33.4 Ladders, Scaffolds, Tools & Air Compressors

Area G finishes with ladders, scaffolds, and rolling platforms, hand and power tools, and air compressors. These are the injuries that happen on a Wednesday service call, not only on a crane Saturday. 29 CFR 1926 (July 1, 2025) is still R46. Keep three heights in different cubbyholes: 6 feet is the general construction fall-protection trigger at unprotected sides and edges (1926.501(b)(1)); 3 feet is how far portable-ladder side rails extend above a landing; 10 feet is scaffold fall protection. Mixing those three numbers is how a qualifier misses an easy Safety item. Class B’s 25-ton cap does not make a 14-foot extension ladder optional.

Quick Answer: Extension ladder: 3 feet above the landing, 4:1 (base one-quarter of working length), face the ladder, no top cap as a step. Ladders — 1926.1053

When a portable ladder is used for access to an upper landing, side rails shall extend at least 3 feet (0.9 m) above that landing (1926.1053(b)(1)). If the ladder is too short to make 3 feet, it shall be secured at the top to a rigid support that will not deflect, and a grasping device (grab rail) shall be provided. Do not stand a 16-foot ladder to a 15-foot parapet and “just watch your step.”

Non-self-supporting ladders (extension ladders) shall be used at an angle such that the horizontal distance from the top support to the foot is approximately one-quarter of the working length — the 4:1 rule, about 75-1/2 degrees. Worked setup: working length 16 feet to the bearing point → base 4 feet out. A 24-foot working length → base 6 feet out. Too steep and the ladder pulls off backward; too flat and the feet kick out. Wood job-made ladders with spliced side rails use 1:8, not 4:1 — do not apply that exception to an aluminum extension ladder off the truck.

Other 1926.1053 use rules the outline hits:

  • Inspect for visible defects before use and after any occurrence that could affect it; pull damaged ladders from service.
  • Use the ladder only on a stable, level surface unless secured. Do not set feet on a wet coil or a stack of filter boxes.
  • Do not move, shift, or extend a ladder while someone is on it.
  • Do not load beyond the duty rating. Self-supporting and non-self-supporting portable ladders must sustain at least four times the maximum intended load (3.3 times for extra-heavy-duty Type IA metal or plastic).
  • Face the ladder when going up or down. Use at least one hand to grasp the ladder. Do not carry a condenser fan motor that makes you lose balance — hoist it.
  • 1926.1053(b)(13): the top or top step of a stepladder shall not be used as a step. Spreaders fully open and locked. A folded stepladder leaned like an extension ladder is the wrong ladder.
  • Metal ladders stay away from exposed energized parts. Fiberglass is the default around disconnects; it is not a live-work permit.
  • Do not fasten ladders together to make a longer ladder unless the manufacturer designed that.

Portable-ladder climbing itself is not under the 6-foot 1926.501 PFAS rule; the ladder standard’s angle, 3-foot extension, and use rules are the fall protection. The 6-foot rule still applies when the tech steps off the ladder onto an unguarded roof or mezzanine. Tie off on the roof; do not treat the ladder as a 6-foot exemption for the parapet.

Scaffolds and rolling platforms — Subpart L

1926.451(g)(1): each employee on a scaffold more than 10 feet above a lower level shall be protected from falling (guardrails, PFAS, or both as the scaffold type requires). That 10-foot scaffold number is not the 6-foot unprotected-edge number. A 6-foot baker scaffold used as a work platform still needs to be fully planked, on casters that lock, and not overloaded — but the scaffold fall-protection height in 1926.451(g) is 10 feet unless a more specific requirement applies.

Competent person duties are the scaffold exam theme. Scaffolds are erected, moved, dismantled, or altered only under the supervision and direction of a competent person. That person inspects before each work shift and after any occurrence that could affect structural integrity. Employees who work on scaffolds are trained (1926.454) to recognize hazards; erectors need additional training. A tech who “has built these in the warehouse” is not automatically the competent person if that person cannot stop work.

Supported scaffolds with a height-to-base width ratio more than 4:1 (including outriggers) shall be restrained from tipping by guying, tying, bracing, or equivalent. Ties start at the 4:1 height and repeat: every 20 feet or less vertically for scaffolds 3 feet wide or less, every 26 feet or less for wider scaffolds, at each end and at horizontal intervals not over 30 feet. Platforms are fully planked or decked between the front uprights and the guardrail supports. Front-to-back gap is not a walkway. Toeboards when people work or pass below. Toprail height for scaffold guardrails is 38 to 45 inches with a midrail. Capacity is at least four times the maximum intended load.

