Many candidates and coaching pages still call it the "OSSSC Staff Nurse exam", but the 2026 recruitment was advertised as Nursing Officer-2026. Every fact in this section comes from the official advertisement, so read it before you plan your study time.

The recruitment follows the OSSSC (District Cadre) Rules, 2012 and the Odisha Nursing Service (Method of Recruitment and Conditions of Service) Rules, 2019, as amended in 2020 and 2024.


2. Eligibility Checklist

  • Age: at least 21 years and not above 42 years on the date of advertisement.
  • Upper-age relaxation: 5 years for SC/ST/SEBC/Women; 10 years for Persons with Disabilities (PwD); Ex-Servicemen get the period of defence service. Contractual Nursing Officers under the OSH&FW Society/schemes and ASHAs have an upper limit of 45 years. A candidate gets only the single most beneficial relaxation, except that PwD candidates who are also SC/ST/SEBC get their 10 years on top of the category relaxation.
  • Qualification: +2 (10+2 or equivalent) with a Diploma in GNM or B.Sc. Nursing from a medical college of the State or an institution recognised by the Indian Nursing Council.
  • Registration: valid registration (or renewal) with the Nursing Council of the State of Odisha on the date the online application is submitted.
  • Odia: ability to speak, read and write Odia, shown by Odia as a language subject in the Middle School examination or Class VII or above, Matriculation with Odia medium, or the ME-standard Odia test of the School & Mass Education Department.

Annexure-II lists 16 subjects: Anatomy & Physiology; Microbiology; Psychology; Sociology; Nursing Foundation; First Aid; Community Health Nursing; Nutrition; Medical Surgical Nursing/Adult Health Nursing (as per the revised B.Sc. Nursing syllabus 2021); Mental Health Nursing; Child Health Nursing; Midwifery & Gynaecological Nursing; Nursing Education; Research and Statistics; Professionalism, Professional Values & Ethics; and Nursing Administration & Management.

Negative marking and qualifying marks

  • Each question has four options. A wrong answer loses one-fourth (0.25) of the marks for that question.
  • Marking more than one option is treated as a wrong answer even if one of them is correct.
  • A blank question carries no penalty.
  • Minimum qualifying marks (or normalized score): 30% for ST, SC, PwD, Ex-Servicemen and Sportsperson candidates; 35% for everyone else.
  • When the test runs in several CBRE shifts with different question sets, raw scores are converted to normalized scores by a formula the Commission notifies.
  • PwD candidates with benchmark disability get 20 minutes per hour of compensatory time and may use a scribe with prior permission from the ADM-cum-District Superintendent.

Worked example: net score

A candidate attempts 84 questions and gets 70 right and 14 wrong.

  • Marks for correct answers: 70 × 1 = 70
  • Penalty: 14 × 0.25 = 3.5
  • Net score: 70 − 3.5 = 66.5 out of 100

A guess with four options has an expected value of 0.25 × 1 − 0.75 × 0.25 = +0.0625 marks. If you can eliminate even one option, the expected value rises to about +0.17, so an informed guess is usually worth taking. A blind guess on a question you cannot narrow down is close to zero value.


4. From Merit List to Appointment

  1. Provisional Master Merit List: all candidates who appear are ranked by marks or normalized score.
  2. Tie-breaking order: (a) fewer wrong attempts; (b) higher percentage in GNM or B.Sc. Nursing; (c) older age; (d) higher +2 marks; (e) the Commission's decision.
  3. Screening for Document Verification (DV): candidates who reach the qualifying marks are called category-wise in a number not less than 1.25 times the vacancies.
  4. DV: originals are checked against the online application by the Chief District Medical & Public Health Officers before a District Level Board. Missing DV ends the candidature.
  5. District allocation and Provisional Select List: prepared district-wise on merit, availability and the candidate's district choices (re-exercise of choices, a "Not Interested" option or physical counselling may be notified).

There is no re-evaluation or re-checking of scores. Objections to the published answer keys can be raised as the Commission notifies (for the 2026 test, answer keys and response sheets were published on 29 September 2026).


5. Fee and Refund

  • Candidates other than SC, ST and PwD pay an examination fee of ₹500 online.
  • Under the Odisha recruitment-fee rules notified in October 2025, the ₹500 is refunded to applicants who actually appear in the examination, to the same account or payment method. Absentees get no refund.

A realistic study plan

  • Weeks 1–4: the 60-question nursing subjects, one chapter at a time, finishing each section's quizzes.
  • Weeks 5–6: practical skills, infection control, bio-medical waste and emergency care for the 25-question part.
  • Throughout: 20–30 minutes a day of arithmetic and English. These 15 marks are the easiest to secure.
