3.1 Structural IPM Principles, Monitoring & Action Thresholds

[!NOTE] The exam frames IPM as a sequence, not a slogan. Questions rarely ask "what does IPM stand for". They give you a scenario and ask what the next step is — and the answer is almost always the next step in the sequence below, not "spray".

Integrated Pest Management is a decision-making system for suppressing pest populations to a tolerable level using the combination of tactics that carries the least risk to people, property and the environment. It does not mean avoiding pesticides. It means being able to say why you used one, where, and what you did instead everywhere else.


The IPM Sequence

Step 1 in practice: identification changes everything

Identification is not a formality. Consider three Ontario examples:

  • Carpenter ants versus termites. Both hollow wood. Carpenter ants leave clean, sandpaper-smooth galleries and coarse frass containing insect body parts; subterranean termites pack galleries with soil and faecal grit and build mud tubes. One is within your Structural class licence; the other requires a Termite class holder.
  • Cluster flies versus house flies. Both are "flies in the building". Cluster flies parasitise earthworms outdoors and overwinter in attics and wall voids — sanitation inside will not touch them. House flies breed in moist decaying organic matter you can find and remove.
  • Pharaoh ants versus pavement ants. Spraying a pharaoh ant trail triggers budding, fragmenting one colony into many. Baiting is mandatory. The same spray on pavement ants is merely unhelpful.

Step 2 in practice: monitoring is measurement

A monitoring device answers a question only if you record the answer. Every monitor should carry a location code, the date placed and the date read, and every read should record a count, not an impression. Three consecutive reads produce a trend line, and a trend line is what tells you whether the programme is working.

  • Sticky monitors in cockroach and occasional-invader work: place along runways, in corners, behind and beneath equipment, never in the open middle of a floor.
  • Pheromone traps for stored product moths and beetles: these locate the source, they do not control the population.
  • Mechanical traps and multiple-catch stations for rodents: catch data maps travel routes.
  • Passive interceptors under bed and sofa legs for bed bugs: the cheapest way to confirm eradication.

Action Thresholds Are Site-Specific

An action threshold is the pest level at which the cost of the pest exceeds the cost and risk of intervening. It is negotiated with the client and written down.

[!TIP] When a scenario question gives you a place before it gives you a count, the place is the answer key. The same three cockroaches mean different things in a neonatal unit and a parking garage.


Choosing the Intervention

Work outward from lowest risk:

  1. Physical and mechanical — HEPA vacuuming, steam, trapping, freezing, thermal remediation, physical removal of nests and harbourage.
  2. Cultural and sanitation — rotate stock, correct the grease trap, fix the leaking trap primer, move the dumpster, replace cardboard with sealed bins, mow back the vegetation touching the wall.
  3. Exclusion — door sweeps, screening, sealing utility penetrations with material a rodent cannot chew.
  4. Chemical, targeted — baits, crack-and-crevice, void dusts, spot treatments, all applied to the label.
  5. Chemical, area-wide — space treatment only where the label supports it, the s. 67 lock-out procedure is followed, and nothing else will do.

The ordering is not moral squeamishness; it is durability. Chemical intervention that is not accompanied by exclusion and sanitation is a subscription, not a solution, and the north-star question a client actually cares about — "will they come back?" — is answered at steps 2 and 3.


Evaluation and the Written Record

Close every visit with data: monitor counts by location, what was applied and where, what conditions conducive to infestation you found, and what the client must correct before the next visit. This record does triple duty. It is your service history, it is the evidence a food-safety auditor asks for, and it is the document a provincial officer will read first if a complaint is ever made about your application.
