Age limits by class and visitor driving

Guyana does not issue one licence that covers every motor vehicle. Age, class, and—for a visitor—residence status sit together. This independent OpenExamPrep study of Guyana licensing topics follows the Motor Vehicles and Road Traffic Act, Cap. 51:02 as the Guyana Police Force (GPF) Learner/Driver Theoretical Programme (April 2025) teaches it, and it flags where the Ministry of Home Affairs consolidated Act PDF prints a different section number or older class wording.

Two prints, one exam package

The GPF booklet places the age code under section 33 and then states a sixty-day visitor rule. The Home Affairs Cap. 51:02 PDF (L.R.O. 3/1998) prints the statutory age floors at section 34 and does not set the visitor paragraph beside that age code. The booklet also states extra conditions for lorries, hire cars, buses, and G-series goods vehicles that the 1998 print does not use. GPF tells candidates the examination is derived largely from the study package. Memorise the booklet list for the electronic sitting at an approved centre, and still know that the Act is the statute and that section numbers in an older consolidation can differ.

The floor: under sixteen

Section 33(1) in the booklet (Act PDF section 34(1)) is blunt: a person under sixteen years of age shall not drive a motor vehicle on a road. That floor is not limited to Georgetown, the East Bank, or the Soesdyke–Linden Highway. If the machine is a motor vehicle and the place is a road, under sixteen is forbidden. The Act PDF adds that a person who drives, or causes or permits another person to drive in breach of the age section commits an offence. Handing keys to a younger sibling on a public road is not a private family matter.

Motorcycle and invalid carriage before seventeen

The booklet’s section 33(2) is the first class split. A person under seventeen may apply for a licence to drive a motorcycle or an invalid carriage on a road. The Act PDF says the same idea as a ban: a person under seventeen shall not drive a motor vehicle other than a motorcycle or invalid carriage. A child under sixteen is still under the general “no motor vehicle” rule. Between sixteen and seventeen the only powered classes the package opens are motorcycle and invalid carriage—not a family car, not a hire car, and not a G-series truck.

Motor car from seventeen

Section 33(3) in the booklet: a person seventeen years or older can apply for a licence to drive a motor car. That is the ordinary private-car class. Passing the competence test, holding a provisional licence, and meeting medical-declaration rules still apply; age only opens the door. Seventeen is not authority to carry paying passengers or to take a loaded goods vehicle onto the public road.

Lorry, hire car, bus, and G-series: twenty-one plus four conditions

Commercial and goods classes are tighter. Unless the prescribed authority otherwise directs in a particular case, a person who is twenty-one years or older, who has no less than two years’ experience, who holds a licence issued under section 29 (the Licensing Authority register of driving licences), and who is capable of reading and writing English, may apply to drive a motor lorry, hire car, motor bus, vehicles under the G series, and vehicles registered as goods vehicles. All four conditions sit together. Being twenty-one with no recorded experience is not enough. Two years’ experience without English literacy is not enough. A licence that was never entered on the section 29 register is not the booklet’s path. Hire cars and minibuses that move people along the East Coast or through Georgetown remain hire cars and buses for this purpose. G-series plates mark goods work, not a shortcut around age and literacy.

The 1998 Act PDF instead says a person under eighteen shall not drive a hire car, motor bus, motor lorry, or motor tractor. That older print does not state the twenty-one / two-year / English package. For the GPF theoretical examination, keep the April 2025 booklet conditions in front and treat the Act PDF as the older statutory wording you may still see in a printed consolidation.

Motor tractor: eighteen on a road, estate exception

Section 33(5) (Act PDF section 34(3) proviso): a person under eighteen shall not drive a motor tractor on a road. The exception is agricultural. An agricultural tractor is not deemed to be driven on a road, for this subsection, while it is driven in the internal operations of an estate or plantation. That is cane, rice, or other estate work inside the property—not a tractor run along a public road to town, to a market, or between two estates. The exception is narrow. It does not authorise an under-eighteen to take the same tractor onto a public road, and it does not convert a tractor into a private-car class.

Age as disqualification

A person barred by age from a class is deemed disqualified from holding or obtaining a driving licence except for a class this section does not forbid. Age is a statutory disqualification until the birthday—and, for commercial classes in the booklet, until experience, register entry, and English literacy are also present.

Visitor driving for sixty days

Immediately after the age subsections, the GPF booklet states a non-resident rule. A person not resident in Guyana may drive on a road for sixty days after entry without a Guyana driver’s licence under section 23(1), if both of the following are true:

• The person is the holder and in possession of a valid driver’s licence issued by a competent authority in the country of residence.
• The person has documents that establish the date of entry into Guyana.

Possession matters. A licence left at the hotel is not “in possession.” The sixty days run from entry, not from the first time the visitor sits behind the wheel. After sixty days the section 23(1) Guyana-licence rule applies again. The Home Affairs Act PDF we opened does not print this visitor paragraph beside the age section; the theoretical programme does, and the exam is derived largely from that package.

Age and visitor checklist

On the GPF electronic paper, a question that names G-series, hire car, or two years is pointing at the booklet’s twenty-one-and-conditions rule. A question that names estate or plantation is pointing at the tractor exception. A question that names sixty days and date of entry is pointing at visitor driving, not at the duration of an ordinary Guyana licence.
