The 200-Hour Curriculum, Work Permits and Exam-Day Logistics

Ohio State Board Exam Alert: The Board lists "Ohio Revised Code and Ohio Administrative Rules" among the references for the theory examination, and its own curriculum block "Salon Operations & Communication Skills" names inspection, enforcement, policies, procedures and continuing education as required subjects. Expect items on how a candidate actually becomes licensed, not just on nail science.

Ohio's route to a manicurist licence has four gates: complete a board-approved 200-hour programme, apply through eLicense Ohio, pass both examinations, and pay the licence fee. Each gate has details the Board tests.

1. The Board-Approved 200-Hour Manicuring Curriculum

The Board publishes the curriculum every licensed school must deliver (current version effective 27 November 2023). It is worth studying because it is, in effect, a second blueprint — schools teach to it, and the theory examination is required by OAC 4713-7-04 to be "consistent with the board-approved curricula."

Three details from this table are frequently examined:

1. Electric filing is a subject inside the 200 hours. Ohio does not issue a separate e-file certificate and does not require a stand-alone e-file training course before a licensee may use a machine. Any claim that Ohio mandates an "8-hour e-file certification" is false — the training obligation is discharged inside the Nail Enhancements block of the core curriculum.
2. One hour of human trafficking training is required in school. OAC 4713-1-14 states that all licensees and students "shall receive training on human trafficking either while enrolled in a school or through a continuing education program," and applicants for reciprocity must complete it before a licence is issued.
3. Flexible learning hours and distance learning. Fifty flexible hours sit on top of the subject-area allocation and may be used for an individualised learning plan or internship hours. If a school uses distance learning, it may not exceed 20 % of total programme hours, and the platform must be named in the curriculum submitted for approval.

2. Applying Through eLicense Ohio

Every application — examination, licence, renewal, escrow, reciprocity — runs through elicense.ohio.gov. There is no paper channel; the Board returns work permits received by mail.

New examination dates are released only after an existing date fills, so a candidate who sees no availability should re-check rather than assume the calendar is closed.

3. The Temporary Pre-Examination Work Permit (ORC 4713.22)

A graduate who has applied to test may work under a temporary pre-examination work permit while waiting for an examination date. The rules are strict and heavily tested:

• The permit costs $15 (OAC 4713-1-17(A)).
• A candidate is issued one permit only.
• The permit expires on the date of the originally scheduled examination.
• Rescheduling does not extend the permit. If you move your examination date, the permit still dies on the original date, and you are not eligible for a replacement.
• The permit application must be uploaded to the examination application as "Additional Information"; permits mailed in are returned.

Exam scenario: Marcus graduates in March, applies to test, receives a work permit and schedules his examination for 12 May. On 5 May he reschedules to 20 June. May he keep working after 12 May? No. The permit expired on 12 May — the original date — and he is only eligible for one permit. Working after that date is practising without authorisation under ORC 4713.14(C).

4. Identification, Admittance and Conduct

Bring one current, valid, government-issued photo ID: driver's licence, military ID, US passport, or another government identification. Failure to produce one means rescheduling and a reschedule fee.

• Candidates are not admitted after check-in has closed, or after the lunch-break time allotment has expired.
• Personal items — purses, coats, hats, outerwear scarves, phones, smart watches, camera or audio smart glasses, cameras and tablets — are not allowed in examination rooms; lockers are provided in the lobby.
• OAC 4713-7-02 governs conduct: each examinee gets an individual workstation, examinees may not communicate with one another, no written material is permitted unless the Board provides it, and electronic devices are barred except calculators furnished by the Board. An applicant who violates a rule or engages in misconduct "shall be dismissed and the applicant shall automatically fail the examination."
• OAC 4713-7-10 covers testing fraud; unauthorised replication of examination materials is expressly prohibited by the TIP.

5. Out-of-State and Out-of-Country Applicants

Reciprocity is issued under ORC 4713.34 (licence issuance fee $70, OAC 4713-1-17(G)), with the mechanics in OAC 4713-7-09. Two points recur on the examination:

• Substantial equivalence is a percentage, not a judgement call. For out-of-country applicants the Board defines substantially equivalent hours as at least 80 % of the Ohio requirement for the same licence type. Out-of-country barbering and cosmetology applicants must in addition take and pass the appropriate Ohio examination.
• Human trafficking training is a precondition. Under OAC 4713-1-14, individuals applying for reciprocity must complete the training before the licence is issued — not at the next renewal.
• The Board will not send a board certification or complete a licence transfer to another state until one year after the date the Ohio licence was issued.
