1.1 Current Exam Facts

The Guyana Learner Driver Theoretical Examination is the knowledge sitting for people on the provisional / learner path toward a Guyana driver's licence. You are not sitting a commercial top-off for someone who already holds a full local licence, and you are not using the Motor Vehicles and Road Traffic Act 60-day visitor driving permission. If you are learning to drive in Guyana, this is the theory gate that sits between registration and the later test of competence conducted by a Certifying Officer.

Quick Answer: The Guyana Police Force (GPF) Traffic / Licensing function at Traffic Headquarters, Eve Leary, Georgetown, owns the learner theoretical programme. The live sitting is an electronic multiple-choice exam at an approved centre. Study the official three-book package. Guyana uses left-hand traffic. The programme lists 13 subjects. GPF has not published how many questions appear or how many minutes you receive.

Who sits this exam

You sit if you are an enrolled learner / driver candidate who must obtain GPF theory certification as part of becoming licensed. The April 2025 Learner/Driver Theoretical Programme addresses that candidate directly. It describes registration, issue of a study package, personal study, tutorial, a written theory examination, and a re-sit where necessary.

Keep the legal sequence clear. Passing theory does not by itself authorise unsupervised driving on a road. Cap. 51:02 section 23 still requires a driver's licence to drive a motor vehicle on a road. Section 26 still places the practical competence test with a Certifying Officer. This chapter teaches the theory sitting only.

Typical candidates — and who this sitting is not for

Typical candidates include first-time motor-car learners, motorcycle or invalid-carriage applicants who still must know the Code, and anyone GPF has directed onto the theoretical programme before a centre date is booked. A police constable or Guyana Defence Force member who drives a State vehicle may pay no licence fee in some Act circumstances. That is a fee rule for State driving, not a waiver of learner theory if you are on this programme.

If you already hold a valid licence from your country of residence and you are a non-resident within 60 days of entry, the Act may allow you to drive without a local section 23 licence for that short window if you also carry documents that prove the date of entry. That visitor rule is a different legal track. It is not this examination, and this guide does not treat a visitor as a learner candidate unless GPF has actually enrolled that person.

Who runs the sitting

The programme header names the Guyana Police Force, Traffic Headquarters, Eve Leary. The public GPF website hosts the Learner Driver Register, the Registration Form, and the April 2025 PDF package. Those pages also publish Traffic Headquarters (+592) 227-2349 and Police Headquarters on Young Street, Eve Leary. Use them as operational contacts. They do not replace the written registration and sitting rules.

You sit at an approved GPF centre on a date GPF actually opens in the booking list. Eve Leary is the administrative home of Traffic Headquarters. It is not automatically your exam room unless that centre appears among the available choices after payment has cleared.

Centres can fill. The Registration Form warns that only available dates appear in the drop-down, so you should keep checking rather than assuming a walk-in. Nothing in the published GPF pages gives a public nationwide roster of every room; you work from the dates the form displays.

The three-book package

The Learner Driver Register requires completed study of three named books:

1. Learner Drivers' Theoretical Programme (the April 2025 Drivers Theoretical Book)
2. Emergency First Aid — a programme for Caribbean Communities
3. Guyana Road Traffic Code

That trio is the official package. The Theoretical Programme tells candidates the examination will be derived largely from the package, while noting that supplementary reading on syllabus topics may help. This OpenExamPrep chapter is independent study of those same published topics. It is not a GPF booklet, not a Police course, and not a claim of official approval, partnership, or exact equivalence.

Collect the current PDFs from the GPF site rather than a friend's older photocopy. Names, fees, and sitting rules in this chapter follow the April 2025 set and the live Register and Registration Form pages. If a page is missing from a printed bundle, fix it at the office before you treat the package as complete.

Electronic multiple-choice — and what is not published

The live sitting is electronic multiple-choice at an approved centre. The booklet still describes a paper room: a prescribed paper, a suitable pen, and answers marked with an X on a letter. Both descriptions are real: one is package text; the other is how GPF currently delivers the sitting. Section 1.3 compares them so you do not arrive expecting the wrong tools.

What GPF has not published:

• A question count for the electronic paper
• A duration in minutes
• A raw-score conversion table beyond the 65 percent qualifying mark named in the programme (that mark is taught in section 1.3)

Do not memorise a rumour such as '50 questions in 45 minutes.' Study the entire syllabus. Manage time as you would for any unseen multiple-choice test. Sample items in the booklet illustrate four-option form. They are not a leaked bank, and this guide does not copy them as drills.

Left-hand traffic is an exam fact, not a footnote

Guyana drives on the left (the near side). You overtake on the right (the off side). Meeting traffic, being overtaken, clockwise roundabout circulation, and looking right, left, then right again at a junction all follow from that rule of the road. If you learned in a right-hand-traffic country, reset that default before you study signs, markings, or hand signals.

Later chapters teach keep-left rules and junction priority in detail. Here you only need to know that the whole syllabus assumes left-hand traffic on Guyana's roads, including named crossings such as the Demerara Harbour Bridge and the Canje Bridge, where posted limits and care still apply. A sign, a hand signal, or a road word that you learned on a right-hand system will not transfer until you flip the near side and off side.

The 13 official subjects

The programme's SUBJECT REFERENCE lists thirteen subjects. That list is the owner's blueprint. Any of them can appear.

Subjects 7–9 are vehicle knowledge. Subject 6 is Caribbean first aid, not an optional extra. A candidate who only drills prohibitory signs is under-prepared. First aid belongs on a driving theory paper because a crash scene on a Guyana road is a driver duty, not a hospital-only topic. Daily and weekly checks belong because a vehicle with fading brakes or a dark lamp is already a hazard before the first junction.

The programme also carries logistics (registration, lectures, 65 percent, re-sits) and Highway Code clusters taught later: keep left, overtaking, junctions, speed, parking, night driving, and crash duties.

When a booklet abridgement disagrees with the Act — later chapters flag licence duration as one example — learn both: the exam is derived largely from the GPF package, and Cap. 51:02 remains the statute. Do not invent a third version.

The official path

The Theoretical Programme states the path as:

• Registration
• Issue / receipt of the study package
• Personal study
• Tutorial
• Written examination (theory)
• Re-sit where necessary

Personal study may be alone or in a small group of friends. You are expected to know the entire syllabus. Tutorial and four lectures describe the booklet's classroom path. The current Register says that once you have studied the manuals and are ready, you complete the Registration Form. Confirm which path GPF is operating for your sitting (section 1.2).
