1.3 Renewal, Fees, Reciprocity & Disciplinary Enforcement

Getting licensed is one problem; staying licensed and moving a license across state lines are separate ones with their own rules. Oklahoma revised its fee structure and moved practitioner licenses to a biennial cycle in the rules effective December 1, 2025, so older study material circulating online still describes an annual $25 renewal that no longer applies.

1. The Renewal Cycle

OAC 175:10-11-1 governs renewal, and the mechanics are unusual enough to be examinable:

• All practitioner licenses are issued for a period of two (2) years.
• The expiration date is the last day of the applicant's birthday month. Not the anniversary of issuance — your birth month.
• Application for renewal must be made on or before the last day of that birthday month, accompanied by the appropriate fees.
• One day following the expiration date, the license is void. A person practicing on a void license is considered to be practicing without the appropriate license.

That last clause deserves emphasis. Oklahoma does not grant a grace period during which practice remains lawful. The $10 delinquency penalty is a renewal penalty; it does not retroactively authorize the days you worked while expired.

2. Current Fee Schedule (OAC 175:10-11-2)

Penalty: OAC 175:10-11-2(b) — the Board shall charge a penalty fee of ten dollars ($10.00) for the renewal of any license delinquent after two (2) months of expiration. The same subsection applies the penalty to a delinquent initial license application.

Payment form: fees must be submitted by cashier's check, money order or business check. Personal checks are not accepted.

Low-income waiver: under 59 O.S. § 4003(A), an applicant or renewing licensee who presents satisfactory evidence of low-income status receives a one-time, one-year waiver of the licensure, certification or renewal fee.

Continuing education

Oklahoma requires zero continuing education hours for routine biennial renewal of an esthetician license. Proposed legislation has periodically sought to add a CE mandate, but unless and until such a bill is enacted and implemented in rule, no CE is required. Do not confuse a proposed requirement with a current one — on the exam, the answer is zero.

3. Reciprocity (Licensure by Endorsement)

OAC 175:10-13-1 is short, and it does not work by comparing training hours. The Board accepts applicants from other states who satisfy three conditions:

      must make an appointment and APPEAR PERSONALLY in the
      Board's office for an INTERVIEW before the reciprocity
      license may be considered.

Note what is absent: there is no rule crediting years of work experience against a clock-hour deficit, no requirement to have scored a particular percentage on a national examination, and no automatic-equivalency table. The operative gate is (C) — Oklahoma's own rules, regulations and law test plus the in-person interview at the Board office. An out-of-state esthetician who is fully licensed elsewhere still has to demonstrate knowledge of Oklahoma law specifically.

The foreign-credential track

If an applicant comes from a territory, province, or foreign country that does not issue a license after occupational training, OAC 175:10-13-1(2) offers an alternative: proof of at least three (3) years of continuous engagement in the occupation immediately prior to application, proof of at least an eighth grade education, and passage of Oklahoma's rules, regulations and law test. For an instructor license on this track, the education requirement rises to a high school education (subsection (3)). No temporary permit is issued to a foreign reciprocity applicant (subsection (7)).

Crossover credit

Separately from reciprocity, OAC 175:10-13-2 handles in-state crossover: a barber holding a current Oklahoma barber license in good standing who applies for the Basic Cosmetologist examination is awarded 1,200 hours toward the cosmetology requirement.

4. Discipline and the Fine Schedule

OAC 175:1-5-15 publishes the citation fine schedule. Two features shape most exam questions: the amounts are modest and tiered, and each day a violation continues is a separate offense.

The sanitation tier is the one most often misremembered. A first sanitation violation produces a warning, not a fine; the $50 attaches to a second violation of the same standard. Inflated figures such as "$50 to $1,000 per violation per day" do not appear anywhere in the schedule — the published maximum is $500.

Escalation and payment

• If a citation is paid before the hearing date, it is dismissed but remains part of the licensee's permanent record.
• After three fines, the Board may consider suspension or revocation, or other disciplinary action, following a full Board hearing.
• Failure to pay an upheld citation is itself treated as a continued or flagrant violation; the Board may refuse to renew or issue a license until the citation is paid.

Grounds for denial, suspension or revocation under Title 59 include obtaining a license by fraud or misrepresentation, gross incompetence, practicing while knowingly infected with a communicable disease, and continued unsanitary operation. Licensees facing suspension or revocation are entitled to notice and an administrative hearing under the Oklahoma Administrative Procedures Act.
