1.7 Oklahoma Waxing, Make-Up & Eyelash Service Rules

The general infection-control rules in Section 1.6 apply everywhere. Oklahoma then layers service-specific rules on top for the three procedures estheticians perform most: waxing, make-up application, and lash work. These rules are where the state practical examination lives, and several requirements are Oklahoma-specific enough that a nationally written textbook will not mention them.


1. Waxing — OAC 175:10-7-34

The two outright prohibitions

  • (a) Roll on wax is prohibited. Roll-on cartridge systems reheat a sealed cartridge and dispense wax through a roller head that contacts client skin. Because the roller head touches skin and then returns to the reservoir, the system is a closed-loop contamination path that cannot be reliably disinfected. Oklahoma bans the format entirely — not the technique, the equipment.
  • (f) Waxing of nasal hair is prohibited. Nasal vibrissae filter inhaled particulates and the internal nares drain into a venous plexus with intracranial connections. Removing hair from inside the nose strips a physical barrier and risks folliculitis and vestibulitis in an anatomically dangerous zone. Trimming or shaping hair at the outer rim is not nasal-hair waxing; inserting wax into the nostril is.

Wax pot handling

  • (b) Wax pots must remain covered and free from debris when not in use.
  • (d) If wax becomes contaminated or has visible debris, the pot must be emptied and disinfected. Wax may not be re-used — only new wax may be put in the pot.

The three lawful ways to remove wax from the pot

OAC 175:10-7-34(c) permits exactly three methods, and knowing all three distinguishes a prepared candidate:

Method 3 is the practical answer to the double-dipping problem: by decanting once, the practitioner never returns an applicator to the reservoir, so repeated applicator use within a single client's service becomes safe. This is a genuine nuance — "never reuse an applicator" is the usual textbook shorthand, but Oklahoma's rule permits applicator reuse inside the decanted cup for one client's service only.

The double-dipping prohibition and its stated rationale

Subsections (g) and (h) both state: "Double dipping is expressly prohibited – HPV and HSV can both be easily transmitted in the wax pot environment." The rule names its own reasoning, which is unusual and makes it easy to test. Human papillomavirus (HPV) causes verrucae and is robust on surfaces; herpes simplex virus (HSV) produces perioral and genital lesions and is readily transferred during lip and bikini waxing. Wax pot temperatures (roughly 100–110°F) are nowhere near virucidal — a common misconception is that the heat sterilizes the pot. It does not.

Pre-service and paraffin

  • (e) The area to be waxed must be cleaned with an antiseptic wipe prior to service to reduce infection risk. This is a mandatory step in Oklahoma, not an optional courtesy.
  • (g) Paraffin wax must be portioned out for each client in a bag or other container, or dispensed in a manner that prevents contamination of the unused supply. All portions used on a client must be disposed of immediately following use.

The no-sharpen pencil rule is worth pausing on. A twist-up pencil can never be resurfaced, so the same contaminated tip touches every client. The Oklahoma cure is structural: use pencils that require a sharpener, and sharpen before each use so a fresh surface is exposed. The sharpener itself must then be cleaned out and disinfected by immersion or spray with an EPA-registered disinfectant after each use.

Strip eyelashes — subsection (i)

  1. Lashes must be stored in a covered container.
  2. Once lashes are removed from the original container, they cannot be placed back in the original container, may not be used on another client, and may not be stored for later use on the same client.
  3. Any cutting implement used to cut lashes into sections must be disinfected and stored in a covered container.
  4. Glue stones, lash tiles, lash pallets and similar items used to pull lashes from must be disinfected between clients.

Point 2 is absolute in three directions at once: no return to the container, no other client, and no saving them for the same client's next visit. Candidates routinely miss the third prong.


3. Eyelash Extension Services — OAC 175:10-7-33.1

Extensions get their own rule, and Oklahoma restricts who may perform them: eyelash extensions may only be performed by a licensed cosmetologist or esthetician, or by the holder of the limited Eyelash Extension Specialist license.

Work environment (subsection (a))

  • Chairs and beds, including headrests, cleaned and disinfected after each client, and made of or covered in non-porous material.
  • Covered by a disposable sheet, a disinfected non-porous plastic cover, or a clean sheet or linen; a disposable paper-towel-like product or hand-sized towel may go under each client's head.
  • A barrier — freshly laundered towel or paper towel — on the tray or counter underneath any implements, tools or supplies.
  • The licensee must wash hands with soap and water before services, and a disposable, single-use or freshly laundered forehead barrier must be used.

Glue, tape and storage (subsections (c) and (d))

  • Only properly labeled, semipermanent glue and glue remover intended for use on the human body may be used.
  • De-tacking tape used for taping back eyelid skin or lashes cannot be de-tacked on skin. De-tacking must be done on a clean towel.
  • Extensions must be stored in a sealed bag or covered container in a clean, dry, debris-free area. When portioning lashes out, use a disinfected scissors, blade or other tool to snip a portion of a strip, or a disinfected tweezer. Extensions removed for a client's service and not used must be disposed of and must not be used on another client.
  • Any nozzle or dropper used for rinsing or flushing the eye during the service cannot come in direct contact with the eye or skin.
