hours of experience).
• Supervision Hours: A minimum of 100 hours of face-to-face or Board-approved technology-assisted supervision must be completed during the candidate period.
• Supervision Cadence: The candidate must receive at least forty-five (45) minutes of supervision for every twenty (20) hours of clinical work. If the candidate works less than 20 hours in a week, they must still receive at least 45 minutes of supervision for that week if they saw any clients.
• Supervision Format: Can be individual or group (no more than 6 candidates per supervisor). No more than 50% of the required 100 supervision hours may be completed in a group format.
• Technology-Assisted Supervision: Must utilize secure, HIPAA-compliant video platforms, and must be pre-approved in the candidate's supervision agreement.
• Timeframe: The candidate has a maximum of sixty (60) months (5 years) from the date of approval of their first supervision agreement to complete all 3,000 hours and pass the required exams. If the hours are not completed within 60 months, candidate status expires, and the individual must reapply.
• Employment Status: Under Board rules, candidates must be 'employees' at their approved site. This means the candidate must receive a W-2 and be under the administrative and clinical control of the employer. Independent contractor status (1099) is highly restricted and requires explicit board review. Candidates are strictly prohibited from practicing in private practice or owning a clinical practice.

Examination and Contract Requirements

In addition to supervised experience, candidates must pass two examinations:

1. The National Counselor Examination (NCE): Developed and administered by the National Board for Certified Counselors (NBCC). It is a 200-question multiple-choice exam covering the core areas of counseling. The fee is $275.
2. The Oklahoma Legal and Ethical Responsibilities Examination (OLERE): A jurisprudence exam testing knowledge of the LPC Act and BBHL rules. The fee is $55 onsite or $70 online through Oklahoma CareerTech.

A formal Supervision Agreement contract must be submitted to and approved by the Board before any clinical hours can be counted. Retroactive hours are never approved. If a candidate changes sites or supervisors, they must submit a new Supervision Agreement and wait for Board approval before starting work at the new site.
