Hairs in telogen are already loose and their removal changes nothing. Because any given area holds hairs in every phase simultaneously, an apparently flawless wax is followed a week later by hairs that were simply still below the surface on the day. That biology, not technique, is why waxing is booked on a four-to-six-week cycle rather than on demand.

Wax also needs something to grip. The working minimum is about one-quarter inch (6 mm) of growth, roughly two to three weeks after a shave, and coarse terminal hair on the bikini line or underarm may want closer to half an inch at a first visit.