Mobile scaffolds (1926.452(w)) — rolling platforms HVAC uses in mechanical rooms and retail sales floors:

  • Casters and wheels locked with positive locks while the scaffold is used stationary.
  • Manual force applied as close to the base as practicable, not more than 5 feet above the supporting surface.
  • Do not ride the scaffold while it is moved unless 1926.452(w)(6) is met, including a height-to-base ratio of 2:1 or less during movement (unless designed to a recognized stability test), a level surface free of pits and obstructions, and no one on a cantilevered part beyond the wheels.
  • Forklifts shall not propel a scaffold unless the scaffold is designed for that.

A rolling tower stacked to 16 feet on a 4-foot base without outriggers or ties is a 4:1 violation before anyone climbs. Riding that tower down a corridor to the next air handler is a 2:1 movement violation.

Hand and power tools — Subpart I, plus GFCI

1926.300: tools are in safe condition, used as designed, and guards stay on. Remove damaged cords, mushroomed chisels, and unguarded grinders from service. 1926.302 power-operated tools: electric tools are grounded or double-insulated; pneumatic tools have safety clips or retainers on connections so the hose does not whip; powder-actuated tools are used only by trained operators, unloaded when unattended, and never on a job where a through-penetration would put a pin into an occupied space. Abrasive wheels (1926.303): work rest within 1/8 inch of the wheel; tongue guard (adjustable safety guard) within 1/4 inch.

1926.404(b)(1) requires ground-fault circuit interrupter (GFCI) protection for 120-volt, 15- and 20-amp receptacle outlets on construction sites that are not part of the permanent wiring of the building (or an assured-equipment-grounding-conductor program that actually exists — HVAC vans that “just use the house receptacle” still need GFCI). A rooftop that is “finished” but still a construction workplace for the mechanical contractor is not a free pass to a two-wire cheater.

Air compressors and receivers — 1926.302(b) and 1926.306

1926.302(b)(4) is the cleaning rule: compressed air shall not be used for cleaning purposes except where reduced to less than 30 psi, and then only with effective chip guarding and PPE meeting Subpart E. The 30 psi limit does not apply to concrete-form, mill-scale, and similar cleaning. It does apply to blowing metal chips off a coil, dust off clothing, or a workbench. Using a 90 psi nozzle to dust a tech’s shirt is both a 30 psi violation and an eye-injury setup. Dead-ending a nozzle with skin can inject air into tissue — that is why chip guarding and PPE are in the same sentence.

1926.306 covers air receivers used in providing compressed air for cleaning, drilling, hoisting, and chipping:

  • Install so the entire drain is readily accessible. Drain frequently to prevent liquid accumulation.
  • Every receiver has a readily visible indicating pressure gage and one or more spring-loaded safety valves.
  • Total relieving capacity prevents pressure from exceeding maximum allowable working pressure (MAWP) by more than 10 percent.
  • No valve of any type shall be placed between the air receiver and its safety valve or valves. Isolating a weeping relief “until we get a replacement” turns the tank into an unlisted bomb.
  • Safety valves are constructed, installed, and maintained to ASME Section VIII (the 1968 edition cited in 1926.306).

Hoses and couplings used at pressure need fail-safe (whip-check) devices so a blown fitting does not flagellate a mechanical room. Do not use a homemade pipe manifold as a receiver.

Florida HVAC scenario

A certified Class B shop in Miami Beach is replacing a 5-ton air handler in a three-story condominium mechanical closet. Access is an extension ladder to a roof hatch, then a rolling scaffold inside the penthouse because the unit hangs 12 feet above the mechanical-room floor. A helper stands on the top cap of a 6-foot stepladder to “just cut the flex.” Another helper blows coil fins with a 90 psi open nozzle. The shop compressor’s safety valve has a ball valve “so we can change it without dumping the tank.” Casters on the rolling tower are unlocked so it can be kicked along the unit. The penthouse roof hatch has no 3-foot ladder extension; the ladder is almost vertical to save hallway space.

Every one of those choices is an Area G miss. Set the extension ladder at 4:1 with 3 feet through the hatch, or secure it and provide a grab rail. The 12-foot scaffold platform is over 10 feet, so guardrails or PFAS, a competent person inspection, casters locked, and no riding the tower. The stepladder top cap is not a step. Cleaning air is under 30 psi with chip guarding and Z87.1 eyewear. The receiver safety valve stays unisolated and sized so pressure cannot exceed MAWP by more than 10 percent. Class B may install that 5-ton unit; Class B may not skip 1926.1053, Subpart L, or 1926.306 to finish before the snowbirds return.
