Every Massachusetts driving instructor certificate depends on one computer-based test: the Professional Driver Instructor's (PDI) exam. The RMV writes it for people who will teach new drivers. The topics are the ones a learner's permit candidate studies, but the bar is much higher: you need an expert's command of the whole Driver's Manual.

What the Exam Covers

The RMV's certification guidance says the exam is "comprised of 100-questions selected from the most current edition of the Commonwealth of Massachusetts Driver's Manual." That one sentence defines the blueprint:

  • The question pool is the Manual, not teaching theory. The Driving Instructor Training Course (DITC) teaches pedagogy, but the PDI tests the Manual.
  • "Most current edition" matters. This guide follows the Manual revised April 2026. When the RMV updates fees, penalties or rules, the exam can follow.
  • The RMV publishes no domain weights. Each Manual chapter can supply questions, so study all five.

The 10-error budget

Ninety percent means you can miss only ten questions. The scoring rule also works in your favor once you are close: after the 11th wrong answer the attempt cannot be saved, and the RMV ends it as an automatic fail. Compare the learner's permit exam your students take. It has 25 questions, needs 18 correct (72%) and allows 25 minutes. A score that passes a student's permit test fails the instructor's test.

Getting to the Testing Station

The RMV only lets you sit the exam after it approves your certification file:

  1. Finish the DITC. Complete the 65-hour Driving Instructor Training Course at an RMV-approved school and get the certificate of completion.
  2. Apply. File the Driving Instructor Certification Application (form PDS105) with the RMV's Driver Licensing section. Include the DITC certificate, a high school diploma or equivalent, and the CORI acknowledgment. Out-of-state residents add their license copy, a driving record and a criminal record check, each no more than 30 days old.
  3. Receive the authorization letter. Approved applicants get a PDI Exam Authorization letter. On the PDS105 form, an approved application stays valid for two years; if you have not finished certification by then, you must apply again.
  4. Walk in to test. Bring the letter and your valid license. Out-of-state applicants also have their image and signature captured at the branch.

Important

The RMV warns applicants not to apply for an instructor certificate until they are ready for the exam. Study the Manual before you file, not after the letter arrives.

Retakes and Results

  • Failure limit. Candidates are limited to 3 failures in a 6-month period. Someone who does not pass after 3 attempts "may be subject to retraining." The RMV publishes no fixed waiting period after a failure.
  • Retest timing. The current RMV page says you may retake at any time, paying the $25 fee at the branch first. The RMV's downloadable certification sheet (form PDS114, dated March 2024) adds a cap of two attempts in any seven-day period: a candidate whose second failure in a week falls on a Tuesday waits until the following Wednesday. The web page no longer repeats that cap, but plan for it in case it is still enforced.
  • Passing. The Driver Education Instructor Certificate should arrive by mail within 7–10 days. You may not give instruction until it arrives. If it has not come, call the Driver Licensing Department at 857-368-8810.

A Study Plan Built for 90%

Because every question comes from one document, preparing for the PDI is mostly a matter of completeness.

  • Read the Manual cover to cover twice. Read once for meaning and once for numbers. Instructors fail on details such as distances, fines, suspension lengths and ages, not on general safe-driving ideas.
  • Build number tables. Make them for time and distance (3-second rule, 500-foot and 200-foot dimming rules, 15-foot railroad stop), money ($25 belt fines, $100–$500 hands-free fines, $185 speeding example) and suspensions (JOL charts, OUI and chemical-test tables).
  • Watch age bands. Many Manual rules split drivers into under 18, 18 to 21, and 21 and older. Questions often turn on which band a driver is in.
  • Separate "must" from "should". The Manual mixes legal duties (stop for a school bus) with advice (keep a safety kit). Know which is which.
  • Use the RMV's wording. The Manual says "rotary," "Junior Operator License," "surchargeable event," "breakdown lane" and "thickly settled district." Expect those terms on the exam.

Tip

When you take a practice test, log every miss by Manual chapter. If one chapter supplies three or more of your misses, reread that chapter before testing. With a 10-question error budget, one weak chapter can sink the attempt.
