7.1 Planning the Application: Site Assessment & Pre-Application Checks

The national core manual devotes an entire chapter to planning, and the reason shows up in every enforcement file: the overwhelming majority of pesticide incidents are decided before the sprayer moves.

Step 1: Read the Entire Label - Again

Not the label you read last season. The label attached to the container in your hand. Registration Review changes labels on a 15-year cycle, and mitigation measures are added between reviews.

Step 2: Assess the Site

Measure it. Do not estimate. Pace, wheel, or use mapping software, and record the number - Ohio's Set B records require the type and size of area to be treated.

Map the constraints.

  • Water. Wells, cisterns, ponds, streams, ditches, tile inlets, storm drains, and the direction water leaves the site. Note that Ohio does not publish a single statewide setback distance; the setbacks that bind you are the ones on the product label, plus the anti-siphon and air-gap requirements in OAC 901:5-11-01(A) and 901:5-11-02(B)(5).
  • Sensitive occupants. Children, pets, elderly or chemically sensitive residents, beehives, aquariums, gardens, and organic operations.
  • Neighbors and neighboring crops. Sensitive crops downwind - grapes, tomatoes, tobacco, organic vegetables - and their distance.
  • Site-specific rules. Is this a residential lawn, commercial lawn, or public lawn (OAC 901:5-11-09)? A school classroom building (OAC 901:5-11-15)? A WPS-covered agricultural establishment (OAC 901:5-11-19)?

Check the digital tools.

  • Bulletins Live! Two - EPA's endangered species bulletin system. When the label directs you to it, obtain the bulletin for the specific location and month, no more than six months before the application, and follow any Pesticide Use Limitation Area restriction.
  • DriftWatch / BeeCheck - voluntary registries of specialty crops and apiaries. Check for registered apiaries near the site and give beekeepers advance notice before applying a bee-hazardous product.

Signs of an inversion: dead calm air, fog or dew forming, smoke or dust hanging and moving laterally in a flat layer rather than rising, and clear calm nights with rapid ground cooling.

Step 4: Inspect the Equipment

A pre-application inspection satisfies both good practice and Ohio law - OAC 901:5-11-02(B)(6) prohibits operating application equipment, including hoses and metering devices, in a condition or manner resulting in leakage, spillage, dripping, backflow, vapors, or drift, and ORC 921.24(G) makes operating faulty or unsafe equipment a prohibited act that escalates to a felony on a repeat offense.

Walk the machine:

  1. Tank - clean, previous product residue removed, lid gasket intact.
  2. Screens and filters - tank, line, and nozzle screens clean and correctly sized for the nozzle orifice.
  3. Hoses and fittings - no cracking, swelling, or weeping; clamps tight.
  4. Pump and agitation - adequate agitation for the formulation you are running; suspensions need continuous agitation.
  5. Pressure gauge - readable and accurate. A dead gauge silently ruins calibration.
  6. Nozzles - correct type and size, uniform pattern, replace any tip delivering more than about 10 percent above the new-tip rate.
  7. Boom - correct height for the nozzle spacing and fan angle; stable, not whipping.
  8. Backflow protection - anti-siphon device present, or a physical air gap of at least twice the diameter of the point of discharge above the highest part of the tank.
  9. Spill kit and PPE - on board, complete, and clean.

Step 5: Confirm the Paperwork Plan

Before you start, know what this job will generate:

  • The application record and which field set applies - structural/vertebrate (Set A) or everything else (Set B), which needs wind direction, velocity, and air temperature.
  • Any customer notice required by OAC 901:5-11-09 for lawn work, plus posting signs in the truck.
  • Any school contact person report under OAC 901:5-11-15.
  • The termite footprint drawing required before any termite application.
  • Whether the customer is in an agricultural category entitled to a copy within 30 days.

Planning is unglamorous and it is where the exam's scenario questions live: the correct answer is almost always the option that verifies something before the application rather than reacting after it.
