1.1 FCTC Written Test Format, Scoring & the Statewide Eligibility List (SEL)

What the FCTC Written Test Is

The Firefighter Candidate Testing Center (FCTC) runs California's centralized entry-level firefighter testing program. FCTC was founded in 2014 by the California Firefighter Joint Apprenticeship Committee (Cal-JAC), a labor-management partnership co-sponsored by the Office of the California State Fire Marshal (management) and California Professional Firefighters (labor). FCTC describes the FCTC Written Test as a "fully validated general knowledge written test" whose questions and examples are tailored to the firefighter's job. The test is designed to show how well you process information and think critically.

Three facts shape how you should prepare:

• No firefighting experience is required. FCTC states that no previous firefighting experience is needed to pass or even excel. The test measures reading comprehension, recall of what you see and hear, basic mathematics, and mechanical reasoning. It does not test fire-academy knowledge.
• One test, many employers. Over 170 California fire agencies use FCTC Written Test scores in hiring. You do not have to sit a separate written exam for each agency that uses the FCTC list.
• Official materials. FCTC says the materials it provides directly are the only FCTC Written Test materials that FCTC or Cal-JAC authorize or endorse. This OpenExamPrep guide is independent practice. Use it together with FCTC's free study guide.

The Four Sections and Where the Questions Come From

The test has 100 multiple-choice questions, and FCTC says each question is weighted equally. The question counts come from FCTC's Written Test FAQ (updated November 21, 2025). The topic descriptions come from FCTC's free Written Test Study Guide.

Different FCTC pages list the four sections in different orders. The order you actually meet them on test day is fixed:

1. A 30-minute essay reading period. The packets are then collected.
2. Two short video scenarios, each followed immediately by its questions.
3. The remaining 80 booklet questions. These cover the pre-test essays, the additional booklet essays, mechanical reasoning, and math.

Timing

FCTC's FAQ says the test takes 2 hours and 30 minutes. Its study guide breaks this down as a 30-minute reading period followed by two hours for the 100 questions. Staff give a 10-minute warning and a 2-minute warning before time expires. The written-testing page also tells candidates to allow one hour for registration at the site, on top of the 2.5-hour test.

Some pacing arithmetic:

• 120 minutes ÷ 100 questions = 1.2 minutes (72 seconds) per question on average.
• The video questions are presented on the room's schedule, not yours. The time you control is the booklet portion, so bank time on items you know quickly.
• FCTC's own tip is that the test "is not a speed test but it is timed." Move at a pace that leaves time to go back and check your answers.

Scoring and Score Reports

FCTC does not publish any deduction for wrong answers. With every item weighted equally, a blank answer can only cost you a point. Fill in every answer before the 2-minute warning ends.

The FCTC Statewide Eligibility List (SEL)

The Statewide Eligibility List (SEL) is the list of eligible candidates that California fire departments use in hiring. Being on it means departments across the state that are looking to hire can see you. FCTC lists these minimum requirements for placement:

• Register and complete your profile on the FCTC website
• Be 18 years of age or older
• Hold a valid driver's license, uploaded to your profile and kept current
• Have a high school diploma or equivalent, entered in your profile's education field
• Hold a valid Cal-JAC CPAT card (FCTC uploads CPAT results automatically)
• Receive a passing score on the FCTC Written Test (the score expires 12 months from the date taken)

You can complete the CPAT and the written test in either order, but both must be done before you are placed on the SEL. FCTC will not forward your information to a department until your online application is complete, including all required uploads. You may optionally upload a Firefighter 1 certificate, an EMT card, or a paramedic license. Some departments want or require these, even though the SEL itself does not.

Retakes, Score Life & the "Most Recent Score" Rule

• Retake frequency: as many attempts as you like, but no more than once in any 30-day period.
• Score life: a score is valid for one year after your exam date.
• Most recent score counts: if you retest, FCTC and hiring agencies consider only your most recent score.

Worked scenario: a candidate scored 84% in March and retests in May, scoring 72%. The 72% is now the score agencies see. It still passes, but it is lower. Retest to raise a score only when you are confident of improving, and retest before the one-year expiry if you want to stay on the list without a gap.

Fees, Rescheduling & Financial Aid

The California Fire Foundation financial aid award is for candidates facing financial hardship. It covers one written test ($50), two written-test prep courses ($25 each), one online practice written test ($25, for awards approved on or after July 1, 2026), and the CPAT with its orientations and two practice runs. Eligibility can be shown with proof of government assistance (such as unemployment insurance, CalWORKs, CalFresh, Medi-Cal, or SSI/SSP) or with proof of income. Applicants are notified within five business days, and hiring agencies are never told about the award.
