1.1 The 2026 HRD Police Officer Exam: Format, Scoring & Key Dates
The Massachusetts Human Resources Division (HRD), through its Civil Service Unit, gives one entry-level written exam for two employers: civil service municipal police departments and the MBTA Transit Police. HRD posts the exam to establish eligible lists from which those departments fill Police Officer vacancies. If you want a civil service police job in a city such as Boston, Worcester, Springfield or Lowell, this exam is the gate you must pass before any department can consider you.

Two 2026 Administrations
HRD tested municipal and MBTA Transit Police candidates twice in 2026. The first day of each testing window is the original exam date for statutory purposes, which matters for age and residency rules.

HRD says a testing window may be extended if the candidate count is large, and testing happens at "various sites across the Commonwealth." An earlier combined 2025 exam also included State Trooper candidates, but the 2026 postings cover only municipal and MBTA Transit Police officers.
The Three Subtests
According to HRD's 2026 posters, the written exam has three subtests:
- Written Ability Test (WAT). Measures cognitive abilities HRD identified as essential for police officers. The six ability areas are verbal expression, verbal comprehension, problem sensitivity, deductive reasoning, inductive reasoning and information ordering.
- Life Experience Survey (LES). Multiple-choice questions about your past history and experience that may relate to success as an entry-level officer.
- Work Styles Questionnaire (WSQ). Assesses "motivational, value-related and attitudinal characteristics" relevant to entry-level police work.
Important
You must receive a passing score on the WAT before HRD scores your WSQ and LES. A strong personality or biography profile cannot rescue a failing WAT score.
HRD's preparation guide recommends spending one hour and fifteen minutes on the Ability (WAT) section before moving on. HRD's Examination Guides and Reading Lists page asks candidates to register to receive an access code for the police guides.
What the official sources do not list
HRD's six WAT areas do not include arithmetic, spatial orientation, map reading or knowledge of Massachusetts law. Commercial prep products sometimes add those topics. Spend your preparation time on the six listed abilities.
HRD's current posters also do not publish the number of items, total seat time or a raw passing score. Treat any exact item count you see online as unofficial unless it comes from your own HRD preparation guide or notice to appear.
Historical format (for context only)
A December 2019 HRD-format preparation guide for the Massachusetts Law Enforcement Aptitude Battery (LEAB), published on the City of Lowell's website, described:
- a 48-question Ability Test with four choices per question;
- a 103-statement Work Styles Questionnaire rated on a 1 to 5 scale;
- a 68-question Life Experience Survey with five choices per question;
- about three hours in total, with about two hours suggested for the Ability Test.
That guide also required a score of 70 or higher on the ability section before the other two parts were scored. The current one-hour-fifteen-minute recommendation shows that timing has changed since 2019, so rely on the current HRD guide and your notice to appear for logistics.
Applying and Paying
- Online only. Apply through your Civil Service Online account on the GovernmentJobs platform. HRD warns that duplicate accounts delay notices, so recover an existing account instead of making a new one.
- Two emails. Your application is complete only after you receive one email confirming the application and one confirming payment.
- Fee and waiver. The fee is $75. HRD may waive it if, during any part of the year before the exam date, you received certain state or federal public assistance or unemployment insurance. Attach the waiver form and documentation by the application deadline.
- No refunds. HRD refunds the fee only if it cancels the exam. The October 2026 poster added that there is no late fee because HRD does not accept late applications.
- Email notices. HRD sends notices by email only, even if the application form offers postal mail. Check your spam folder for the notice to appear about two weeks before testing.
Makeups, Accommodations and Test-Day ID
- Makeup exams. Except for current military personnel, nobody has a right to a makeup for personal or work conflicts. For an emergency or unanticipated hardship, file a written request with verifiable documentation within seven calendar days of the exam date. HRD may approve or deny it and may charge another fee.
- Reasonable accommodations. Submit the Testing Accommodations Request Form with documentation from a qualified professional at least four weeks before the exam.
- Identification. Bring current, valid photo ID with a signature, such as a driver's license, passport or military ID.
After the Exam
HRD emails score notices. After the list is established, you can view your rank and choose additional departments where you want to be considered. Under M.G.L. c. 31, § 22, HRD will provide a marking of your multiple-choice answers on request. It does not release the test questions or answer key, because the scoring method is confidential.
