3.2 The Ohio Exam Path: Core, Category Exams, Fees & Scheduling

Ohio's licensing sequence is fixed by OAC 901:5-11-08: pass the general Core exam, pass at least one pesticide-use category exam, submit the application, and pay the fee. Failing the Core means no license, and except for private applicators, failing to pass at least one category exam also means no license.

Exam Lengths

ODA publishes the number of questions for every exam. Knowing the Core length - 90 questions - is the fact most often misstated in third-party study material.

Every exam is multiple choice, written in English, and requires 70 percent to pass. ODA describes the content as assessing knowledge of federal and state pesticide law, integrated pest management, best management practices, pest identification, and the ability to read and understand pesticide labels.

Scheduling and Test-Day Rules

Exams are proctored by ODA's certified inspectors at locations around the state throughout the year, and ODA maintains an online test-center finder and an online exam registration system.

• Preregistration is strongly encouraged because seating is limited. Walk-ins are not guaranteed a seat; a proctor may allow testing only if a seat opens.
• You may schedule a maximum of two exam sessions, with at least five business days between sessions. You can take several tests in a single session if time allows.
• If you cannot attend, call ODA to cancel so the seat is released.
• The proctor checks your photo identification on arrival. OAC 901:5-11-08(C) provides that in no case may an applicant take an examination or re-examination without presenting current government-issued photographic identification to the ODA representative administering it - with an exception for an applicant whose religion does not permit them to be photographed. Federal rule at 40 CFR 171.103(a)(2)(iii) sets the same requirement.
• Pencils and calculators are provided. Cell phones cannot be used during testing for any reason.
• Reasonable accommodation for a disability is available by request form; accommodated candidates test at ODA's Reynoldsburg campus.

Getting Your Score

Results are not given over the phone. ODA mails a copy of the scores and provides an online score lookup using the assigned ID number and the exam date. Results may not be available until 10 business days after the exam date.

Retesting and Score Validity

OAC 901:5-11-08(A)(7)-(8) governs failures and shelf life:

• An applicant who fails may apply to be retested at a pre-arranged time and place, but no earlier than five business days after the previous examination, except by special permission of the director.
• Passing scores can be reused as long as they are not older than one year. If the applicant cannot obtain licensure within that year, both a new Core exam and a new category exam must be passed, even if one was previously passed.

ODA states the same rule from the license side: after applying for the license you have up to one year to pass your exams, and exam results expire after one year.

Fees

One conflict to know about. ORC 921.12(A)(2), as amended by HB 96 effective September 30, 2025, provides that "an applicant shall pay an examination fee of thirty dollars." ODA's exam-scheduling page still states that "written exams are offered at no cost at locations around the state." Because the statute is newer than the page's posted date, confirm the current exam charge with ODA's Pesticide & Fertilizer Section at 614-728-6987 when you schedule. Do not assume either figure on a live compliance question.

Broadening and Reciprocity

You may apply to broaden your license to include a new pesticide-use category at any time (OAC 901:5-11-08(A)(2)); once the exam is passed, the license is reissued with the category added.

Nonresidents licensed in another state may be exempted from Ohio's competency demonstration if they file an official verified copy of the valid out-of-state license and ODA finds that state's requirements substantially equivalent. ODA lists reciprocity for residents of AL, FL, GA, IL, IN, LA, MI, MN, MS, NY, PA, TX, VA, and WV, who submit a legible copy of their driver's license and out-of-state pesticide license with the Ohio application.

Category 12 has an extra step: the applicant must submit a valid certificate showing completion of the Ohio wood-destroying insect inspection program, a five-hour training program.
