Pharmacist Licensure, Reciprocity & Renewal

Personal licensure is governed by 247 CMR 3.00 (Personal Registration) and 247 CMR 4.00 (Personal Registration Renewal; Continuing Education Requirement). Massachusetts uses the word registration for an individual pharmacist licence, and both words appear on the exam interchangeably.


Initial Licensure by Examination

An applicant for initial registration as a pharmacist must:

  1. Graduate from a college or school of pharmacy accredited by the Accreditation Council for Pharmacy Education (ACPE). A graduate of a non-accredited foreign school must obtain FPGEC certification from NABP.
  2. Complete a Board-approved pharmacy internship — 1,500 hours, structured as described in section 4.1 of this guide.
  3. Pass the NAPLEX and pass the Massachusetts MPJE.
  4. Satisfy the Board's good-moral-character and background requirements.

[!IMPORTANT] Do not attach a numeric passing score to the MPJE. NABP reports MPJE results as Pass or Fail only; candidates do not receive a scaled score, and only a failing report includes a breakdown of relative performance across the four competency areas. The often-repeated "scaled score of 75" is legacy language that no longer describes what NABP reports. The NAPLEX still uses a scaled score.


Licence Transfer (Reciprocity)

A pharmacist already licensed by examination in another U.S. jurisdiction may seek Massachusetts licensure through NABP's electronic licensure transfer process.

  • The candidate is not required to retake the NAPLEX.
  • The candidate must sit and pass the Massachusetts MPJE. NABP does not operate score transfer for the MPJE at all — score transfer exists only for the NAPLEX and the Uniform MPJE — so there is no path into Massachusetts that avoids the Massachusetts jurisprudence exam.

Expiration and Renewal — 247 CMR 4.02

[!WARNING] Fixed calendar, not an anniversary. Under 247 CMR 4.02(1) all personal registrations expire on December 31 of each even-numbered year — December 31, 2026; December 31, 2028 — and must be renewed before January 1 of the following year. The expiration date has nothing to do with when the individual licence was first issued or with the pharmacist's birthday. (Contrast this with a pharmacy technician licence, which under 247 CMR 8.07(1) expires every two years on the licensee's birthdate. Two different clocks, and the exam likes to swap them.)

Practising after expiration is unlicensed practice and carries the full penalties attached to unlicensed practice (247 CMR 4.02(3)).

The lapse ladder

The consequences of a lapse escalate, and the thresholds are the point of the rule:

Military service

Under M.G.L. c. 112, § 1B(c), the registration of a registrant engaged in active service in the armed forces remains valid until 90 days after release from active duty. The continuing education requirement does not apply to the biennial cycle immediately preceding December 31 of an even-numbered year if the registrant is on active service after October 1 of that even-numbered year (247 CMR 4.02(8)).


Keeping the Board Informed — 247 CMR 20.03

Licensure is not a one-time event. Every individual licensed by the Board carries continuing reporting duties, all on a 14-calendar-day clock:

  • Update mailing address, phone number and email in the DPH online licensing profile within 14 calendar days of a change.
  • Report a name change within 14 calendar days, with a sworn statement and photo identification.
  • Report any arrest, pending criminal charge, or conviction within 14 calendar days.
  • Report any disciplinary action or loss of certification within 14 calendar days.

The arrest/charge duty is the one candidates underestimate: the trigger is the arrest or charge, not a conviction, and the clock runs from the event rather than from its resolution.


Worked Scenario

A pharmacist licensed in Massachusetts since 2015 stopped practising in 2022 and let the registration expire on December 31, 2022. In March 2026 she wants to return to practice. What does she face?

The registration has been lapsed for more than two years, so 247 CMR 4.02(5) applies: she must take and pass the MPJE and meet any other conditions the Board imposes. She does not automatically have to retake the NAPLEX — that possibility attaches under 4.02(7) to registrations that were revoked or suspended for more than two years, which is a different situation from a simple failure to renew.
